With this tender, the DSC wants to support its work in the field of M&E. For this, selected experts shall consult GIZ projects via the DSC by providing technical expertise. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context. This service contract will provide a flexible mechanism for rapid mobilisation of EU expertise to support Montenegro's overall EU accession process, with a primary focus on the EU acquis clusters Internal Market and Competitiveness and Inclusive Growth. The support shall address chapter-specific closing benchmarks and wider accession obligations, while ensuring that private-sector impacts are analysed and integrated through structured cooperation with private sector organisations (e.g. CEM, MEF) and other stakeholders. The contractor is expected to bring an institutional approach and a strong EU network: mobilising experienced practitioners and specialised experts from Germany and other EU Member States, as well as facilitating peer-to-peer cooperation with relevant institutions and organisa-tions. The approach shall ensure rapid response to identified needs, high-quality outputs, and systematic knowledge transfer to Montenegrin counterparts. Overall objective: To provide rapid, needs-driven mobilisation of high-quality EU expertise to support Montenegro in meeting EU accession requirements, closing benchmarks and preparing institutions for the obligations of EU membership, with a primary focus on the EU acquis clusters Internal Market and Competitiveness and Inclusive Growth and on private-sector impacts. Specific objectives: - Support the EU Empower implementation and thus assist the Ministry of European Affairs (MEA) as the key partner institution and line ministries/agencies in addressing closing benchmarks and key EC findings in priority chapters, including through targeted analyses, drafting inputs and implementation support. - Support Montenegro's preparedness for EU membership obligations (transposition, im-plementation and enforcement; administrative capacity; participation in EU institutions and Single Market-related processes) through practical, hands-on expert support and knowledge transfer. - Ensure that private-sector impacts are systematically assessed and reflected in reforms in the focus clusters, including by strengthening evidence-based contri-butions from PSOs and structured public-private dialogue. - Mobilise peer practitioners and specialised experts from Germany and other EU Member States to deliver short-term and targeted support packages aligned with the Action's Outputs. - Ensure rapid response, quality assurance and effective coordination of expert deployments and deliverables based on the list of identified needs shared by the EU-EMPOWER-ME project and MEA. The project aims to demonstrate secure, cross-border digital interactions, aligned with EU standards, including eIDAS 2.0. The work is structured in three phases: Phase 1: Inception and Review - Establish a common understanding, review prior assessments, identify gaps, and prepare a detailed roadmap. This ensures all legal, technical, organizational and institutional preconditions are in place for co-development. Phase 2: Technical Design, Co-Development, and Deployment - This phase focuses on the co-creation, design, and development of the regional prototype for selected cross-border e-services, ensuring interoperability and alignment with EU frameworks such as eIDAS 2.0 and the European Digital Identity Wallet initiative. The contractor will facilitate technical collaboration in developing the prototype and test it under controlled and live conditions. Phase 3: Evaluation, Reporting, and Capacity Building - Capture lessons learned, document technical solutions, and provide training to WB6 institutions. A final evaluation and scalability roadmap will guide replication, extension to additional services, and integration into national digital strategies. The project strengthens regional cooperation, builds institutional and technical capacities, and provides a replicable model for cross-border e-services. To be provided are strategic, technical, and operational support to strengthen electromobility deployment in Mexico. The approach combines regulatory development, infrastructure planning, institutional coordination, and knowledge transfer, ensuring a coherent and scalable transition toward low-emission mobility systems. The activities will be structured under three core work packages: Work Package 1: Policy, Regulation and Technical Standards for Electromobility This work package focuses on establishing a coherent and harmonized regulatory framework to enable large-scale adoption of electromobility in Mexico. It aims to develop a National Roadmap for E-Mobility Standards and Regulations, serving as a strategic reference for federal and subnational authorities. - Development of a national regulatory framework aligned with international best practices - Definition of technical standards for charging infrastructure, vehicles, and system interoperability - Establishment of "EV-ready" requirements for buildings and urban infrastructure - Development of operational, safety, and maintenance standards for electric fleets - Definition of battery lifecycle management, including second-life and recycling protocols - Design of interinstitutional governance mechanisms for regulatory coordination This work package will result in a comprehensive White Paper consolidating regulatory recommendations, technical standards, and implementation pathways. Work Package 2: Multilevel Governance and Implementation of Electromobility This work package focuses on operationalizing electromobility policies through coordinated actions across federal, state, and local levels. - Implementation and operationalization of the National Electric Mobility Strategy (ENME) - Development of state-level electromobility strategies and implementation roadmaps - Design of regulatory harmonization frameworks across jurisdictions - Identification of financing mechanisms and business models for fleet electrification - Development of infrastructure planning guidelines and project pipelines - Integration of electromobility into climate policy instruments (NDC 3.0) This work package ensures that national policy objectives are translated into actionable measures and scalable projects. Work Package 3: Capacity Development, Training and Knowledge Transfer This work package focuses on strengthening institutional, technical, and operational capacities across stakeholders involved in the electromobility transition. - Design and implementation of training programs for public and private sector actors - Development of an online course on electromobility planning and implementation - Organization of workshops, webinars, and knowledge exchange events - Development of communication and knowledge products (guides, infographics, policy briefs) - Facilitation of stakeholder engagement and intersectoral dialogue This work package ensures that knowledge generated in the project is effectively transferred and institutionalized.
