Inter-institutional single framework contract to support the monitoring of LIFE projects, communication and other support services for the implementation of the LIFE programme
CINEA and DG ENV require substantial external support in the following areas: 1. Monitoring of LIFE projects, including action grants and operating grants: around 1 000 grants are to be monitored across a wide thematic and geographical coverage. There is a need for an external team of monitors covering the different thematic areas and possessing knowledge of the relevant national or local contexts and languages, in order to ensure proper monitoring of the projects and to provide support where issues arise. 2. Communication on the LIFE programme and project achievements, with a view to outreach and potential replication: this includes, for example, social media, Info Days, the LIFE Awards, other ad hoc events, participation in third-party events, project news, newsletters, and publications. Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Prepare a pre-feasibility study for a Green Corridor to improve safe pedestrian access to public transport in Keur Massar and strengthen institutional capacities for climate-resilient, inclusive street design and participatory project development in Dakar. WP1 Baseline study - Review existing data and studies; identify gaps; conduct additional data collection (e.g. traffic counts, user surveys, air quality and environmental measurements). - Analyse urban context and land use; travel demand (quantitative and qualitative); supply quality and capacity for all modes; safety and conflicts; environmental quality; climate stress (heat, flooding); gender and social inclusion; institutional and legal framework; state-of-the-art references (incl. regional examples). - Deliverables: D1.1 Methodological orientation (inception) report; D1.2 Baseline report; D1.3 Slide deck; D1.4 Provision of raw, machine-readable and editable data and media. Consultancy Services for Fund Management of three new Business Instruments
The Ministry of foreign Affairs, Green Diplomacy and Climate wishes to engage a Consultant (Fund Manager) to implement three business support instruments (E1, E2, and E4) as part of the Danish Government’s Strategy for Development Cooperation, “A Changing World”, appeals to Danish private companies and investors to increase their engagement and investment in the Global South, helping bridge gaps and contribute to achieve the Sustainable Development Goals (SDGs), including climate action. The vision is that businesses which invest and expand their commercial engagements in the Global South will make significant contributions to national development agendas, including jobs, income opportunities through development of sustainable local value-chains, economic and social spin-offs from increased salaries and taxes, innovation, new technologies, and productivity-enhancements, and expansion in services. More specifically, the Strategy along with the Danish Government’s Action Plan for Effective and Economic Diplomacy seek to leverage the shared space between development cooperation and economic diplomacy, by promoting Danish companies’ investments and trade in developing partner countries. To this end, the Danish Government has initiated an initiative to strengthen business support through five business support instruments. The instruments are designed with focus on making it easier and more attractive for Danish companies to engage in emerging and developing markets, by reducing risks and clarifying and activating market potentials through partnerships, pilot projects, and business instruments providing co-investment financing and technical advice. The total amount allocated for the total initiative is DKK 850 million, of which DKK 550 million is allocated for instruments related to this tender. The five instruments focus on: E1) Early pipeline development to enlarge the pool of viable business cases; E2) Development, testing, and launching of inclusive and sustainable business models through partnerships between Danish businesses and non-commercial actors; E3) Access to finance, better enabling companies to invest and do business in high-risk Global South markets; E4) Demonstrating scalable, private sector-developed solutions with and for public authorities; and E5) Leveraging private and philanthropic capital. The five instruments are designed and should to the extent possible be managed to ensure synergies and coherence, both mutually and with the wider set of Danish private sector support engagements. The implementation of instruments E1, E2, and E4 will be managed under a Fund Management (FM) contract (Agreement) while instrument E3 and E5 will be managed by Impact Fund Denmark. This reflects a wish to concentrate the Danish Ministry of Foreign Affairs’ role on the policy and strategic management functions and to externalise the administrative and operational management functions to implementing agents. The purpose of the Agreement is to carry out the implementation and management of the three instruments, E1, E2, and E4, based on the underlying project documents and MFA Aid Management Guidelines (AMG). The Consultant will provide effective, transparent and accountable challenge fund management, covering proactive outreach and communication; call and application process implementation; contracting of selected actors/partnerships; supervision, guidance, and technical and project management backstopping of projects supported; administrative and financial management at facility level; results management and monitoring at level of each instrument; learning across the portfolio; and risk management. The objective of the Agreement is to manage and implement effectively and with accountability and transparency instruments E1, E2, and E4 and to achieve their defined objectives and results and in compliance