10Market Dialogue on Three Core Processes for Future Market System at Energinet
Energinet Gastransmission A/SFredericiaFrist: 19. Aug.As hydrogen infrastructure is expected to be established in Denmark, there is a need for a market system that can support three key market management processes. At the same time, the existing methane infrastructure will need to be supported by a new system solution. Nomination – The shipper informs Energinet of the desired transportation quantity for a given time period as the basis for matching and balancing. Nominations and renominations are expected to be submitted at 15-minute intervals. Matching – Ensuring that transported quantities are aligned between two system operators with corresponding opposite values. Allocation – Ensuring correct allocation of physical measurements and the commercial outcome of matching as the basis for balance calculation and system management. A similar need exists for methane, as the intention is to harmonize the systems for methane and hydrogen. The purpose of this Request for Information (RFI) is to identify available software solutions in the market that can support the processes described above. Energinet wishes to explore whether standard systems are available that can be configured to support both methane and hydrogen in separate instances with different configurations. The solution is expected to comply with applicable EU rules for the transportation of methane and hydrogen. At present, the following regulations and network codes are relevant: The Danish Gas Supply Act and EU Regulation 2024/1789 Balancing NC | ENTSOG (https://www.entsog.eu/balancing-nc) Interoperability and Data Exchange NC | ENTSOG (https://www.entsog.eu/interoperability-and-data-exchange-nc) Timeline: RFI to be issued in mid-July Deadline for questions: 31 August RFI expected to be completed by 7 September Deadline for questions: 31 August Deadline for answers to questions: 7 September The market dialogue is expected to begin in week 37 via Microsoft Teams. The expected meeting duration is two hours. Implementation and go-live must be completed by the end of June 2029. Description of the procurement: Energinet is exploring the possibility of procuring a market system that can support key business processes related to the operation and development of a hydrogen market. The system must also support the existing methane market. It is expected to handle and support market processes such as nomination, matching and allocation, as well as data exchange between relevant market participants and internal and external systems. The procurement is expected to cover an overall solution capable of supporting both functional and technical needs, including configuration, integration, testing, implementation, documentation, operations, support and ongoing maintenance. It has not yet been determined whether the solution should be based on a standard solution, a configurable platform, custom development or a combination of these. Energinet’s preference is to make maximum use of standard and configurable functionality. Through the market dialogue, Energinet wishes to obtain market input on possible solution models, delivery approaches, implementation processes, dependencies, risks and commercial conditions. This input will be used to qualify the further work on requirements, scope, timeline and a potential tender strategy. After 7 September, Energinet expects to select 3-5 suppliers to be invited to participate in dialogue meetings starting in week 37. Energinet would appreciate receiving answers to the following questions by 31 August: 1.Product maturity •Are genuine standard solutions available for nomination, matching and allocation? •Which TSOs or markets currently use the solution? 2.Adaptation to Danish conditions •To what extent can configuration be carried out without code changes? •What level of adaptation is expected in relation to Danish market rules and the balancing model? •Which parts of the solution are typically customer-specific? 3.Changes to market rules •How are changes to market rules handled after go-live? •Can such changes be handled through configuration, or do they require development? •What are the typical implementation timelines for rule changes? 4.Architecture and critical logic •Where is the logic for balancing, cut-off, validation and allocation located? •Can critical logic be separated from the standard system? 5.Implementation and timeline •What would be a realistic implementation period for a solution of this type? •What are considered the greatest risks to achieving go-live in July 2029? 6.Deployment and platform •Can the solution run on-premises? •Can the solution run in a private cloud? •Can the solution run in a public cloud? •Are there any functional differences between the deployment models? 7.Hydrogen and methane •Does the solution support both hydrogen and methane? •Can different market rules for hydrogen and methane be handled through configuration? •Can a single installation support both gas types simultaneously? •How are diverging regulatory frameworks for hydrogen and methane markets handled? Energinet would appreciate receiving your available time slots for participation in a Teams meeting in week 37, 38 or 39 (7 to 25 September) Please communicate via the tender platform ComdiaMarket dialogue on future procurement of an ordering system/e-commerce system for Oslo municipality

The annual expedition shall take place for approx. 16 days within the period from 10 March to 10 April.26168 (2026-122) Transport services - Coach services, framework agreement.
