Agder fylkeskommune (the contracting authority) invites interested tenderers to apply for admission in a dynamic procurement scheme (DIO) for consultancy engineering services, and associated services etc. See point 2.2 for a trade overview. Associated units that shall be on option: · Agder kollektivtrafikk AS · Arkivsenter Sør IKS · Aust-Agder Museum and Archives IKS · Vest-Agder museum IKS Description The aim of the scheme is to ensure assistance for the contracting authority, both professionally and process wise for projects if the contracting authority does not have the capacity to carry out the work itself. The need will mainly be within consultancy and engineering design services in projects, for example sketch phases, preliminary projects, zoning plan with technical detailed plan, construction plan with tender documentation, as well as follow-up in the construction phase. In cases where the contracting authority carries out projects itself, the scheme can be used to request individual subjects and/or further capacity if the contracting authority cannot cover the need in their own organisation. Agder county shall be able to hold mini competitions across the organisation in the relevant categories. Some of the disciplines are overlapping, but chosen to be placed under one category or the other. Exception from this DIO: The previous Department for Development Road, with the sections Development Road West, Resource and Development Road East, which are now reorganisations to the Road Resources and Road Development departments have a separate DIO that covers the following areas: See the attached documents for a complete description of the dynamic purchasing system. Scope of consultancy engineering services This scheme shall cover consultancy engineering services within the disciplines below in the table. Most of the engineering services are within these disciplines. If it turns out that we need consultancy engineering services in other disciplines and we do not have a framework agreement for the disciplines, we reserve the right to announce a mini competition among the qualified tenderers in the DIO scheme. See the attached documents for a complete description of the dynamic purchasing system. Competitions under the scheme Under the scheme, both assistance under the customer ́s management and concretely defined and limited assignments can be competitive with mini competitions. All qualified tenderers within the scheme will receive the tender documentation. If procurements are needed under the scheme, a tender documentation will be prepared that describes the contracting authority ́s needs, requirements and contract terms for the service as well as award criteria. The tender documentation will be distributed via EU-supply to all tenderers included in the scheme. The tender deadline will be at least 10 days. NS8401, NS8402, NS8403 and NS8404 with any additions and amendments will form the basis for the competitions that are carried out in the scheme. Other relevant NS standards can be applied to the actual assignment if they are more appropriate. When holding competitions, the contracting authority will base the award of contract on the basis of one of the alternatives below: a) Lowest price b) The lowest cost or c) The best relationship between price/cost and quality where quality is evaluated according to the following criteria: 1. CVs for the offered personel with up to 5 relevant reference projects. 2. Delivery Description The award criteria and their weight/prioritisation will be clarified in each tender documentation, as they must be adapted to the need that will form the basis for each mini competition. Notification of contract award will be given to all participants in the relevant competition. The waiting period for awarding contracts under dynamic purchasing schemes is not required. Sept.KfW’s Environmental and Social Experts (formerly KCUS and regional E&S experts) provides services in the field of environmental and social sustainability for KfW Development Bank, KfW IPEX-Bank and other business units of KfW. The objective of this tender is to establish a framework agreement with three environmental and social consultancy firms (Consultants) to provide expert services required by the E&S Experts as the case may be. The Consultants will perform the tendered services on the basis of single assignments. E&S will either allocate them on the basis of a cascade-system if the services to be executed are standard tasks or by awarding them on grounds of a mini-competition between the three Consultants if the services to be performed are non-standard tasks. Both procedures are described in detail in the Framework Agreement. Sept.The Norwegian Consumer Protection Authority shall enter into a contract with a cooperation partner and a total supplier for strategic consultancy, development and operation of the Norwegian Consumer Protection Authority ́s network services. The agreement will be divided into three: 1) Provide strategic consultancy related to user friendliness, operation, development and improvement of web sites. The consultancy will primarily be on how we can make better digital services for the users, but can also deal with consultancy services for all of our channels, content production and other adjoining needs. 2) Operate and further develop the existing website. 3) Develop new websites - alternatively restructure the existing website , which in the long term shall. replace one or more of the existing websites. A new website shall then be operated and be further developed in the contract period. It is important for the Norwegian Consumer Protection Authority that the supplier takes an active role in the development and improvement of the websites and the accompanying strategic consulting. The tenderer shall function as a strategic cooperation partner and shall actively present suggestions for improvements to and further development of the website. Danmarks Tekniske Universitet - DTUKgs. LyngbyDTU requires an operator to design, plan and execute an airborne gravity survey using an airship plat-form. This action is planned within the EU Horizon Europe project called EQUIP-G, where a new quan-tum gravity sensor will be procured and delivered by ultimo 2027 and the survey carried out in fall 2028. The operator will also engage in the identification of possible instrument requirements related to the airship platform and support the design and certification process in order to meet the require-ments.Consulting Services for Fostering a Just Transition in the Mexican Industrial Sector
