ECMWF, as the Entrusted Entity for the Copernicus Atmosphere Monitoring Service (CAMS), invites tenders for the provision and development of an EQC framework that targets the existing and emerging CAMS services related to the monitoring of global emissions and natural fluxes. The successful Tenderer shall identify and assess the various options that could be used for the routine EQC as part of an operational service provision. The EQC framework shall take lessons learned from existing EQC activities within CAMS and take recommendations from the CoCO2 project and the European Commission’s CO2 Monitoring Task Force into account. The successful Tenderer shall also evaluate the maturity and fitness-for-purpose of a subset of the proposed EQC methodologies.

Aug.The Ministry of Health and Care Services would like an analysis of the Health Platform following up the Storting's decision: "The Norwegian Parliament asks the government to ensure that an independent, limited analysis is carried out so that the aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. This is to ensure the interaction, quality and efficiency goals in the services at all levels. The implementation and organisation of the analysis shall not affect ongoing improvements and further development of the Health Platform. The analysis shall refer to the existing knowledge basis." The aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. The objective is two parts: Part one focuses on the learning and improvement dimension for other equivalent projects. • Equivalent projects are to be understood as digitalisation projects in the health and welfare sector, but other sectors can also be relevant. We will use DFØ/the Project Wizard ́s definition of a digitalisation project. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. • The analysis shall point out the areas that have a value for learning, and identify and analyse the mechanisms that caused the known risk factors to have such major consequences. Furthermore, the analysis includes learning from all phases of a digitalisation project, including the procurement phase. • The analysis shall take the starting point in the targets of interaction, quality and efficiency in the services at all levels. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. Sept.The Norwegian Police Directorate announces a competition for a research assignment in connection with the introduction of a new model for service development (MTU) in the police force. The model for service development involves new ways of working for the entire organisation. The implementation will involve changes in work forms, interaction, management and decision making. To ensure learning, quality and adjustment during the process, before new practices are allowed to join the organisation, the National Police Agency wants a research environment to carry out action research, or other type of follow-up research where researchers collaborate closely with the business, parallel to the implementation. The assignment shall support a structured and systematic learning process. The overall objective of the assignment is to support the implementation of the model through continual learning and to create an understanding of any change needs. The research shall contribute to concretising the goal achievement of the MTU and giving an independent assessment of whether this strengthens the police ́s ability to solve the social mission.
