A framework agreement will be signed with one supplier for the installation and upgrading of locks and fittings for NND and IFE, mainly for NND ́s nuclear installations in Halden and Tistedalsgata. Work can also be carried out on IFE's facilities at Himdalen and in Kjeller, as well as at Saugbrugs after the transfer of business. The objective of this framework agreement is the procurement of locksmith services for both new installations and upgrading of locks and fittings for NND and IFE ́s systems. The contracting authority reserves the right to enter into separate contracts for major projects.

Aug.The aim of the contracts is to cover the customer ́s need for locks, fittings and access control with the accompanying goods and services in accordance with the requirement specifications. Tenderers must be able to deliver, assemble and maintain most types of locks and fittings, as well as produce and deliver keys etc. Tenderers must also be able to deliver, assemble and maintain goods and services connected to the lock and access control system (e.g. iLOQ and ARX including licences), as well as door automation, door closers and door pumps. The customer has a large and varied building stock and therefore needs a wide range of such goods and services. Assignments in this agreement will mainly consist of the delivery and installation of locks and fittings for doors, establishment and installation of a lock system and access control, service assignments and consultancy services. Tenderers must be able to handle both planned/ordinary assignments and urgent assignments (critical or non-critical) that require a short response time. This procurement is divided into two (geographical) sub-contracts (1. Northern and second. Søre). Aug.The procurement of administrative services within HR, finance and accounting, project and case processing, as well as analyses for NND and IFE NUK, located in Halden and Kjeller. IFE NUK Kjeller has an option to use the contract before the planned transfer of business, which has the provisional date 1 January 2027. The framework agreement shall contribute to respite the organisation in periods with high workloads and for vulnerability related to manpower. NND shall carry out a transfer of business and take over IFE NUK Kjeller with approx. 200 employees, so that the supplier market must be able to support a business with two locations. The framework agreement shall further ensure NND ́s access to services where there is a need to obtain expertise outside the company's own core competence. The services will apply to both assignment based deliveries and the hire of labour, depending on the need and the at any given time applicable agreements with elected representatives. There will be a need for both individual consultants/consultants and independent teams, with possibilities for both hourly deliveries and fixed price deliveries. NND currently has a framework agreement with one tenderer in several of the disciplines. This contract is about to expire. It is planned to enter into parallel framework agreements where call-off mechanisms shall occur via mini-competitions.
