Experienced and qualified companies are invited to express interest and prequalify to provide Managed Print Services (Printing, Plotting & Scanning) (Bechtel commodity code UD82) in support of the construction of the Poland Nuclear Power Plant. The Project is expected to adopt a Managed Print Services (MPS) model combining supplier-provided equipment, technical support, consumables management and scalable service support across multiple project locations. The selected service provider will supply the technical core of the service, including multifunction devices, printers, plotters, scanning capability, maintenance support, consumables replenishment (exclusive of paper) and service management processes. The service provider will be expected to support project offices and future project locations through a flexible service model capable of accommodating changes in device quantities, user populations and project footprint throughout the Project lifecycle. The anticipated scope is expected to include offices located in Warsaw, Gdańsk, Gdynia and the Lubiatowo-Kopalino Jobsite, together with other future project locations as required. Based on current planning assumptions, the Project anticipates a managed fleet of approximately 20-25 devices, including standard multifunction printers (MFPs), plotters, scanners and other specialized wide-format equipment. The equipment fleet is expected to be distributed across multiple project offices and site locations and may increase or decrease throughout the Project lifecycle in response to staffing levels, operational requirements and project expansion. The service provider will be responsible for maintaining equipment availability, supporting device installation, managing consumables, providing preventive maintenance and responding to service requests in accordance with service level requirements detailed in the RFQ. The Project may require document reproduction, printing, plotting, scanning and related document support services necessary to support engineering, construction and project execution activities throughout the Project lifecycle. Final requirements and service scope will be defined within the RFQ documents. The service provider is expected to maintain sufficient staffing, technical resources and service infrastructure to support multiple project locations and ensure continuity of service throughout the Project duration. Detailed service level requirements, equipment specifications, support requirements and commercial arrangements will be defined within the RFQ package. Interested Companies must register/update their Contractor's information in Bechtel's iSupplier portal at https://supplier.becpsn.com link and select commodity code UD82 as their specialty. If Contractor has any questions or intends to express interest in bidding this requirement, the Company shall notify Bechtel’s Contact Person. At that point, Bechtel shall provide the interested party the Poland Prequalification Questionnaire which Company would complete with response to Bechtel for review. Bechtel notes that previous proven experience providing Managed Print Services and related printing, plotting, scanning, maintenance and document reproduction services on projects of similar size and complexity will be mandatory. Additional documentation and supporting evidence demonstrating relevant experience, service capability and organizational capacity may be required as part of the prequalification process. The prequalification questionnaire includes a list of questions required to be considered as prequalified and may require demonstration of: (i) relevant experience providing Managed Print Services and related printing, plotting and scanning services; (ii) experience supporting engineering, construction or industrial projects of similar scale and complexity; (iii) service capability, maintenance support and consumables management processes; (iv) compliance with legally mandatory requirements, including anti-corruption and sanctions requirements; (v) financial standing (solvency); and (vi) organizational capability and resources necessary to support future project growth and changing operational requirements. In the event of high competitiveness of the proceedings (a large number of companies expressing interest), Bechtel reserves the right to conduct a preliminary preselection of companies for further proceedings, which demonstrate the greatest potential for performing the scope of work. Upon Bechtel’s evaluation of a response to the Poland Prequalification Questionnaire, Bechtel will notify if the Company meets, conditionally meets, or does not meet the prequalification requirements that closely match the requirements. A Company's submission of Prequalification Questionnaire does not automatically qualify the Company to be a pre-qualified Company. Bechtel reserves the right to exclude any of the following from this Competitive Bidding process: any economic operator that is directly or indirectly owned or controlled by an entity from a country not covered by the Government Procurement Agreement ("GPA") with the EU; or economic operators who rely in the Competitive Bidding process on capacities of any entities from countries not covered by the GPA with the EU. Such decision of Bechtel shall not be subject to complaint. Each prequalified Company will be required to execute a Non-Disclosure Agreement (NDA). Companies meeting the prequalification criteria and who have executed the NDA will be invited to submit the proposals for Managed Print Services (MPS). The Request for Quotation (RFQ) shall include the award criteria, scope of work, specifications, drawings, datasheets, terms and conditions, and schedule data.
