The objectives of the study: - Stakeholders that could significantly contribute to the achievement of the objectives and/or participate in an industry dialogue are identified. - Labour market demand as well as skills gaps are assessed considering current and future skills needed for the modernisation and development of the railway network in Africa. - The technical, financial, and operational feasibility of one or more sustainable Rail Transport Competence Centres (RCCs) in Africa is assessed including a governance model and conditions for long-term viability and development of a strategic plan considering financial and operations considerations. - Relevant training programs and curricula across all professional qualification levels are developed or modernized. - A strategic plan considering financial and operations considerations has been developed. - Pilot trainings are implemented Work Package 1: Data Collection & Market Analysis: Anticipating and Matching Skills and Jobs in the Railway Sector Consultant shall assess African railway sector: (a) Skills Demand - current/future workforce needs (4-15 years), including job volumes, required skills by qualification level, and necessary training/education; (b) Skills Supply - assess available qualified workforce and analyse current/planned vocational/academic training, mapping existing providers/programs and their capacity/relevance; (c) Skills Gaps - identify geographic, qualification-specific, institutional, and capacity-related gaps, deriving rationale for regional/sub-regional training solutions. The methodology shall be based on ILO"s Working at Sectoral Level: Guide to anticipating and matching skills and jobs, Volume 3 (2016), using desk-based analysis, interviews, focus groups, round tables, surveys, and in-depth case studies. Work Package 2: Pilot training courses about rail transport Following Gap Analysis, pilot trainings (classroom/blended/online) test training models and support stakeholder engagement. They target decision-makers (strategic) and instructors (technical, prioritizing maintenance/asset management). Trainings are universal, tech-independent, with European aspects where relevant and gender-responsive: inclusive outreach, accessible formats, participation targets for underrepresented groups. The contractor shall identify topics; develop compliant technical curriculum (train-the-trainer, study visits, African/European partners); train 20 railway operators (study visit to Europe); create online course on African railway infrastructure/ operation (TUMI platform); evaluate lessons. Work Package 3: Regional Competence Center: Analysis & Modelling The contractor must develop and assess three alternative models for a regional railway training structure in Africa, including regional hubs and online/blended learning. Each model must define institutional setup, governance, curriculum scope, staffing, and CAPEX/OPEX estimates, ensuring inclusive governance, gender balance, and equal access. The contractor will define design assumptions (target groups, qualification levels, geographic scope, accessibility, alignment with AfDB/EU/Germany, language policy, digitalisation), develop three models-(a) centralized independent legal entity, (b) regional hub-and-spoke, (c) existing offers + online academy-each covering institutional setup, functional scope, delivery modes, partnerships, private sector engagement, and technical/institutional/financial/political risks, assess financial viability through a 10-year plan (CAPEX/OPEX, revenue streams, financing mechanisms, cost-effectiveness, scalability, socio-economic benefits), develop training portfolios and curricula for three priority courses (adapted international material), standardized programs/certifications, and trainer/ToT profiles, outline the centre as an innovation space for business exchange, pilot solutions, and project initiation, and conduct a comparative assessment, evaluating models against relevance, effectiveness, sustainability, scalability, and feasibility, conducting SWOT, and recommending the preferred model. Work Package 4: Action Plan & Recommendations for the preferred model This Work Package aims to translate the analytical findings and preferred model(s) into a practical and phased implementation roadmap. The contractor shall prepare an action plan outlining institutional, operational, financial, and governance steps required for implementation and provide clear recommendations for next steps, including preparatory actions, partnerships, and potential financing approaches. Work packages are implemented by key experts and three expert pools that ensure strategic leadership, technical excellence, and operational flexibility. - The Team Leader with international experience with at least 10 years of international management experience and experience in preparing analytical studies in economic policy, TVET or labour market and employment promotion - The Institutional development and Financing with international experience that combines 10 years of professional experience in strategic and organisational development related to operation of training institutions with experience in education and training, working with the private sector and economic and financial assessments. - Pool 1 Senior Experts in the Railway sector with international experience with 2-3 Experts with 10 years of professional experience in the railway sector and provide experience in education and training in railways, in particular technologies such as ETCS and private sector cooperation. - Pool 2 - Short-term experts with national experience with 4-8 experts with 5 years of professional experience in labour market analysis and skills needs assessment. - Pool 3 - Short-term experts in education and training with international experience with 4-8 experts with 5 years of professional experience in education and training.

