The Ministry of Foreign Affairs of Denmark (MFA), represented by the Royal Danish Embassy (RDE) in Accra, Ghana (hereinafter referred to as the “Client”), intends to engage a Consultant to serve as grants manager for “Call for Proposals for Youth & Women, Peace and Security” (Y/WPS) (hereinafter ‘the Y/WPS call for proposals’) under Pillar 1 in the period 2026-2028 under the overall guidance of the Client and full compliance with the MFAs Aid Management Guidelines and the Ministry’s Financial Management Guidelines. The Y/WPS project will entail management of grant funds totaling DKK 67 million (the total allocation of DKK 74 million also includes the management fee to the Consultant) for projects with an implementation timeline of 12-24 months implemented in Benin, Burkina Faso, Côte d’Ivoire, Ghana, Togo, Mali, Niger and Nigeria across the following modalities: 1. Grass-roots grants (approximately DKK 500.000 – 1 million) expected up to 40 grants 2. INGO grants (approximately DKK 1 - 3 million) expected up to 10 grants 3. Regional initiatives (approximately DKK 3 – 5 million) up to 3 grants 4. Executive leadership programme on Y/WPS (approximately DKK 3 million) – 1 grantee. The purpose of having an external Consultant to serve as FUND Manager (Grants Management Unit) is to 1) Administratively manage the call for proposals process; 2) Facilitate the Steering Committees identification of grants receiving partners; 3) Contractually and administratively manage the grant allocation to and associated performance by identified partners; 4) Ensure quality controlled including MEAL of the grant receiving partners activities in line with PSP WA ToC and results framework; 5) Support grants receiving partners’ joint communication of results and advocacy messages in line with the PSP WA communication plan; 6) Organize annual partners conventions (with participation of grants receiving partners, RDE and other relevant stakeholders) in the years 2027 and 2028 respectively. The services shall support the effective, coherent and visible delivery of programme activities, reinforce coordination among implementing partners and stakeholders, and contribute to the sustainability of the regional maritime security architecture. It shall cover five interlinked objectives: 1. To ensure effective coordination, supervision and coherence of actions implemented at programme level, including complementarity and synergies among implementing partners. 2. To strengthen effective ownership of programme activities at country and regional level. 3. To strengthen coordination and cooperation between regional and national partners and the Regional Coordination Operations Centre (RCOC) and Regional Maritime Information Fusion Centre (RMIFC). 4. To ensure effective results-based management and reporting at programme level 5. To ensure coherence and coordination with other EU initiatives and policies. The expected outputs of this contract are as follows: 1.1 The supervision of implementation of activities and the coordination of the work between the different implementing partners is ensured at programme level. 1.2 The joint planning and information sharing practices to support coherent implementation at programme level and across the two programmes is strengthened. 1.3 The coherence, complementarity and strategic alignment between the two programmes and implementing partners is strengthened. 2.1 The engagement of national and regional stakeholders in the planning, implementation and follow-up of activities is ensured at programme level. 2.2 A mechanism to ensure follow-up, accountability and sustained engagement in programme implementation is established. 3.1 Information sharing between national actors and the RMIFC and RCOC is strengthened. 3.2 Sustainable partnerships and mutual trust between national and regional stakeholders and the two centres is improved. 4.1 A comprehensive results-based monitoring system is established and applied at programme level. 4.2 Timely, accurate and comprehensive reporting by the implementing partners is ensured at programme level. 4.3 The programmes are adjusted and steered on a need-to basis, informed by evidence and analytical insights. 5.1 The activities of the two programmes are systematically aligned with relevant EU policies, strategies and initiatives. 5.2 Synergies and complementarities between different EU interventions are identified and operationalised. 5.3 Structured information sharing and communication with EU institutions and stakeholders is ensured. Tasks shall include support to planning, implementation, monitoring, reporting, communication, knowledge management and coordination with implementing partners, donors, regional organisations, national authorities and relevant international actors. Aug.The Ministry of foreign Affairs, Green Diplomacy and Climate wishes to engage a Consultant (Fund Manager) to implement three business support instruments (E1, E2, and E4) as part of the Danish Government’s Strategy for Development Cooperation, “A Changing World”, appeals to Danish private companies and investors to increase their engagement and investment in the Global South, helping bridge gaps and contribute to achieve the Sustainable Development Goals (SDGs), including climate action. The vision is that businesses which invest and expand their commercial engagements in the Global South will make significant contributions to national development agendas, including jobs, income opportunities through development of sustainable local value-chains, economic and social spin-offs from increased salaries and taxes, innovation, new technologies, and productivity-enhancements, and expansion in services. More specifically, the Strategy along with the Danish Government’s Action Plan for Effective and Economic Diplomacy seek to leverage the shared space between development cooperation and economic diplomacy, by promoting Danish companies’ investments and trade in developing partner countries. To this end, the Danish Government has initiated an initiative to strengthen business support through five business support instruments. The instruments are designed