Services to be provided by the contractor: In close coordination with SD4T and its partners, the contractor contributes to the implementation of SO 2 of the EU Action and the relevant indicators on outcome and output level (see below). All activities carried out for this purpose also contribute to achieving the module objective and its module objective indicator 4 and 5 of the BMZ results matrix as well as the underlying output 5 of which the contractor contributes to achieving the target values of output indicator 5.1 and is responsible for achieving the target values of output indicator 5.2. Output 5 objectives, activities, and indicators reflect SO 1 and SO 2 of the EU Action. Therefore, output 5 is only being tendered partially (with regards to SO 2). Relevant indicators of the SD4T EU logframe Outcome (SO.2): Strengthened resilience, empowerment, and self-reliance of refugees (women and men in all their diversity) and hosting communities. Outcome indicator SO.2.1: 33% of overall people benefiting of this measure having received an employment offer in the last 6 months (disaggregated by sex, age group, migration status and disability). Outcome indicator SO.2.2: 65% of 250 MSMEs confirming (based on one concrete example) that the participation in BDS has improved their potential access to financial services (disaggregated by sex and disability of MSME owner, and migration status). Outcome indicator SO.2.3: 40% of 500 participants of "Active Labour Market Measures" (self)-employed 6 months after having participated in the initiative (disaggregated by sex, disability and migration status). 10006175 - Advancing Regional Circular Economy in Indonesia
The contractor will be responsible for the implementation of Output 4: "The technical capacities of provincial and municipal administrations to plan and report on measures in waste management and circular economy have been strengthened", and achieving the Module Objective Indicator 3 and Output Indicators 4.1 and 4.2 by implementing the activities, producing the deliverables and fulfilling corresponding milestones as defined within these Terms of Reference. The overall objective of the tendered services is to provide high-quality technical advisory and capacity development support for the implementation of the project "InCircular: Promoting a Circular Economy in Indonesia". The service provided by the contractor will support the implementation of circular economy principles through enhancing waste data collection and transfer, improving local governance and financing, EPR implementation, by conducting capacity building, material flow analysis, stakeholder engagement and dialogue, guiding the improvement of regional circular economy implementation, as well as the establishment of EPR pilots in pilot provinces. In addition, the contractor will provide ongoing technical support on waste management to project municipalities. By fostering multi-stakeholder collaboration and institutional engagement and capacity, the contractor will help establish the conditions necessary for a transition towards more circular and inclusive economy in Indonesia. For the preparation of the delivery of Output 4, GIZ has already started implementation in a preparatory phase preparing provincial stakeholder mapping and analysis, preliminary packaging waste and residual waste flow analysis and a cities selection in close coordination with national and provincial partners. During project preparation it was anticipated that activities for Output 4 will be conducted in East Java and potentially in Bali. Expected Outcomes Public and private sector stakeholders in selected pilot municipalities in project provinces will be better equipped to independently plan, implement, and report data on waste management, as well as respond to governance prerequisite requirements for implementing circular economy initiatives and EPR schemes. Main outcomes of the contract are aligned with the following project indicators and are the following: 1. Output indicator 4.1: 10 partner municipalities in the pilot provinces of East Java and Bali have shared digitalised data on recycling of packaging waste based on uniform standards with the national level (by 12/2028). 2. Output indicator 4.2: 12 project proposals are developed by partner municipalities on expanding existing waste treatment plants in East Java and Bali to enable them to produce RDF (by 12/2028). 3. Framework contract for the organisation of study visits and market access analysis in the sanitary and phytosanitary field (SPS)
The overall objective of the project is to contribute to improve conditions for the EU agro-food sector to access the markets of selected key trading partners, by increasing the mutual understanding of their respective sanitary and phytosanitary (SPS) measures of the EU and of the third countries. 81321659 1-Strengthening BDS Providers and Value Chains for Women"s Economic Empowerment
The EMPOWR project will provide a range of advisory, facilitation and capacity-building to support women economic empowerment in selected provinces in Laos. The project will focus on four key areas: - Output 1: The project will strengthen reform processes and the enabling environment for women's economic empowerment by advising MoIC and sector ministries on gender-responsive policies, fostering public-private dialogue, improving use of gender data, and building women's leadership capacities. - Output 2: The project will improve the availability and quality of gender-responsive and -transformative support services by capacitating BDS providers and intermediary organisations, co-developing new offers where gaps exist, and promoting digital and green skills for women. - Output 3: The project will strengthen women's producer groups and value chains in high-participation sectors by enhancing product quality, collective business capacities, and market access, supported by peer learning and women champions. - Output 4: The project will support increasing visibility of women's economic contributions through media, role models, and digital/physical platforms that showcase women"s products and entrepreneurial success. In order to support the "Sustainable Energy Programme in Senegal" (PED III) of the Senegalese Ministry of Energy and Oil (MEP), financed by BMZ and implemented by GIZ, a contractor will be hired to support the achievement of some project's objectives and indicators. The aim of PED III is "to support the effective implementation of the Just Energy Transition by the main players in Senegal's public and private sectors at both strategic and operational levels". The project contributes to achieving the objectives of the national energy policy linked to renewable energy (RE) and energy efficiency (EE) for the implementation of the 2030 Agenda SDGs, in particular SDG 7 (access to energy), 8 (decent work and economic growth), 9 (industrialisation) and 13 (combating climate change), as well as German support for achieving the objectives of the Just Energy Transition Partnership (JET-P) signed between Senegal and the G7 in June 2023. The expected results of the project are as follow: 1. The governance and coordination mechanisms for renewable energy and energy efficiency in the context of the JET-P are strengthened. 2. The framework conditions for the integration of renewable energy into the national grid and for private sector participation in RE and EE projects are improved. 3. Public and private stakeholders have strengthened capacities to design and implement inclusive energy transition projects. In order to achieve these results, the contractor will support the implementation of the project through the following activities: The contractor will provide and manage a core team of long-term experts. These experts will contribute directly to the achievement of the indicators and results defined above and will ensure the technical and strategic coherence of the activities implemented under the project. The contractor will also provide and manage a pool of short-term national and international experts who will be mobilised on a demand-driven basis to support specific technical assignments contributing to the achievement of the project"s objectives and indicators.
