Donegal. The Ballyshannon pier (Mall Quay) is located where the River Erne enters the Erne Estuary. The pier is 200 – 300 years old and is a listed structure with a slipway added for launching in more recent years. The pier is not suitable for permanent berthing due to the flows and current generated by the Erne Tail Race. The Estuary and beyond has been renowned as a fishing ground for generations and remains popular for many local fishermen. PMC 3963 - South Dublin County Council’s ‘Beyond County Hall Innovation Fund’ will support local private, public and/or community stakeholders to develop pilot smart projects to deliver innovative and scalable solutions to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre.
This Pre Market Consultation (PMC) is to announce a market consultation exercise relating to the procurement of interested parties for SDCC’s ‘Beyond County Hall Innovation Fund’, which proposes initial funding of €250,000 for pilot new smart projects that respond to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre. As part of our support for smart city development, and embracing new and emerging technologies, and in seeking to establish a ‘smart’ district in Tallaght, this fund seeks to support stakeholders in utilising innovation and new technologies to develop new or better solutions that will improve local quality of life. Successful projects which demonstrate the potential for both delivering meaningful, positive and scalable local community impact through the use of technology and/or innovation will receive initial funding to support pilot project development. SDCC is open to exploring potential proposals across all local authority service areas and proposals may range from data-related initiatives to physical works. This market consultation will provide the opportunity for SDCC as contracting authority to consult with interested parties on the scope and potential of the fund in advance of launching a formal call for proposals through public procurement. This notice is not a call for competition. It is envisaged that the procurement competition will be launched in July 2026. Any information contained within the Pre Market Consultation (PMC) are indicative only and may be subject to change prior to the formal procurement process. The success of this initiative will inform and shape the potential future development and resourcing of the “Beyond County Hall” fund for 2027 and beyond. €250,000 funding for the ‘Beyond County Hall Innovation Fund’ was introduced in SDCC’s 2026 revenue budget. Formal proposals will be sought through public procurement for the application of this funding to support innovative smart projects that provide enhancements for citizens across any local authority service area. in Tallaght. In seeking to develop a ‘smart’ district in Tallaght, this fund aims to support local private, public and community stakeholders to develop enhancements and new solutions for any SDCC services areas within the locality. Projects should be replicable and scalable, demonstrating potential for development beyond pilot. Indicative potential focus areas and initiatives include, but are not limited to, those outlined below: Community interactive art, community facilities, public information, health and wellbeing facilities or services; real-time data to improve urban living, public safety, and resource efficiency. Mobility active travel, sustainable mobility, intelligent traffic control; Technology artificial intelligence, augmented reality, digital infrastructure, networks, communication and mapping, smart buidlings, digital literacy, Internet of Things (IoT), Software as a Service (SaaS); Green green buildings, and public realm, enhancements to waste management, cleansing and public realm maintenance. The fund will be open to dynamic private, public, community and academic organisations or groups who are capable of developing smart solutions to contemporary challenges in Tallaght. The purpose of this market consultation is to give the contracting authority the opportunity to consult with interested parties on various potential aspects of the proposed contract in advance of a formal procurement process. The initial consultation will be in the form of a written questionnaire to be completed by interested parties and this may or may not be followed by meetings with any or all interested parties at the sole discretion of SDCC. The market consultation exercise is anticipated to result in procurement of operator(s) to participate in the fund through submission of detailed proposals demonstrating the nature, product, service or works to be supplied or delivered in a pilot project. The number of projects to be funded and the timeframes for project development and delivery will be determined after this consultation and will be confirmed in the procurement notice. SDCC will conduct and manage the competition and intends to contract with the successful tenderer(s). Expert Pools for the Global Gateway (GG) Investment Climate Reform (ICR) Facility
Developing and emerging countries face major challenges in transforming their economies along sustainable paths. Investments are central to this transformation and to fostering sustainable economic growth, but attracting high-quality, long-term capital requires a supportive, business-friendly environment. To help close the global EUR13 trillion investment gap by 2040, the EU launched the Global Gateway (GG), aiming to mobilize up to EUR300 billion for sustainable, high-impact projects. The GG strategy includes large-scale infrastructure investments measures, as well as measures that address the investment climate and the general enabling environment for economic growth. The Global Gateway (GG) Investment Climate Reform (ICR) Facility is implemented by GIZ (lead), Expertise France, and SNV. It supports EU partner countries in implementing reforms that unlock private investment and foster sustainable growth. This way, the GG ICR Facility also creates opportunities for the EU Member States" private sector to invest and remain competitive. The GG ICR Facility builds on the successful "ICR Facility 2020-2025", by reinforcing programmatic engagement, boosting private sector involvement, and aligning more closely with GG and Team Europe strategies. Its overall objective is that the investment climate in partner countries is improved ensuring that GG projects generate sustainable growth and jobs. The specific objective is that supported stakeholders design or implement investment climate actions that leverage the impact of GG projects to the general business environment. Integrated, inclusive and climate-smart spatial planning in Lüderitz, Aus and ||Kharas
