Okt.The Norwegian Public Roads Administration invites tenderers to a competition for the establishment, operation and maintenance of a 24 hour resting place for heavy transport along the E6 on the Oslo – Moss stretch. The contracting authority needs approx. 150 placement places on the stretch. It may be necessary to enter into a contract with several tenderers and/or divide the procurement into different sub-contracts. Each individual 24 hour resting place shall as a minimum have parking places for 20 wagon trains and shall include a service facility with toilets, showers and charging stations. Otherwise, the 24 hour resting place shall fulfil the shall-requirements listed in point 3.2. The Contracting Authority prefers large 24 hour resting places and 24 hour resting places that are located in/near Oslo. If we only get tenders for the stretching Vestby-Moss, there is a need for less than 150 placement places, and the need is probably under 70 placement places. The 24 hour resting place shall be ready for opening at the latest 24 months after the contract has been signed and the contract will apply for 10 years from the opening hours. The contracting authority has the option to extend the contract for 1+1 year, so that the total possible lease period is 12 years. The objective of the procurement is that the receipt and management of waste and subsequent treatment occurs in an efficient and environmentally friendly manner, where the needs of the inhabitants and other customers are safeguarded, and that we contribute to reaching Vesars and the owner municipalities ́ goal of 85 % material recycling by 2035. This is reflected through the absolute requirements, emphasis in award criteria and possibility for innovation and development contracts. Vesar would like to stimulate the use of biogas as a replacement for fossile fuel by transporting the waste fractions and for other types of transport work. The biogas that is used shall preferably originate from production with high net climategas reductions. The project aims to ensure energy supply to the business park and facilitate planned industrial development in the area. In the long term the measure will also strengthen the security of supplies in Haugalandet and enable the connection of energy production from Tysvær wind power plant. The transformer station is planned to be erected with one station building and five transformer cells. This contract is for the ground work, as well as the construction of the station building and two of five transformer cells. The transformer station shall be certified in accordance with BREEAM-NOR v.6.0. The tenderer will be responsible for ensuring that the transformer station achieves BREEAM certification.In addition to the transformer station, the contract includes the establishment of a ground cable connection from the transformer station to the end mast (M22) on the aerial high voltage line connection between Klovning transformer station and Haugaland Næringspark, as well as cable trenches between Statnett ́s transformer station at Gismarvik and up to the station in Haugaland Næringspark etc., the Contracting Authority will choose at least two of the qualified tenderers to submit a tender, provided that there are a sufficient number of qualified tenderers. There is no upper limit for the number of qualified tenderers who can be invited to submit a tender, and the contracting authority reserves the right to invite a selection or all of them. Any selection of tenderers who are invited to submit tenders will be made based on the selection criteria in the competition description point 3.5. After the tenders are received, the contracting authority plans to carry out negotiations with the tenderers. Any negotiations may be carried out in several rounds of negotiations, where the contracting authority reserves the right to reduce the number of tenders to be negotiated.
