Sept.The mission of the contractor is to develop and implement measures to ensure a perfect match between the vocational training offer and the needs of companies, and more generally the needs of the job market. The services covered fall under outputs 2, 3 and 4 of the module. The tenderer is responsible for achieving the following module and output indicators: Module indicator 2: 555 companies supported by the module have taken on the training function in their own company. Module indicator 3: 2,100 apprentices out of 3,000 (70%), including 630 women (40%), who took part in cooperative vocational training found a job within six months of completing their training. Output Indicator 2.1 In all the target regions of the project, the committees set up for the selected sectors and made up of representatives of the formal vocational training system and the private sector to coordinate the local supply of cooperative vocational training have implemented multi-year work plans. Output Indicator 2.2 750 companies, including 225 companies run by women, have improved their capacity to train apprentices in-house. Output Indicator 3.2 3,000 young people, including 1,500 (50%) women, have completed their vocational training with a certificate. Output Indicator 4.1 4,000 young people, including 2,000 (50%) women and 55% youth from the northern regions, who have taken part in vocational guidance courses confirm that they feel better prepared for possible cooperative vocational training or integration into the professional occupation. Output Indicator 4.2 2,700 trainees, including 1,350 (50%) women and 55% youth from the northern regions, have successfully taken part in offers aimed at developing skills relevant to professional integration. The activities of the tenderer are structured into four work packages: Work package 1: Increasing private sector capacity and engagement in cooperative vocational training programmes (linked to Output 2) In this work package, the contractor will support the achievement of Output 2 by developing the competences of local private sector actors in charge of implementing and coordinating the cooperative training programmes. More specifically, the contractor will help strengthen the capacities of local cooperation mechanisms in regard to public-private partnerships, as well as of individual companies which participate in the cooperative training programs. Work package 2 : Support to the development and implementation of cooperative training programmes in the fields of agriculture, renewable energies, IT and other prospective sectors (linked to Output 3) The contractor will support the implementation of the cooperative training programs piloted in Output 3, specifically regarding the practical and in-company side of the trainings (Output Indicator 3.2).Based on the 11 existing training curricula and the 9 training curricula that are to be developed, the contractor will be responsible for the development, validation and distribution of teaching and learning materials as well as for the technical training of trainers in the TVET centres. The contractor will work on the development and facilitation of three multi-stakeholder-platforms (MSP) in Western Bharel Ghazal (WBG), Western Equatoria State (WES), and Eastern Equatoria State (EES), aiming for an institutionalized mechanism for sustainable natural resource management within three selected landscapes. The MSPs are collaborative frameworks to bring together diverse actors from different sectors, including government institutions, the private sector, civil society, and local communities, to address shared challenges in sustainable natural resource management. The platforms facilitate the development and implementation of sustainable practices through inclusive and participatory processes. By involving multiple stakeholders, MSPs help to foster social cohesion and to prevent and resolve conflicts related to resource use. They establish negotiation formats and consensus-building processes that reduce risks and improve governance. The project has identified three landscapes for implementation and the contractor shall be responsible for strengthening the capacity of the MSPs in terms of collaboration and decision making, ensuring that the management strategies are effective and beneficial to all involved stakeholders. Implementing training programs on organizational development and technical skills will form a major part of the assignment. Support in the regular "day-to-day" activities are another crucial element requiring close assistance. These activities empower local communities including women, youth, elders and other stakeholders to actively participate in resource management. The contractor will encourage participatory planning processes, where stakeholders jointly develop and implement sustainable resource management plans. This approach ensures that all perspectives are considered, and local knowledge is integrated into decision-making. At the landscape level, the contractor will implement an assessment similarly to a High Conservation Value assessment (including biodiversity hotspot) analysis and a NTFP analysis. Through site-specific measures within the different landscapes the contractor will strengthen local initiatives promoting sustainable (NTFP) forest utilization and related economic benefits for local communities residing within the landscapes, buffer-zone management, conservation, and restoration, with the objective of sustainable natural resource management. Landscape-level change projects seek to involve local actors and generate a longer-term impact, including marginalized groups such as IDPS, returnees and ethnic minorities. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornEPSI seeks to commission external technical expertise to contribute to Output 3 ("Fit for Business") of the project: "The technical and financial capacities of refugees, IDPs and people from the host communities to set up, expand or reactivate MSMEs have been enhanced." Output 3 focuses on strengthening the technical, managerial, and financial capacities of MSMEs through structured training, coaching and mentoring, access to financial support, and market linkages. Entrepreneurs are supported to establish or expand their businesses, improve productivity and incomes, and create employment opportunities. In parallel, local Business Development Service (BDS) providers are capacitated to sustainably deliver high-quality services to MSMEs. In all measures under Output 3, the different realities of IDPs, refugees and returnees-particularly women and persons with disabilities-are taken into account. In addition, the acquisition of professional skills relevant to environmental protection, climate action and climate-smart agriculture is prioritised in the output. Objective and Scope of the Assignment The objective of this assignment is to build the capacity of 70 existing