Innkjøpskontoret ASHEGGEDALFrist: 20. Aug.The competition is for a framework agreement for transport services: Bus transport to Eidsvoll, Gjerdrum, Nannestad, Hurdal, Nes and Ullensaker municipalities. Most of the service will be transport of pupils to and from all pupils, as well as transport of pupils to and from school camps. In addition the service will include general transport of groups to different purposes. The procurement ́s value is estimated to: NOK 8,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 40,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. See the procurement documents for further information. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval. APPRENTICE: The contracting authority has assessed the procurement against the Public Procurement Act § 5h and concluded that there is no requirement for apprentices in this procurement as it is considered disproportionate, cf. §5h (4) as it is seen as disproportionately for the content, extent of the work and the following reasons: * There is a need for specialised competence that an apprentice cannot be expected to hold. We point out that the driver must be over 21 years old and have driver's rights in class D1, D1E, D or DE for passenger transport. * The works are normally carried out by only one person. We point out that there is normally only one driver on buses, and with the use of an apprentice it is presumed that the tenderer has an additional driver to follow up the apprentice. * The work assignments are not considered suitable for apprentices due to the nature of the work and requirements for health, safety and the environment. We point out that passenger transport will mainly be carried out by children, which requires extra focus on safeguarding passenger safety.Dynamic purchasing system for the procurement of vehicles under 3.5 tons

Metroselskabet I/SKøbenhavn SFrist: 25. Aug.This tender presents a substantial opportunity for prospective contractors to bid for the M5 Transportation System South package (TSS), a critical component of the Copenhagen metro system's expansion. This project is of significant strategic importance, as the M5 line is a fully automated driverless metro system that will not only enhance passenger service on existing metro corridors but is also planned to extend connectivity to emerging urban development areas, including Kløverparken, Refshaleøen, and Lynetteholm in the East Harbour. The M5 is to operate as an independent system, ensuring that its construction and subsequent operation do not disrupt the existing M1-M4 metro lines. The current tender, Phase 1, encompasses the southern section of the line, from København H to north of v/Prags Boulevard, with an anticipated operational commencement in 2036. The broader vision includes the northern section with an anticipated operatonal commencement of the last part of the northern section in 2045 (included in the transportation system contract (TSS-contract) as options) and a potential future extension to form a ring line, signifying a long-term commitment to urban mobility. The procurement comprises the following, together constituting a mixed procurement within the meaning of Article 5 (2) of the Utilities Directive: 1) A TRANSPORTATION SYSTEM for M5 south encompassing the subsystems rolling stock (passenger vehicles, service vehicles and rescue trolleys), railway infrastructure (signaling system and other subsystems, excluding permanent way and power supply "on the line"), and a CMC (control and maintenance center). Furthermore, O&M supplies (supplies related to the O&M providers operation and maintenance activities such as maintenance plans and training). “On the line” refers to deliveries outside the CMC (as the Transportation System Contractor (TSC) is itself responsible for power supply and permanent way within the CMC). The integration of the mentioned TS-subsystems and the integration of the scope of supply of the CWC into the Transportation System (including but not limited to permanent way and power supply on the line) is also part of the TSC's responsibilities and forms part of the TSS-contract. Rolling stock, railway Infrastructure and the CMC are further described in M5-2-TSS-SW (Scope of Work) of the tender documents. 2) MAINTENANCE SERVICES following hand over of the Transportation System related to the continued maintenance of the Transportation System (hereinafter Maintenance Services). The TSS-contract covers both the Transportation System and the Maintenance Services. The Maintenance Services are governed by a separate maintenance contract forming an attachment to the TSS-contract (hereinafter Maintenance Contract) The purchase of the Transportation System and the Maintenance Services should therefore be seen as a whole and only one Tenderer will be awarded the contracts. The expected scope and characteristics of the two contracts are described in the tender documents. 3) OPTIONS Three (3) options are included in the TSS-contract: Option 1: The purchase of up to 5 additional passenger vehicles. Option 2: The extension of the transportation system from Prags Boulevard to Refshaleøen. Option 3: The extension of the transportation system from Refshaleøen to Lynetteholm. Metroselskabet’s requirements relating to the Transportation System are set out in the tender documents, including the draft TSS-contract and the Scope of Works document (M5-2-TSS-SW). Requirements may be developed and changed during the competitive dialogue. As regards the Maintenance Contract, no draft contract or draft specifications are included in the tender documents at this stage. This reflects the fact that a central element of the competitive dialogue will be to explore the scope and structure of the Maintenance Contract, including the distribution of maintenance tasks between the TSCand the future operator of the Transportation System (hereinafter the OAMC). As a central element of the dialogue phase, Metroselskabet wishes to explore the advantages and implications of possible distributions of maintenance tasks between the TSC and the OAMC and the technical, commercial and legal terms that will be relevant depending on the maintenance model chosen. The potential models to be discussed and assessed during the dialogue phase are expected to span from a scope of the Maintenance Contract similar to TSSSA models (“Technical Support and Spares Supply Agreements”) to a scope similar to FSA models (“Full Service Agreements”) whereby the Metroselskabet would procure most goods, works and services needed for the maintenance and continued development of the Transportation System from the TSC. However, also models which are “in between” or a model where the scope will change over time may be chosen. Also the options to purchase additional passenger vehicles and options covering the extension of the line (northern section) are subject to dialogue. Both technical and commercial requirements are expected to be discussed including elements related to pricing. For further detailing of items planned to be subject for dialogue, reference is made to the Instructions to Tenderers (M5-0-TSS-ITT).
