With this tender, the DSC wants to support its work in the field of M&E. For this, selected experts shall consult GIZ projects via the DSC by providing technical expertise. These clients are mainly GIZ projects (internal staff), yet may vary from DSC staff to respective stakeholders of the GIZ projects (e.g. government officials, civil society, consultancies etc.). The specific services can range from general advice on the preparation of studies to concrete implementation of technical deliverables (such as code or a data dashboard files). For this, the DSC would like to conclude a framework agreement for the provision of data services by qualified experts during the term of the agreement. The aim is to commission one contractor under the framework agreement. 81322924-Technical and Advisory Services for Developing and Piloting an Interoperable Digital Wallet based Cross-Border e-Service
The project aims to demonstrate secure, cross-border digital interactions, aligned with EU standards, including eIDAS 2.0. The work is structured in three phases: Phase 1: Inception and Review - Establish a common understanding, review prior assessments, identify gaps, and prepare a detailed roadmap. This ensures all legal, technical, organizational and institutional preconditions are in place for co-development. Phase 2: Technical Design, Co-Development, and Deployment - This phase focuses on the co-creation, design, and development of the regional prototype for selected cross-border e-services, ensuring interoperability and alignment with EU frameworks such as eIDAS 2.0 and the European Digital Identity Wallet initiative. The contractor will facilitate technical collaboration in developing the prototype and test it under controlled and live conditions. Phase 3: Evaluation, Reporting, and Capacity Building - Capture lessons learned, document technical solutions, and provide training to WB6 institutions. A final evaluation and scalability roadmap will guide replication, extension to additional services, and integration into national digital strategies. The project strengthens regional cooperation, builds institutional and technical capacities, and provides a replicable model for cross-border e-services. It contributes to a digitally integrated Western Balkans, improving access to efficient, user-centered public services and fostering closer alignment with the EU Digital Single Market.