agribusiness SMEs to expand their operations, improve working conditions and incomes, and contribute to employment creation in underserved areas of the Kurdistan Region of Iraq (KRI). The contractor shall plan and implement one full SME Loop cycle (GIZ methodology) for 70 agribusiness SMEs, in close cooperation with one competitively selected local BDS provider, which will be capacitated to independently deliver training and coaching services. The assignment will be implemented in Soran Administration (Erbil Governorate) and Garmyan Independent Administration (Sulaimaniyah Governorate). Scope of Services and Work Packages The assignment consists of four interlinked Work Packages (WP1-WP4), all under the responsibility of the contractor and contributing to the achievement of EPSI"s Output 3. WP1: Selection and Capacity Building of Local BDS Provider The contractor shall competitively select and capacitate one local BDS provider to deliver the SME Loop methodology. This includes the development of a transparent selection process, support to establish an implementation team, and delivery of Training of Trainers and Training of Coaches, ensuring readiness to implement WP2 and WP3. WP2: Training and Coaching of Agribusiness SMEs The contractor shall support the BDS provider to deliver SME Loop classroom trainings and structured coaching to 70 selected agribusiness SMEs. This includes adaptation of training modules to the agribusiness and climate-smart context, inclusive SME selection, delivery of trainings and coaching cycles, and systematic monitoring of SME progress and performance. WP3: Financial Support to Agribusiness SMEs The contractor shall provide technical support for the provision of financial support to 34 high-performing agribusiness SMEs that successfully complete WP2 and demonstrate competitive, market-relevant business models. This includes technical support during the grant application and selection process, as well as monitoring of grant utilisation and business investment outcomes in line with project requirements. WP4: Peer Learning, Youth Linkages and Market Networking The contractor shall facilitate peer learning, employment linkages, and market access to translate capacity development and financial support into sustainable outcomes. This includes cross-governorate peer learning among agribusiness SMEs, linking youth (students and graduates of agriculture-related disciplines) to SMEs for internships and employment, strengthening private-sector and market linkages, and documenting lessons learned and good practices. For the implementation fo these work packages, fo these work packages, the tenderer shall provide: - Two key experts responsible for overall technical leadership, coordination, and quality assurance; - One expert pool with international expertise providing specialised technical expertise; and - One expert pool with national expertise providing coaching and field-level support. UNICEFIndiaFrist: 15. Sept.Title Establishment of Long – Term Agreement (LTA) on Resilient and Inclusive WASH Services Delivery in Host Communities – A Districtwide Approach. Purpose Provision of sustainable, resilient and inclusive WASH Services in Cox’s Bazar District. Location Coxs Bazar District – with special focus on Ukhiya, Teknaf and Cox’s Bazar Municipality. Estimated Duration The LTA will be for three years (36 months) – The initial contract will be signed for one year, and subsequent contracts will be based on the availability of funds. Reporting to the Technical Supervisor of this assignment WASH Specialist, WASH Section, UNICEF Cox’s Bazar, Bangladesh Background Cox’s Bazar District, which has lower Human Development Index (HDI) indicators compared to the national average, is highly vulnerable to extreme weather events, including heavy rainfall, landslides, flash floods, tidal surges, and cyclones. As a coastal district, it also faces significant saline intrusion. These hazards severely affect vulnerable populations by limiting their access to safe water, sanitation, and hygiene (WASH) services; they further degrade the quality and sustainability of WASH facilities, hindering progress towards Sustainable Development Goal (SDG) 6 and the realization of the human right to water and sanitation. Furthermore, these conditions increase the prevalence of vector-borne and waterborne diseases, leading to higher morbidity and mortality, particularly among vulnerable children. The Rohingya refugee crisis has significantly strained basic social services, resources and exacerbated disparities in WASH services among the host population and refugees. Currently, according to MICS 7, only 39.3% of households have access to safely managed water supply services, while 87.1% of households have onsite sanitation facilities without sewerage connection and 72.2% of households have access to basic sanitation services. Furthermore, 68.9% of households have access to basic hygiene services[1]. A 2022 baseline survey highlights major gaps with just 0.3% of the population living in Municipality reached through a piped water network. Fecal sludge management system remains poor, with no Fecal Sludge Treatment Plant for the Bangladeshi population across the district, and 1.1% still practice open defecation[2]. The situation in schools and healthcare facilities is equally concerning. Approximately 80.2% of schools have access to an improved, year-round water source on the premises, while 86.5% have basic drinking water services. Only 57% of schools provide water supply facilities that are accessible to persons with disabilities. Sanitation coverage shows mixed progress. About 61.8% of schools have at least one improved toilet facility located on school premises, and just 34.2% meet national standards (a maximum of 50 students per compartment)[3]. In terms of hygiene, 69.3% of schools have handwashing facilities, but only 44.6% provide group handwashing stations within the premises. Menstrual Hygiene Management (MHM) shows significant gap with only 18.9% of schools having private spaces for girls and only 12% have emergency MHM materials available[4]. Access to basic WASH services in healthcare facilities (HCFs) remains critically inadequate in Cox’s Bazar. Only 64% of HCFs have water sources available on premises year-round while 28.1% of facilities have at least one improved toilet with provision for menstrual hygiene management (MHM). Only 44.2% of the HCFs have toilets accessible to people with limited mobility. A minimal 6.5% of HCFs meet basic access requirements (usability, dedicated staff toilets, sex-segregated facilities with MHM provisions, and accessibility features)[5]. Objectives, Purpose and Expected Results This project will contribute to improving water, sanitation, hygiene and wellbeing of vulnerable people in the district, especially children, women, girls, persons with disabilities and ultra-poor households.