Sept.The contractor is required to provide highly specialized advisory and technical assistance through the EAC DPI Acceleration Mechanism. The contractor helps project developers and government agencies design, structure, and scale Digital Public Infrastructure (DPI) use cases to bring them to a "bankable" status ready for international financing. The AM delivers four distinct types of specialized support to project promoters: 1. Development Support: Providing technical guidance at any stage of project development. This includes pre-feasibility and feasibility studies covering technical assessments, architectural designs, specifications, environmental impact assessments, regulatory analysis, cybersecurity assessments, hosting/infrastructure needs, and capacity assessments. 2. Structuring Support: Advising on essential operation, business, and financing models to ensure proposals match the expectations of financiers. This involves evaluating Public-Private Partnership (PPP) models, revenue streams, potential African and European private sector operators, and bundling separate projects to de-risk investments. 3. Access to Finance Support: Identifying appropriate financing options and aligning project documentation with the specific requirements of European and international institutions, such as the EU Global Gateway instruments (grants, guarantees, and blended finance like EFSD+). 4. Contract Closing / Transaction Support: Assisting with contractual negotiations during project preparation, including drafting financing transaction terms, term sheets, specialized contractual agreements, or fulfilling conditions. Work Packages The detailed scope of each work package is tailored to each project depending on its scope and maturity. It is not mandatory for a project to go through the entire sequence from EoI to Closing. Work Package 1: Clarification of the Assignment - Participate in initial online alignment sessions and a 2-day physical workshop in East Africa to understand the program vision and stakeholder landscape. - Present initial insights on technical feasibility, financial viability, gap analysis, and potential implementation risks. - Outline a clear process management approach detailing how each project proposal will be handled and which experts will be involved. - Develop a preliminary scope of work and estimate of effort for each selected project proposal. Work Package 2: Expression of Interest (EoI) Screening - Develop a transparent scoring system based on eligibility criteria to objectively rank and prioritize submitted EoIs against their likelihood of attracting financiers. - Conduct preliminary screenings of incoming EoIs, evaluating their alignment with the EAC Digital Transformation Strategy, and noting potential risks or opportunities. - Identify opportunities to "bundle" complementary projects to increase the overall investment ticket size and enhance commercial appeal. Work Package 3: Activity Brief Co-Development Steer a collaborative, iterative co-creation process between the project developer, GIZ, and financiers to complete an Activity Brief. - Review existing master plans, pre-feasibility material, and technical designs, and conduct project needs assessments to pinpoint bankability barriers. - Carry out initial due diligence on institutional setups, public mandates, and legal frameworks. - Provide baseline cost estimates, market price benchmarks, revenue/pricing sensitivity analyses, and financial model operations. - Recommend project-specific PPP models that integrate financial and governance safeguards. - Draft the precise Terms of Reference (ToRs) for the deeper studies needed in the next stage. Work Package 4: Technical Assistance (TA) Execution This core package focuses on delivering detailed technical and financial feasibility studies to serve as investment blueprints: - Technical Feasibility: Evaluate technology choices, tech stacks, hosting, and architecture for population-scale systems (such as e-ID, data-sharing, and payment switches). Ensure solutions incorporate user-centric design, digital sovereignty, and regional interoperability. - Safeguards and Compliance: Analyse project alignment with the Universal DPI Safeguards Framework and Principles for Digital Development. Conduct local/regional regulatory checks on data privacy, data protection, and localization laws. - Risk and Infrastructure Assessment: Conduct cybersecurity assessments, risk analyses, and evaluate the underlying telecommunications, energy, device, and storage infrastructure. - Proposal Refinement and Deal Structuring: Provide one-on-one assistance to refine financial projections, market analyses, and risk matrices. Craft tailored financing and capital structures aligned with instruments like the EFSD+. Work Package 5: Contract Closing Support Support applicants directly during contract negotiations with financiers to secure optimal financing terms. - Finalize necessary supporting documentation, including risk matrices, sustainability and impact analyses, and inclusivity frameworks. - Hand over completed project dossiers to interested investors to ease their formal due diligence and appraisal processes. - Provide tailored documentation to assist government partners through state processes for sovereign debt approval. Work Package 6: Knowledge Management & Communication - Maintain meticulous, results-based documentation of all advisory services, including tracking time-sheets, rates, and expert hours put into each file. - Synthesize aggregated lessons learned and feedback into two distinct "Insight-Papers" (compiled after the 3rd and 7th supported projects). - Organize and participate in a mid-term 2-day physical workshop to discuss learning outputs and adjust process methodologies.Econometric Study on the implementation and performance of the EFSD+ Open Access Window in ENEST-MENA countries and options for MFF 2028-2034

Aug.The finality of the study is to appraise the market value, relevance, and effectiveness of IFI financial products paid via EFSD/EFSD+ contracts, and their impact compared to a no-EU intervention scenario. The main differences between this study and traditional FwC studies consists in: 1) Collecting evidence of the legal and financial impact that EFSD/EFSD+ contracts have on IFIs’ contracts with their clients and partner financial intermediaries (rather than collecting opinions that people with a direct stake in these contracts have of such impact); 2) Reliance on independently collected technical financial data, to be further elaborated via inferential statistics (rather than reliance on anecdotal surveys / interviews); 3) Assessing these contracts by benchmarking the financial products on which they are based against similar financial products — debt, guarantee and equity products — financed or managed by other governmental, no-profit or for-profit private market players (rather than benchmarking against financial products contained in other EU contracts, or no benchmarking at all); 4) Contracting consultants normally dealing with the banking and non-banking financial sectors (rather than consultants normally dealing with the Official Development Assistance — ODA — sector). This would mark a clean departure from EC studies that have traditionally focused on contract analysis by way of desk reviews (with an implicit comparison to other EU contracts and FwC studies on these EU contracts) and interviews / surveys among directly interested parties (including staff of the Contracting Authority; staff of IFIs / PFIs or other EU-contracted Parties and; Direct/Indirect Beneficiaries). Given the originality of the study (of a technical and comparative nature, with substantial inputs expected from the contracted party already in the study design phase); the type of expertise required (statistical tools applied to finance and microeconomics) and; the expected costs (likely EUR 700 K), the best option to contract such study would be through the “competitive dialogue” procedure regulated by Art. 2.6.7 PRAG. “In the case of particularly complex contracts, where the contracting authority considers that neither direct use of the open procedure nor the arrangements governing the restricted procedure will result in the best value for money, it may use the competitive dialogue. A contract is considered to be ‘particularly complex’ if the contracting authority is objectively unable either to specify the technical means of satisfying its needs or objectives or to specify the legal or financial makeup of the project”. The contract will target financial consultancy companies specializing on financial instruments, financial intermediaries and financial market data.