Description of work and services to be provided: The contractor is responsible for the implementation of 5 different work packages. Work package 1 focuses on the elaboration of spatial development plans for Lüderitz, namely the Urban Structure Plan and the Zoning and Town Planning Scheme. An additional objective under this work package is the creation of tools and mechanisms for adherence to these planning documents. The city of Lüderitz currently relies on an Urban Structure Plan developed for 2015 - 2040 which has never been approved and is therefore not legally binding for current developments in Lüderitz. The existing Urban Structure Plan further does not take the developments of the emerging green hydrogen industry, oil and gas developments or other major investments being planned in Lüderitz into account. The new Urban Structure Plan to be developed shall guide a sustainable and inclusive growth of Lüderitz in the upcoming years. The Town Planning Scheme shall be elaborated in parallel with the Urban Structure Plan. Work package 2 focusses on the nearby settlement of Aus. The main objectives of this work package are the elaboration of a Spatial Development Framework and the support in preparing the application for township status of the settlement. The settlement of Aus currently uses a layout plan. The contractor shall aim to develop an additional integrated planning document to provide strategic and spatial guidance to the local authority for the development of the settlement. Although Aus does currently not legally require a structure plan, it is recommended to develop a spatial development framework, either as a stand-alone document or integrated in a Regional Structure Plan. The Spatial Development Framework should serve as a strategic spatial plan addressing the town"s social, economic, and environmental development in an integrated and forward-looking manner to guide land use decisions, infrastructure investment, and a sustainable transformation of Aus. Under the same work package, the contractor shall further support the preparation of documents for the township application for the settlement. The IIKharas Regional Council (KRC) is planning to request MURD to upgrade the settlement of Aus to township status to enhance self-governance and responsiveness to developments. The process requires layout plans, a feasibility study, and a request by the regional council to the Ministry of Urban and Rural Development with justification. The main task will be the drafting of a feasibility study to determine whether Aus can sustain itself as an independent town. Under work package 3, the contractor shall develop strategies and policies that are important for the inclusive urban transformation of Lüderitz and Aus. Strategies for gender-responsive urban development shall be elaborated for both locations. The design of public spaces (outdoor and indoor) and urban structures significantly influence many aspects of our lives, such as working, playing, mobility patterns and leisure activities. Needs of women, and also youth, are often underrepresented in urban design. In addition to the structural marginalization of women, girls and other marginalized groups, further reasons for this issue include the lack or absence of user data and the insufficient representation and active participation of women and marginalized groups in planning and construction processes. The contractor shall therefore support the introduction of a gender-responsive urban development approach. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. The 4th work package shall strengthen environmental protection and adaptation to climate change through planning processes and promotion of instruments that strengthen adherence to elaborated plans and strategies. The planned urban developments in Lüderitz and Aus will significantly impact the natural environment, which is known for its high biodiversity and endemic plant species. The marine ecosystem hosts a rich variety of fish, birds, and mammals. The current waste management system in Lüderitz is insufficient, leading to contamination of terrestrial and marine landscapes. Industrial developments could further degrade surrounding ecosystems if not managed carefully. Adaptation to climate change is not yet sufficiently considered in urban development processes. Based on the work of the contractor, the GIZ ILA project aims to support local governments in mitigating negative effects on the environment and adapt to climate change through planning and promotion of adherence to established planning documents. Short Project Description: Nigerian Energy Support Programme (NESP) NESP is currently in its third phase (June 2023 - May 2027) and still funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Nigeria"s Federal Ministry of Power. Its core objective is to foster investments in domestic renewable energy (RE) and energy efficiency (EE) markets while improving electricity access for disadvantaged, mostly rural communities, including those in conflict-affected areas. Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilisation of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined Contributions (NDC) and the National Policy on Climate Change, have been updated to show a higher level of ambition. Despite reforms in the past decade, Nigeria"s energy sector still faces significant challenges. On-grid generation is limited by weak transmission infrastructure, while the distribution side suffers from DisCos" liquidity crises and high technical and commercial losses. Electricity demand is estimated at 30,000 MW, compared to an average peak generation of 5,000 MW. To address these gaps, the Nigerian government passed the Electricity Act, 2023, repealing the Electric Power Sector Reforms Act, 2005. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component 3. Support to DisCos to develop and implement economically sound business models and project implementation plans, network analysis and develop contractual documents Framework (Energy Transition Policy and State Electricity Market support) 1. new or improved laws, regulations or instrumetns to acheive the energy policy goals prioritised in the Nigerian Energy transition plan (e.g, energy access, renewable energy 2. Support 5 states on their respective State Electiricty Market through the development of policies, laws, or instruments to advance RE investment. Tasks of the contractor: Work package 1: Premium Grids (On-grid) This work package aims to support DisCos in identifying and mapping suitable sites for premium grids which include the use of NESP developed data-based tools as well as selecting and cooperating with RE developers for their implementation. The following activities are planned under this work package: 1. Development of pre-feasibility studies and support with tenders for premium grid projects 2. Technical assessment and analysis of identified premium grid projects. 3. Legal and transactional support for premium grid projects 4. Technical supervision and advisory services on project execution in the field. Work Package 2: Framework and Policy Development Support This work package aims to provide support for adaptive, flexible, demand-driven policy and regulatory framework development for selected subsectors covered by the ETP, with regards to EE and RE. The following activities are planned under this work package: 1. Technical support to NERC, State governments, NEMSA on the development of regulatory and investment framework to support RE and grid connected RE projects in Nigeria 2.