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornFrist: 05. Okt.Under the framework of the bilateral technical cooperation project "Supporting a Just Transition in Mexico", GIZ intends to award a contract for consulting services to foster a just transition in the Mexican industrial sector. The assignment will provide technical advisory services to support the design and implementation of socially just decarbonisation processes in key industrial sectors, with a particular focus on industrial parks and their interaction with the energy sector. The contract is tendered through an international competitive procedure in line with GIZ rules and applicable EU public procurement regulations. In close coordination with GIZ, the contractor will support Mexican partner institutions and other stakeholders in translating just transition principles into concrete action in emissions-intensive industries. This includes promoting industrial decarbonisation, enabling the deployment of clean energy and circular economy solutions, and integrating social and gender considerations in industrial transformation processes. The assignment contributes directly to the achievement of the project's outcome and to four key result areas: strengthening governance frameworks for a just transition; improving enabling conditions for green technologies in industry and energy; advancing "just transition finance"; and piloting social and gender justice strategies at subnational level. A first core area of work is the provision of on-demand technical advice and specialised analysis on just transition in the industrial sector, including industrial parks. The contractor will support partners in assessing and designing regulatory and policy approaches to improve the business environment for low-carbon investments, and identifying opportunities where industrial decarbonisation can be aligned with energy transition planning, industrial policy, circular economy models and the use of green materials. All support is expected to systematically address social and gender dimensions, in line with the project's just transition approach. A second core area involves in-depth analytical work on mitigation potential and decarbonisation pathways for selected industrial parks and industrial clusters. This may include the development of emissions baselines and marginal abatement cost curves, scenario modelling for different technology and investment options, and the analysis of economic, social and environmental co-benefits under a just transition perspective. The contractor will work closely with GIZ and national partners to define the scope of these analyses and to translate findings into practical recommendations for policymakers, industrial park operators, companies and financial institutions. A third area of work is strategic communication and knowledge management. The contractor will support the development of narratives around just transition in the Mexican industrial sector and will produce communication and knowledge products such as policy briefs, reports, infographics, editorial and audiovisual materials. The services may also include conceptual and organisational support to events, dialogue formats and peer-learning activities, to disseminate lessons learned and good practices from pilot interventions in industrial parks and other industrial contexts. A fourth area focuses on capacity development. The contractor will design and implement training formats, workshops and other learning tools for key actors at national and subnational levels, including public institutions, industrial park operators, companies, financial institutions, academia and civil society. These activities aim to strengthen technical competencies and practical know-how on just transition, industrial decarbonisation, green and climate finance, circular economy and energy transition, with particular attention to the inclusion of women and groups in vulnerable situations. The contract is expected to run from February 2027 to August 2028. Primary target groups include key actors from the energy, industrial sectors and industrial park operators, as well as state-level economic and environmental authorities and relevant federal institutions. Secondary target groups comprise affected communities, labour representatives, civil society organisations and academic institutions. The assignment builds on and complements cooperation with national and international partners, including UNIDO, Mexican state-level associations such as AMSDE and ANAAE, and the Mexican Association of Private Industrial Parks (AMPIP). To deliver these services, the contractor is expected to provide a multidisciplinary expert team. This includes a team leader with strong experience in industrial decarbonisation and just transition, as well as experts in energy, industrial technologies and eco-industrial park developments, green and climate finance, social and gender impact analysis, strategic communication and capacity development. A pool of additional short-term specialists with national and international experience should be available to cover specific thematic and methodological needs. Bidders are expected to demonstrate substantial experience in climate change mitigation, industrial and energy transitions, and collaboration with public and private stakeholders, and previous work with international cooperation, preferably in Mexico or Latin America. The services will be delivered through a combination of on-demand support and the implementation of result-oriented activities and milestones agreed with GIZ. The assignment includes robust project and knowledge management, results-based monitoring and regular reporting, and must comply with GIZ requirements on data protection, information security, gender equality and environmental and climate safeguards.