with the MFA AMG. The Consultant’s overall tasks are: • Manage the full grant cycles of the instruments based on the project documents, including the application/call processes, with focus on efficient management, effectiveness, and accountability for funds and results. • Provide all administration of the funds including overall financial management, controls including state subsidy compliance, and verification and approval of project workplans, budgets, and reports as well as disbursements to the actors which, depending on the case, is the sole grantee, or in case of partnerships, the appointed administrative partner (commercial or non-commercial). • Provide for achievement of results as defined in the Results Framework in project documents of the instruments. • Provide outreach and communication to relevant segments of commercial actors including small/medium-size enterprises, highlight positive lessons, and ensure sharing of relevant knowledge and information that generate interest and effective participation in the instruments. • Provide relevant business and project management support and guidance to actors supported under the instruments. • Provide overall quality assurance of projects supported. • Maintain full compliance with MFA AMG and FMG, ensuring high standards of financial management, procurement, anti-corruption, and risk mitigation. • Provide relevant information and data to KLIMA on concrete projects and overall status based on request and through half annual and yearly reporting and meetings. • In relation to mid-term review or other MFA monitoring activities implement recommendations. The contract is expected to run from signing (in 2026) to November 2028, covering three full leadership cycles. The contractor is responsible for achieving the following contract objectives and indicators: - Lead the organization (event and travel logistics, administration) and deliver 3 leadership cycles. Adapt the technical didactic content of the Leadership for UHC program (l4uhc.world) to the scope of the GP BACKUP Health (geared towards financing reforms and integration of ATM into national systems). Provide all necessary experts to coordinate, manage, facilitate, and administer the consultancy project. - Be accountable to the GP BACKUP team and report progress on a bi-monthly basis. - Be responsible for documenting and reporting project progress and achievements. - Coordinate with all involved parties including any GIZ identified collaborators (e.g., GFATM, WHO, WB etc.) which may co-develop technical content and contribute technical resource persons. Key Indicators of success will be monitored by the contracting party and include the: - Completion of 3 leadership cycles by September 2028. - Strengthened leadership capacities in relation to health financing reform in 90 senior decision-makers across 9 countries. - Formulation of 9 design options (CIAs) for the integration of HIV/TB/Malaria services into national systems by participating countries. - Production of 6 legislative, strategic, or planning documents by participating countries. The service package will comprise six major work packages divided as follows: - A Preparation Phase Work Package 1 for the Operational Set-Up of the project (steering, personnel, logistics, admin) in organizational and operative functions. - Work Package 2 focused on Didactic Adaptation of the L4UHC Curriculum to BACKUP Health Scope to focus on the integration of (ATM) financing and services into national health systems. - The implementation phase Work Package 3 which deals with the core implementation of the leadership programme from organization, administration to delivery of all components of the programme for the benefit of 9 countries. - Work Package 4 is all about event management to plan, organize, and manage all logistical, financial, and administrative aspects of the program. - Monitoring, Evaluation, and Reporting is embedded in Work Package 5 with the objective to design and implement the M&E framework, documenting stories of change and early results. Final Work Package 6 is ensuring the communication needs of the Leadership Program are met with clear communication to raise visibility, engage stakeholders, and support alignment around the leadership program. The contractor is responsible for selecting, preparing, training and steering the experts assigned to carry out the different services. The contractor manages costs and expenditures, accounting processes and invoicing in line with GIZ requirements and will be responsible for contributing to Outcome and Output Indicator 1.1 of the GP BACKUP Health. Thereby ensuring 9 national design options for the sustainable financing of integrated ATM-related services are developed out of which 6 result in national legislative, strategic or planning documents by December 2028. The contractor plays an active role in the results-based monitoring of the project and provides to GIZ as follows in English language: - One inception report - Protocols at the end of each module and practical phase (total of 9) - One Final synthesis report by November 2028 including Stories of Change and Case Studies per country Additionally, the contractor is required to produce: - Contributions to the report to GIZ"s commissioning party and - Brief quarterly written up-dates on the implementation status of the project (up to 5 pages) In terms of contributions to company-wide learning, knowledge and innovation the contractor provides support in implementing a project evaluation with special emphasis on ensuring the effectiveness of the knowledge management process. The contractor has to align to GIZ"s General Terms and Conditions for supplying services on behalf of GIZ. The provisions on data protection and information security of the current version of GIZ"s General Terms and Conditions of Contract (section 1.10 Data protection) will apply.
