Aug.In order to support the "Sustainable Energy Programme in Senegal" (PED III) of the Senegalese Ministry of Energy and Oil (MEP), financed by BMZ and implemented by GIZ, a contractor will be hired to support the achievement of some project's objectives and indicators. The aim of PED III is "to support the effective implementation of the Just Energy Transition by the main players in Senegal's public and private sectors at both strategic and operational levels". The project contributes to achieving the objectives of the national energy policy linked to renewable energy (RE) and energy efficiency (EE) for the implementation of the 2030 Agenda SDGs, in particular SDG 7 (access to energy), 8 (decent work and economic growth), 9 (industrialisation) and 13 (combating climate change), as well as German support for achieving the objectives of the Just Energy Transition Partnership (JET-P) signed between Senegal and the G7 in June 2023. The expected results of the project are as follow: 1. The governance and coordination mechanisms for renewable energy and energy efficiency in the context of the JET-P are strengthened. 2. The framework conditions for the integration of renewable energy into the national grid and for private sector participation in RE and EE projects are improved. 3. Public and private stakeholders have strengthened capacities to design and implement inclusive energy transition projects. In order to achieve these results, the contractor will support the implementation of the project through the following activities: The contractor will provide and manage a core team of long-term experts. These experts will contribute directly to the achievement of the indicators and results defined above and will ensure the technical and strategic coherence of the activities implemented under the project. The contractor will also provide and manage a pool of short-term national and international experts who will be mobilised on a demand-driven basis to support specific technical assignments contributing to the achievement of the project"s objectives and indicators. The financial sector is one of the most crucial reform areas, and this contract focuses on strengthening the technical, institutional, and operational capacity of the National Bank of Ukraine (NBU), financial sector associations (AUB, NABU, NASU), and financial institutions throughout the country. Within the above-described context, the contractor is responsible for contributing expert support to achieve targets related to Outputs 1, 2, and 4 in the financial sector. The contractor shall offer comprehensive expert support, technical capacity building, facilitating dialogue and communication with relevant stakeholders in view of EU/international standards and regulation required related to the Ukraine"s EU integration process, and the gradual implementation of respective laws and directives. The support to be provided is primarely on technical level. The main objective is to reinforce institutional and technical readiness for EU integration - especially under Chapter 9 (Financial Services) - by strengthening supervisory capacities, deepening an industry-wide understanding of EU regulatory frameworks, and improving MSME financing ecosystems. Sept.The tender supports the implementation of Primary Outcome 1 of the project through the provision of specialized technical assistance for the design and implementation of inclusive Contract Farming (iCF) schemes in Ethiopia, Kenya, and Uganda. The contractor will work in close coordination with GIZ project teams and relevant public and private sector actors to strengthen agribusinesses operating in selected fruit and vegetable value chains and support the achievement of the Ethiopia National Horticulture Strategy (ENHS) and the CEHA National Chapters in Kenya and Uganda. The overall objective of the tender is to support the piloting and scaling of inclusive business models that improve market integration, competitiveness, and investor readiness of agribusinesses while enhancing opportunities for small-scale producers (SSPs), particularly women and youth. Through the implementation of iCF schemes, participating agribusinesses will improve access for SSPs to quality inputs, advisory services, innovative technologies, finance, and structured domestic and export markets. Using a pool of experts steered by team leads in each country, the tender foresees the provision of one-on-one advisory and business development support to 10 agribusinesses across the three countries (5 in Kenya, 3 in Ethiopia, and 2 in Uganda). Support will cover several business growth dimensions, including technical business development, investor readiness, digital transformation, climate adaptation, and access to finance. Key interventions include enterprise diagnostics, market analysis, business process optimization, governance and compliance strengthening, financial management improvements, climate-smart and digital business solutions, market linkage facilitation, and investment matchmaking. The contractor will also support agribusinesses in strengthening inclusive contract farming arrangements with smallholder farmers. This includes improving enterprises" capacities to sustainably implement iCF schemes, increasing awareness among farmers and enterprises