with focus on making it easier and more attractive for Danish companies to engage in emerging and developing markets, by reducing risks and clarifying and activating market potentials through partnerships, pilot projects, and business instruments providing co-investment financing and technical advice. The total amount allocated for the total initiative is DKK 850 million, of which DKK 550 million is allocated for instruments related to this tender. The five instruments focus on: E1) Early pipeline development to enlarge the pool of viable business cases; E2) Development, testing, and launching of inclusive and sustainable business models through partnerships between Danish businesses and non-commercial actors; E3) Access to finance, better enabling companies to invest and do business in high-risk Global South markets; E4) Demonstrating scalable, private sector-developed solutions with and for public authorities; and E5) Leveraging private and philanthropic capital. The five instruments are designed and should to the extent possible be managed to ensure synergies and coherence, both mutually and with the wider set of Danish private sector support engagements. The implementation of instruments E1, E2, and E4 will be managed under a Fund Management (FM) contract (Agreement) while instrument E3 and E5 will be managed by Impact Fund Denmark. This reflects a wish to concentrate the Danish Ministry of Foreign Affairs’ role on the policy and strategic management functions and to externalise the administrative and operational management functions to implementing agents. The purpose of the Agreement is to carry out the implementation and management of the three instruments, E1, E2, and E4, based on the underlying project documents and MFA Aid Management Guidelines (AMG). The Consultant will provide effective, transparent and accountable challenge fund management, covering proactive outreach and communication; call and application process implementation; contracting of selected actors/partnerships; supervision, guidance, and technical and project management backstopping of projects supported; administrative and financial management at facility level; results management and monitoring at level of each instrument; learning across the portfolio; and risk management. The objective of the Agreement is to manage and implement effectively and with accountability and transparency instruments E1, E2, and E4 and to achieve their defined objectives and results and in compliance with the MFA AMG. The Consultant’s overall tasks are: • Manage the full grant cycles of the instruments based on the project documents, including the application/call processes, with focus on efficient management, effectiveness, and accountability for funds and results. • Provide all administration of the funds including overall financial management, controls including state subsidy compliance, and verification and approval of project workplans, budgets, and reports as well as disbursements to the actors which, depending on the case, is the sole grantee, or in case of partnerships, the appointed administrative partner (commercial or non-commercial). • Provide for achievement of results as defined in the Results Framework in project documents of the instruments. • Provide outreach and communication to relevant segments of commercial actors including small/medium-size enterprises, highlight positive lessons, and ensure sharing of relevant knowledge and information that generate interest and effective participation in the instruments. • Provide relevant business and project management support and guidance to actors supported under the instruments. • Provide overall quality assurance of projects supported. • Maintain full compliance with MFA AMG and FMG, ensuring high standards of financial management, procurement, anti-corruption, and risk mitigation. • Provide relevant information and data to KLIMA on concrete projects and overall status based on request and through half annual and yearly reporting and meetings. • In relation to mid-term review or other MFA monitoring activities implement recommendations. Part of this effort concerns the simplification of the procurement process of key consultancy services relating to development cooperation. Consultancy contracts are currently procured individually by the case worker responsible for the programme or project. Case workers are MFA staff from MFA services at home in Copenhagen and abroad. In the procurement of individual contracts, they are responsible for the choice of procurement modality, the planning, preparation and management of the tender and contracting process. This process is often lengthy, and can have implications on programme and project timelines. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. This includes external appraisals and early appraisals of larger or high-risk programmes/projects. Review of bilateral programmes and projects under implementation. This can span inception, midterm and technical reviews as part of the MFA unit’s monitoring and reporting cycle. Enterprise IrelandDublinEnterprise Ireland’s new strategy ‘Delivering for Ireland, Leading Globally (2025-2029)’ outlines our aims and ambitions for the Irish enterprise base and its purpose to ‘Accelerate Sustainable Irish Business’. The ambition over the next five years is to support Irish exporting companies to make an even greater contribution to the Irish economy through international growth and nationwide employment, with the long-term ambition that exporting Irish companies become the primary driver of the Irish economy. The OECD and the SME Taskforce established that there was a structural issue in Ireland’s internationalisation performance, stating that Ireland had a low ‘export propensity’. Key recommendations from the OECD, SME Taskforce and the Department of Enterprise, Trade and Employment “White Paper on Enterprise 2030” were made to address this, including the development of a single offering and programme that would support companies in a holistic way to build the capability and capacity to meet the key requirements at each stage of the their export journey.
