Dublin Port Company (“DPC”) is the contracting authority for this procurement. DPC is a State-owned, self-financing Designated Activity Company responsible for the management, operation and development of Dublin Port, Ireland’s premier port. In 2025, the Port handled circa 36 million gross tonnes, 6,649 ship arrivals and 1.7 million passengers. DPC intends to engage in a competitive process for the establishment of several Multi and Single-Party Framework Agreement with an initial four (4) year period with an option for an additional two (2) year extension on two (2) occasions to a maximum of eight (8) years. The intention is to establish separate Framework Agreements in respect of each Lot. Economic operators may tender for one, several or all Lots, and may be awarded more than one Lot. Details of Lots are as follows. Lot 1: Multi Party Framework Maintenance and Repair of Bituminous Pavements (Indicative Value €4.3m) Dublin Port Company intends to procure works for the maintenance and repair of bituminous pavements across the Dublin Port Estate. The scope will include, but is not limited to, works on the estate road network, footways, active travel routes, cycle lanes/tracks, bus corridors and bus stops, internal access roads, storage yards, terminals, car parks, the Common User Area, Dublin Inland Port and associated access roads. Lot 2: Multi Party Framework - Maintenance & Repair of Utility Services (Indicative Value €2m) Dublin Port Company intends to procure works for the maintenance and repair of utility services across the Dublin Port Estate. The scope will include, but is not limited to, utility-related works within the estate road network, footways, active travel routes, cycle lanes/tracks, bus corridors and bus stops, internal access roads, storage yards, terminals, car parks, the Common User Area, Dublin Inland Port and associated access roads, surface water, foul water, watermain and service ducting. 2026 Offaly County Council Housing Maintenance: Pre-let Repair Term Maintenance and Refurbishment Works on Council owned housing stock using the Multi Party Framework Agreement
Offaly County Council intend to establish a Framework Agreement for use with a Term Maintenance and Refurbishment Works Contract (TMRC) to carry out pre-let repairs and refurbishment works on council owned stock. The properties will be mainly vacant but some will be occupied during the works. It is expected that works will be carried out on approximately 35 houses over the intended 1 year term of the contract. Approximately 30 per cent of the properties will require major works e.g. EWI (Solid Walls), re-plumb, rewire, replace windows and doors, Heat pump, close up chimney etc., new bathroom, kitchen and internal doors, replace boundary fencing, paint internally, all other standard servicing and replacement for items for pre-lets, etc. The other 70 per cent will require standard works e.g. service or replace existing gas/oil boiler, replace external teak doors, service windows, kitchen, bathroom (replace taps, handles, seals, etc), extend tiling around bath, top up attic insulation, electrical checks and minor repairs/additions, fit new alarms, fit new immersion and cylinder, service/replace iron monetary on internal doors, paint internally, tidy up externally, replace/repair boundary fences if needed, remove waste and contents etc. It is proposed to establish a multi-participant framework list of qualified participant contractors who can be called upon to carry out Task Orders under the terms of the TMRC. A list of 12 participants and 5 reserve participants will be established, participants will be ranked on lowest price and must qualify under the requirements of the Suitability Assessment Questionnaire. All items listed in Volume C Pricing Document must be priced. It is intended to award works using Option C (Application of framework rates) of the Agreement for the majority of the properties requiring works. The process will proceed as follows: When a pre-let becomes available to repair, Offaly County Council staff shall visit the property to inspect it, take measurements and prepare a works list by selecting the appropriate items from the pricing document. The council will, without consulting the participants (contractors), apply the framework rates tendered in each framework participants pricing document to the quantities and having extended the rates and quantities and summed them, determine the lowest comparative price. A task order will be offered to the framework participant with the lowest comparative cost. Alternatively, Offaly County Council may hold a mini tender competition under Option A (Mini-competition with all participants) of the Agreement among framework participant contractors who have met the mandatory criteria. The participants will be asked to price the list of works for the property via e-tenders quick quote system. The participant will be deemed to have thoroughly review all information supplied with the task order / mini competition tender and have acquainted themselves with the nature, scope, and extent of all proposed work before responding to the Task Order / mini competition in accordance with the conditions of contract. All participant contractors will have to be first approved by Offaly County Council Health Safety Officer to perform the duties of PSCS before being appointed. Provision of Integrated Facilities Management, M&E and Building Maintenance Services (Multi-Lot) Dublin Port Company (“DPC”) is the contracting authority for this procurement. DPC is a State-owned, self-financing Designated Activity Company responsible for the management, operation and development of Dublin Port, Ireland’s premier port. In 2025, the Port handled circa 36 million gross tonnes, 6,649 ship arrivals and 1.7 million passengers. DPC intends to engage in a competitive process for the establishment of a multi -Lot (3) single-party framework agreement with an initial three (3) year period with an option for an additional one (1) year extension on four (4) occasions to a maximum of seven (7) years. The intention is to establish three separate multi-party framework agreements, one in respect of each Lot. Economic operators may tender for one, several or all Lots, and may be awarded more than one Lot. Details of Lots are as follows. Lot 1 – Cleaning (€950k per annum) This Lot will cover the provision of comprehensive cleaning and hygiene services across Dublin Port Company facilities, including Terminals 1, 2, 5 and 6, Harbour Office, P7 Headquarters, M&S Building, Oil Zone, Dublin Inland Port and ancillary buildings. The scope includes routine daily, weekly and periodic cleaning of offices, passenger terminals, toilets, kitchens, showers, public areas, external grounds and waste management, together with specialist services such as window cleaning, carpet shampooing, floor restoration, deep cleans and high-level cleaning. Contractors must provide trained staff, comply with all site safety and security requirements, supply toiletries and consumables, manage feminine hygiene services, and maintain detailed cleaning schedules and reporting. The tender also includes optional ancillary services for pest control, water hygiene monitoring and Legionella compliance, road sweeping operations, litter picking, weed control and grass cutting. Particular emphasis is placed on maintaining high standards in public-facing passenger areas, responding to fluctuating ferry traffic demands, and ensuring compliance with health, safety, environmental and security requirements across the port estate. Lot 2 - HVAC, M&E Maintenance (€460k per annum) Lot 2 covers light M&E maintenance and repair services across DPC’s port estate, including buildings, terminals, access systems, fire safety systems and HVAC equipment. The successful contractor will be responsible for planned preventative maintenance, reactive repairs, emergency callouts and compliance inspections, with particular focus on critical operational assets supporting port traffic and IT facilities. Services must be delivered in accordance with relevant Irish and European standards, with detailed reporting and maintenance records uploaded to DPC’s PEMAC asset management system. Contractors must provide suitably qualified personnel, comply with strict health, safety and security requirements, attend regular performance meetings, maintain adequate staffing and equipment, and ensure all works are carried out with minimal disruption to port operations. Lot 3- General Building Maintenance (€200k per annum) Lot 3 covers planned and reactive building fabric maintenance across DPC’s estate, including internal and external building elements, drainage and associated external areas. The contract is structured around call-out rates, emergency response, material mark-up and access costs, with contractors required to undertake inspections, condition surveys, fault investigations, repairs, replacements and minor refurbishment works to maintain the integrity, safety and appearance of the buildings and surrounding infrastructure. The scope also includes drainage and plumbing repairs, pavement and fencing works, waste disposal of arisings and the provision of access equipment such as MEWPs or scaffolding where required.
