Establishment of a Multi-Party Framework Agreement for Design and Build Works Contractors for the Delivery of Large-Scale Social Housing Projects (Project Value Over €5m) for Cork County Council
Cork County Council is establishing a Multi-Party Framework Agreement for Works Contractors, including multi disciplinary Design Team Services, for the delivery of social housing projects using Modern Methods of Construction (MMC) with an estimated project value in excess of €5 million and no upper limit. Modern Methods of Construction (MMC) Specialist(s) - including but not limited to Volumetric Housing Units; Panelised (Timber Frame, Light Gauge Steel Frame, Precast Concrete Panels and Structurally-Insulated Panels); Insulated Concrete formwork. The framework will have an overall estimated value of €250 million, and it is intended that seven contractors will be appointed. The framework is for Contractor-Designed projects, with PW-CF2 to be used as the form of public works contract. The following consultancy services will also be required as part of the Contractor’s Design Team: • Designer – Architectural Services (Contractor Design Specialist), including PSDP • Designer – Civil and Structural Engineering Services (Contractor Design Specialist) • Designer – Mechanical and Electrical Services (Contractor Design Specialist) The initial project comprises the construction of 45 No. social housing units on a Design and Build basis using Modern Methods of Construction (MMC) at Broomfield West (Phase B), Midleton, Co. Cork. The accommodation comprises: • 10 No. 1-bed apartments • 8 No. 2-bed apartments • 3 No. two-storey 4-bed semi-detached houses • 8 No. 2-bed terrace houses • 16 No. 3-bed terrace houses The works will also include associated mechanical and electrical services installations, together with associated site development and external works. A set of Part 8 Planning Drawings accompanies this Suitability Assessment Questionnaire for illustration purposes. There is no guarantee of any subsequent contracts under the framework. However, any additional projects arising during the term of the framework will be awarded by way of mini-competition, with tenders assessed on the basis of cost and quality. Additional information regarding the scope of the framework and the initial contract will be provided at Stage 2 of the process. PQQ for the Design, Supply, Installation and Commissioning of a Flue Gas Abatement System at Medite Europe DAC
MEDITE Europe DAC is invites expressions of interest from experienced and qualified companies for the design, supply, installation and commissioning of a flue gas abatement system and associated ancillaries for a biomass boiler installation. A system will be required to treat the boiler flue gas stream and reduce particulate emissions in order to support safe, reliable and compliant plant operation. The proposed solution shall be suitable for the defined operating conditions, including flue gas flow, temperature, moisture content and dust loading, and shall be capable of integration with the existing boiler, draft system, stack and plant control infrastructure. The scope is expected to include, as applicable, the main abatement equipment, inlet and outlet ductwork interfaces, support steelwork, access platforms, insulation, ash collection and discharge arrangements, instrumentation, controls, electrical integration, and all associated ancillaries necessary for a complete and operable system. The system should be designed to achieve the required emissions performance while maintaining acceptable pressure drop, operability, maintainability and safe access for inspection and maintenance. The proposed equipment must be of proven industrial technology and conform to best practice design principles and all relevant European legislation and standards, including CE marking where applicable. The successful contractor shall be expected to undertake detailed engineering, equipment manufacture and supply, delivery to site, erection, testing, commissioning, performance verification, operator training and handover of the complete system, together with the provision of all relevant drawings, manuals and technical documentation. Provision of an Independent Impact and Evaluation Study for the NH-LEAD Initiative
Leading Healthcare Providers (LHP) Skillnet is seeking to partner with a suitably qualified organisation to undertake an independent longitudinal impact and evaluation study of the Nursing Home Leadership Education and Development (NH-LEAD) Initiative. Funded by the Department of Health, the NH-LEAD Initiative has been established to strengthen leadership, governance and management capability across Ireland's nursing home sector through the provision of accredited postgraduate education. The purpose of this procurement is to appoint an experienced research organisation to design and deliver a comprehensive mixed-methods evaluation of the initiative over its duration. The successful tenderer will be required to develop an evaluation framework and undertake a longitudinal study incorporating quantitative and qualitative research methods, including surveys, interviews, focus groups, stakeholder consultation, documentary review and other appropriate evaluation approaches. The evaluation should assess the implementation, effectiveness and impact of the initiative at learner, organisational and sectoral levels, providing robust evidence to inform future policy, programme development and investment in leadership education within the long-term residential care sector. Established in January 2008, Leading Healthcare Providers (LHP) Skillnet is a not-for-profit Learning Network co-funded by Skillnet Ireland and our member companies. Skillnet Ireland is funded through the National Training Fund by the Department of Further and Higher Education, Research, Innovation and Science. International Consultancy for the Development of off-grid Renewable Energy Projects Lot 2
Short Project Description: Nigerian Energy Support Programme (NESP) NESP is currently in its third phase (June 2023 - May 2027) and still funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Nigeria"s Federal Ministry of Power. Its core objective is to foster investments in domestic renewable energy (RE) and energy efficiency (EE) markets while improving electricity access for disadvantaged, mostly rural communities, including those in conflict-affected areas. Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilisation of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined Contributions (NDC) and the National Policy on Climate Change, have been updated to show a higher level of ambition. Despite reforms in the past decade, Nigeria"s energy sector still faces significant challenges. On-grid generation is limited by weak transmission infrastructure, while the distribution side suffers from DisCos" liquidity crises and high technical and commercial losses. Electricity demand is estimated at 30,000 MW, compared to an average peak generation of 5,000 MW. To address these gaps, the Nigerian government passed the Electricity Act, 2023, repealing the Electric Power Sector Reforms Act, 2005. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component 3. Support to DisCos to develop and implement economically sound business models and project implementation plans, network analysis and develop contractual documents Framework (Energy Transition Policy and State Electricity Market support) 1. new or improved laws, regulations or instrumetns to acheive the energy policy goals prioritised in the Nigerian Energy transition plan (e.g, energy access, renewable energy 2. Support 5 states on their respective State Electiricty Market through the development of policies, laws, or instruments to advance RE investment. Tasks of the contractor: Work package 1: Premium Grids (On-grid) This work package aims to support DisCos in identifying and mapping suitable sites for premium grids which include the use of NESP developed data-based tools as well as selecting and cooperating with RE developers for their implementation. The following activities are planned under this work package: 1. Development of pre-feasibility studies and support with tenders for premium grid projects 2. Technical assessment and analysis of identified premium grid projects. 3. Legal and transactional support for premium grid projects 4. Technical supervision and advisory services on project execution in the field. Work Package 2: Framework and Policy Development Support This work package aims to provide support for adaptive, flexible, demand-driven policy and regulatory framework development for selected subsectors covered by the ETP, with regards to EE and RE. The following activities are planned under this work package: 1. Technical support to NERC, State governments, NEMSA on the development of regulatory and investment framework to support RE and grid connected RE projects in Nigeria 2.
