Background Møre og Romsdal county needs to establish a new framework agreement for the delivery of cleaning machines for its entities. The need is due to both replacing the existing equipment and new buildings with larger areas requiring more and more suitable machines. A contract will be signed with one - 1 - tenderer. The County wishes to facilitate more efficient and uniform cleaning operations across locations. It is important to ensure stable access to equipment that contributes to safe use, good ergonomics for employees and the most equal standard in the entities. It is also relevant for tenderers that the county has activities in several places in the county, which requires available service and follow-up in the contract period. Description of the assignment The procurement is for a framework agreement for the delivery of cleaning machines with the accompanying equipment, accessories and spare parts for Møre og Romsdal fylkeskommune's entities. The delivery shall cover needs across i.a. school buildings, administration buildings and new buildings with larger areas. The framework agreement will include various types of cleaning machines, including floor washing machines, robot washers, vacuum cleaners, washing machines, mop refrigerators etc. Machines are requested that are user friendly, easily manoeuvred and suitable for varied use in different types of premises, including areas with limited space. Furthermore, the delivery shall be supported by service and follow-up that contributes to stable operation in the machines ́ lifetime. This includes, among other things, access to spare parts, service at several locations and options for maintenance and training. Sept.Randaberg municipality, Sola municipality and Sandnes municipality, hereafter called the Contracting Authority, invite tenderers to a competition for a framework agreement for institution furniture for the contract period 2026 – 2028 (2030). The contracting authority intends to enter into a framework agreement for the purchase, delivery and assembly of institution furniture, as well as consultancy services for furnishing proposals. Tenderers shall have sufficient breadth and depth in their assortment to cover the Contracting Authority's need for new high quality institution furniture for ongoing call-offs and major and minor furnishing projects in the contract period. The expected start-up for the framework agreement is autumn 2026 for Sola and Sandnes municipalities. Randaberg municipality has the start of its agreement 01.05.2027. The framework agreements will be valid for 2 years, with an option for the contracting authority to extend for a further 1+1 years for Sola and Sandnes municipalities. Sept.The objective of the framework agreement is to cover the Norwegian Defence ́s need for chemicals for the maintenance and repair of aircraft, including aircrafts and helicopters in peace, stand-by situations, armed conflict, crisis and war. The aircraft shall also be interpreted as including missiles. The framework agreement shall ensure access to products used for maintenance and repairs, in accordance with the requirements of military airworthiness regulation. See part II General Contract Terms, Annex B (Requirement Specifications) and Annex D (Price Form and Product Form) for further details on the extent of the procurement. The estimated value of the framework agreement is NOK 50-75 million excluding VAT over the maximum duration of the framework agreement. The estimate is made based on historical figures and/or expected future use according to the contracting authority ́s best judgement. The forecast documentation is uncertain due to large product breadth, phasing out/phasing in air systems and a lack of history for new platforms. Furthermore, global development, political guidelines, stand-by and changes in the composition of aircraft at the contracting authority can lead to changes in future consumption. It is the objective of the European System of Central Banks to ensure stable prices, safe payments and financial stability within the European Union. To address any material impact on these objectives, that could arise from Environmental, Social and Governance factors, having quality data on ESG related variables is key. The scope of this EPCO Joint Procurement is the establishment of a multi-supplier framework agreement for the provision of Environmental, Social and Governance data to allow Danmarks Nationalbank, as well as the Eligible EPCO Members entitled to participate in it, to accomplish their daily business activities, regulatory and statutory tasks. The public procurement procedure will be carried out by Danmarks Nationalbank, as contracting entity and lead central bank, with the support of the Eurosystem Procurement Coordination Office (EPCO). The scope of this joint procurement includes the following scope of data (for further information see “Requirements” files part of the tender documentation): • Environmental data, including climate data, biodiversity data, water data, resources and circular economy, etc. • Social data, including diversity data, remuneration data, workers rights data, etc. • Governance data, including anti-competition data, company policies, board data, controversies data, etc. • Supranational data sets on EU Taxonomy, DNSH Principles data, SFDR PAIs data, UN SDG data, etc. • Generic data, including ESG Scores or ESG Derivatives data. • Provision of transparent methodology and sources. • Enablement of multiple parallel access point such as SFTPs, APIs, web platform, third party redistributors and Excel add-ins. • Appropriate usage rights for central banking activities and statutory tasks, as well as tasks for the Eligible EPCO Members. Furthermore, the central banks of the European Union manage large foreign exchange reserves and need a screening tool to easily screen its portfolios for compliance with ESG guidelines.
