The project aims to inform the strategic reflection and the research policy dialogue at five Territorial Futures Forum sessions organised by EU Council presidencies. It seeks to offer support to the Presidencies of the Council of the EU and to intergovernmental cooperation in understanding and use ESPON evidence for the sake of developing a shared territorial vision for Europe. For that purpose, it will focus on the identification, compilation, consolidation, presentation and transfer of territorial evidence findings relevant to the themes featured in the Road Map document and according to needs expressed by the Member States.

Strengthening smaller and medium-sized towns – together in Europe (SMTs)
This territorial study is being carried out at the request of the German Federal Ministry for Housing, Urban Development and Building (BMWSB), with the intention to shift more attention of territorial policies to small and medium-sized towns as interfaces between urban and rural areas in national and European strategies for urban and spatial development. Framework contract for the organisation of study visits and market access analysis in the sanitary and phytosanitary field (SPS)
The overall objective of the project is to contribute to improve conditions for the EU agro-food sector to access the markets of selected key trading partners, by increasing the mutual understanding of their respective sanitary and phytosanitary (SPS) measures of the EU and of the third countries. ESPON - New perspectives on Functional Cross-Border Areas in the Czech Republic (CROSS-CZ)
This territorial study addresses the future policy needs, linked to the inclusion of the cross-border dimension in the Czechia’s Regional Development Strategy 2028+; for this purpose, it is important to understand whether and where Czech cross-border functional areas regions are present, and how their development dynamics and challenges differ. Study 2026-006 – Supporting the Commission Expert Group on the Security and Resilience of Submarine Cable Infrastructures
The purpose of the study will be to support the Submarine Cable Infrastructure informal Expert Group in the course of 2026/2027, notably by assessing regularly and providing recommendations aiming at improving the security and resilience of existing and new submarine cable infrastructures, and by supporting the deployment or significant upgrade of submarine cable infrastructures via Cable Projects of European Interest (‘CPEIs’). It is a direct follow-up of the Commission Recommendation (EU) 2024/779 on Secure and Resilient Submarine Cable Infrastructures and the implementation of the 2025 EU Action Plan on Cable Security. Study on the enforcement of State aid rules by national courts
The procurement aims to obtain a study on the State aid enforcement by national courts in the EU, including a comprehensive overview of the relevant national court cases since the last study carried out for the Commission, i.e. 1st January 2018. FWC Legal and management support on the implementation of components of the European Space Programme
In the scope of the Regulation (EU) 2023/588 of the European Parliament and of the Council of 15 March 2023 establishing the Union Secure Connectivity Programme for the period 2023- 2027, the European Commission has signed a 12-year Concession Contract on 126 December 2024 for the development, the deployment and the operation of the Infrastructure for Resilience, Interconnectivity and Security by Satellite (IRIS²) programme. IRIS² consists in 264 LEO satellites, 18 MEO satellites and a ground infrastructure to be deployed by 2030 which aim at providing a secure, low-latency connectivity to EU Members States, Governmental users and Commercials users with a worldwide coverage. The programme will be split in 4 phases: 1. Phase 1: Supply chain consolidation This maximum 1-year phase will enable the IRIS² Concessionaire to finalise suppliers’ selection. This should also allow the creation of a Special Purpose Vehicle to handle the Concession Contract until its end in 12 years. 2. Phase 2: Development phase This 2-year phase will be mainly dedicated to the design and the development of the infrastructure. 3. Phase 3: Deployment phase This phase is expected to last 3 years and will be dedicated to the industrialisation, production and launch of the infrastructure. 4. Phase 4: Operation phase The rest of period of 12 years will consist in operating the IRIS² infrastructure and providing services. During these 4 phases, the European Commission will supervise the Concessionaire’s activities and collaborate with it to ensure the proper execution of the Concession Contract respecting the contractual performances, cost and schedule of IRIS².