on the opportunities and requirements of iCF, and applying the GIZ methodology for inclusive contract farming. Additional support will include facilitating business-to-business (B2B) and business-to-consumer (B2C) linkages, strengthening partnerships with export promotion organizations such as the Import Promotion Desk (IPD), and supporting enterprises to better meet domestic and export market requirements related to quality, traceability, and compliance. The tender is structured around three interlinked work packages: Work Package 1: Agribusiness Onboarding and Strategy Development This work package focuses on the identification, onboarding, diagnostic assessment, and strategic planning support for participating agribusinesses. The contractor will develop comprehensive enterprise selection criteria to identify suitable enterprises for participation in the programme based on sector and market assessments. Following selection, the contractor will organize onboarding and kick-off sessions to align expectations, provide programme information, and formalize participation through commitments and non-disclosure agreements. The contractor will then conduct detailed enterprise diagnostic assessments covering areas such as statutory compliance, operational processes, stakeholder relations, market access, procurement systems, financial management, and infrastructure needs. Using these findings, enterprise-specific diagnostic reports and tailored business reform strategies will be developed. These strategies will identify key bottlenecks and define implementation roadmaps to strengthen enterprise competitiveness, internal systems, inclusivity, sustainability, and scalability. Work Package 2: Implementation Based on the approved business reform strategies, the contractor will provide bundled business development support tailored to the needs of each enterprise. This includes strategic-level support such as strengthening procurement systems, business process re-engineering and digitalization, product development, market access, and access to finance. Operational-level support will address day-to-day management issues, including accounting and bookkeeping, compliance with taxation, labour and environmental regulations, and human resource development. The contractor will strengthen the technical capacities of participating enterprises to sustainably implement iCF schemes, facilitate awareness raising among farmers and enterprises, and apply the GIZ iCF methodology and relevant country experiences. The contractor will also support enterprises in developing innovative services, technologies, and production methods that improve productivity, traceability, quality assurance, and climate resilience. In addition, the contractor will facilitate business exchange and exposure activities, including B2B and B2C roundtables, linkages with export promotion organizations such as the Import Promotion Desk (IPD), and participation in targeted market platforms. These interventions aim to strengthen commercial partnerships, improve understanding of buyer requirements and standards, and support enterprises in accessing high-value domestic and export markets. Work Package 3: Monitoring, Evaluation and Reporting The contractor will establish a monitoring and evaluation (M&E) system aligned with the overall project M&E framework in close coordination with GIZ. The system will support monitoring of implementation progress, assessment of enterprise performance, and tracking of project indicators and outcomes. Output 5 Labour market demand-driven career advisory services have prepared technical education students, students interested in technical education, and parents with regard to employment potentials in a Green Economy. - Output Indicator 5.1 Pre-orientation services for prospective technical education students and parents that take into account the transformation of the world of work into a Green Economy were expanded to 17 schools in 8 governorates. The module is aimed at teenagers and young adults between the ages of 13 and 24, in particular female technical education students (15-19 years) who are completing an apprenticeship at a dual system school and in a company. Secondary school students from TSS (non-dual) as well as dual system students of the MoETE. Preparatory school students aged 13 to 14, who are about to decide whether and which technical education path they want to start, as well as their parents, are also addressed. The module aims to reach disadvantaged young people and promote gender equality. The two main activities, which shall be implemented with the tender are Work package 1: Expansion of pre-orientation services including environmental awareness and green economy career prospects. The objective of WP 1 is to improve the already existing pre-orientation services and to expand them to additional 12 schools in 6 different governorates in Egypt to achieve the overall indicator of 17 schools in 8 governorates. The pre-orientation service shall include awareness raising on environmental topics and guidance on career prospects in the green economy. The concept of the pre-orientation service shall focus especially on capacity development and on identifying viable financing mechanisms to ensure their future cost effectiveness and sustainability. The selection of the students and competitions shall be done in an interactive manner. Aug.Under this assignment, the contractor will deliver technical assistance to the PRO-PLANTEURS project to adapt Côte d'Ivoire's cocoa supply chain to economic, regulatory, environmental and social sustainability challenges, assuming responsibility for defined outputs, indicators and milestones. The contractor will establish and manage an expert team, ensure quality assurance and backstopping, administer finances and reporting, contribute inputs for BMZ/MINADER reports as required, and comply with data protection obligations when processing personal data. Under Output 1, the contractor will enable cocoa producers to implement good agricultural practices (GAP) and agroforestry in line with ARS 1000. This includes designing ten agroforestry models for cocoa based on nationally compatible species lists and research, complemented by socio economic and financial analyses; sensitizing 6,000 producers (at least 30% women) on agroforestry; and advising farms to reach at least 5,000 ARS 1000 compliant agroforestry plots. The contractor will train 6,000 producers (?30% women) through Farmer Field Schools on GAP aligned with ARS 1000 and support implementation of individual Cocoa Farm Development Plans (PDCs). In cooperation with cooperatives, the contractor will assist internal inspections and corrective actions to bring 6,000 farms into ARS 1000 compliance. Milestones include submission of ten model packages with analyses within nine months, agroforestry sensitization within 12 months, completion of producer trainings by month nine, PDC support by month 12, and internal inspection support by month 15. The contractor contributes to targets such as 5,000 farms maintaining trees per ARS 1000 and at least 500 women managed farms applying GAP. Under Output 2, the contractor will strengthen cooperative service provision for sustainable, economically viable production. It will test, together with CNRA, harmonized Côte d'Ivoire-Ghana protocols for early detection, monitoring and prevention of cocoa swollen shoot virus via demonstration plots, train staff from 12 cooperatives, CCC delegations and ANADER on these protocols, and support member sensitization. The contractor will establish and professionalize cooperative service units by training teams in agricultural operations (e.g. pruning, weeding), phytosanitary and fertilizer application, tree planting for agroforestry, and eradication of infected trees; and train and coach managers in financial management and governance. It will support digitalization of cooperative operations and accompany internal audits and corrective actions towards ARS 1000 certification in 12 cooperatives. Milestones include completion of protocol testing within nine months, completed trainings by month 12 and continuous sensitization; service team training by month six, business models by month nine, management training by month 12 and coaching by month 15. The contractor contributes to each cooperative implementing two swollen shoot measures and four priority ARS 1000/EUDR measures. Under Output 3, the contractor will reinforce sustainable procurement between cooperatives and buyers by training 12 cooperatives on legal aspects of buyer contracts linked to new sustainable models and providing advisory and coaching for implementation. Support will cover fair remuneration, timely payments, longer contract terms, and incentives for environmental services and agroforestry, including facilitation to prevent or resolve disputes. Milestones include completing training within six months and providing ongoing advisory through contract end. The contractor contributes to four sustainable procurement models being implemented and evaluated by March 2027. Under Output 4, the contractor will strengthen evidence based dialogue among supply chain actors by establishing an independent, project agnostic PRO PLANTEURS digital platform anchored in a selected partner institution. It will provide organizational support for platform management, train dedicated staff, and help develop a strategic plan (including visual identity and communication plan) and a 2028-2030 action plan. Organizational support is due within 12 months, with strategic support continuing to contract end; one independent platform is to be operational by February 2028. Across all outputs, the contractor must mainstream gender equality (ensuring women's participation and targeted support to women managed farms), environment and climate action (deforestation free cocoa, agroforestry expansion, climate smart practices, biodiversity monitoring, water saving technologies, livelihood diversification), conflict/context sensitivity and human rights ("do no harm", grievance mechanisms, inclusive participation). Knowledge management and scaling will be ensured through systematic documentation, contributions to technical exchanges and GIZ networks, and dissemination via the digital platform and dialogue events. Implementation will adhere to predefined expert deployment, travel with CO2 minimising choices and compensation, fixed budgets for materials and workshops, and use of provided offices and logistics, with full cost control and compliance with GIZ rules.
