One of Egypt"s most pressing economic and social concerns is the creation of productive and dignified jobs. In 2020, the ILO reported that 7.9% of Egypt"s labour force was unemployed. Among young people, the unemployment rate stood at 17.3%, with young women being affected the most (43.5% compared ti 12.5% for young males). According to the Economic Research Forum (ERF) 2018 63% of employed individuals in Egypt are informally employed or in vulnerable employment. The annual growth rates of the GDP have been steadily declining since 2014 (from 2.3% to 1.7% in 2021), and although the labour market pressure temporarily decreased due to a smaller generation in the previous decade, it is expected to increase again starting in 2025 due to a new population increase. Therefore, sufficient productive jobs must be created for the new young population entering the labour market to prevent further increase in youth unemployment, underemployment, and precarious employment. The Egyptian government places a high value on economic growth that prioritizes job creation. Egypt initiated several significant structural reforms in 2016, forming the basis for achieving the national implementation plan of the 2030 Agenda, known as the Egypt Vision 2030. Despite the large number of job seekers, businesses lament the shortage of competent specialists; therefore, the Technical Education 2.0 reform (TE 2.0) is considered as one of five steps to enable the transformation of the Egyptian economy. With the TE 2.0 reform, the MoETE has thus been focusing on the labour market and on thoroughly improving the quality of the technical and vocational education and training (TVET) system since 2018. To impart relevant technical skills, technical education students must be offered labour market-oriented training programmes for occupational disciplines that offer employment opportunities within a green economy. Furthermore, the current TVET system lacks adequate instruction in environmental skills that would sensitize technical education students to environmental and climate preservation, essential as a foundation for future employment within the green economy. The MoETE has demonstrated its attention to this issue by proposing specific measures to enhance environmental skills, notably within secondary schools. The effects of the predecessor module EPP III include a transition process from school to employment that is more aligned with the demands of the labour market. In the academic year 2021/22, 4,255 students at 38 schools in eight governorates benefitted from the improved services provided by Transition-to-Employment Units (TTEUs). By piloting a pre-orientation camp, an instrument was created to raise awareness among preparatory school students and their parents about employment opportunities through technical education. EPP IV aims to achieve the following module objective: The Egyptian TVET system prepares technical education students for the job market in an economy that is transforming into a Green Economy.

Preparatory school students aged 13 to 14, who are about to decide whether and which technical education path they want to start, as well as their parents, are also addressed. The module aims to reach disadvantaged young people and promote gender equality. The two main activities, which shall be implemented with the tender are Work package 1: Expansion of pre-orientation services including environmental awareness and green economy career prospects. The objective of WP 1 is to improve the already existing pre-orientation services and to expand them to additional 12 schools in 6 different governorates in Egypt to achieve the overall indicator of 17 schools in 8 governorates. The project aims at combating the worst forms of child labour with a particular focus on hazardous work, which is any work likely to jeopardise the health, safety or morals of children, and children younger than 18 years cannot be engaged in such kind of jobs. Although the official unemployment rate stood at 7.4% in 2021, these figures mask deep labour-market vulnerabilities: an estimated 60-70% of economic activity occurs in the informal sector, decent work standards are inconsistently applied, and vocational and university graduates remain disproportionately unemployed. Young people aged 15-29 are particularly affected, with an unemployment rate of 17.2% and only 17% holding formal jobs. Gender disparities remain a central challenge. The female employment rate is only 15%, compared to 67% for men, and young women face unemployment rates above 42%. Despite ongoing reforms-including the National Employment Strategy (NES), the National Strategy for the Empowerment of Egyptian Women 2030, and the Digital Egypt agenda-youth employability, quality of employment, and women"s labour-market participation remain limited. Addressing these gaps requires strengthened institutions, improved employment services, and closer alignment between state structures and labour-market needs. The Labour Market Access Project II (LMAP II), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to improve young Egyptians' access to decent employment through a multi-level approach targeting employment policy, gender equality, digital solutions, job preparation, and decent employment services. The project cooperates closely with the Ministry of Labour (MoL) as the political partner and engages a broad set of intermediaries including MoL departments at central and governorate levels, instructors at MoL training centres, public and private service providers, the Federation of Egyptian Industries (FEI), companies, and civil-society organisations. The module objective, "Young Egyptians' access to decent employment has improved," is measured through indicators on employability outcomes, improvements in decent work standards, and gender-responsive interventions. The contractor will directly contribute to several indicators, including improving the quality of employment for approximately 800 workers, implementing four gender-equality measures under MoL"s Gender Action Plan, strengthening employment-policy capacities, and supporting the delivery of job-preparation and decent-employment services. Description of the Procurement The contractor will support the Ministry of Labour in developing employment policies, enhancing gender-responsive institutional capacities, creating job-preparation tools, strengthening communication systems, and expanding decent-employment services delivered to companies. These include cultural and social norms that prioritise domestic roles over professional careers, limited access to education and training in remote and rural areas, and economic segregation in low-paying sectors. In this context, employment growth in the tourism sector offers a unique opportunity for women's economic empowerment (WEE) in coastal regions. By combining community sensitisation and targeted mobilisation campaigns with direct access to labour market-oriented training and labour market services, this potential can be realised. Sustainability and green practices are becoming increasingly important to tourism operations in Kenya and Tanzania, as environmental concerns directly affect the viability and attractiveness of the countries as tourist destinations. However, current and future employees in the tourism sector often lack the necessary skills to effectively implement these green practices. To address this, it is essential that training programmes for tourism related occupations include a focus on green skills. Such training can cover areas such as waste management, energy efficiency, water conservation and the use of sustainable materials. The Women employment for sustainable tourism (WEST+) project in Kenya, Tanzania and Zanzibar focuses on improving the employment and economic situation of women and youth, particularly in enterprises driving the green transformation of the tourism sector, and building a more inclusive, skilled female workforce for the tourism sector. The public-private partnership project aims to improve employment opportunities for youth and women in the coastal regions of Kenya and Tanzania/Zanzibar, with a particular focus on providing green skills for the usage in the workplace in and around the tourism sector. This initiative addresses critical issues: limited employment opportunities for women and youth, the lack of green skills in training curricula, and a gap between the skills provided by training institutions and those required by the tourism industry. The project consists of three components: (1) multi-stakeholder dialogue; (2) training and employment; and (3) regional and international exchange. Component 1 multi-stakeholder dialogue: Facilitating regular dialogues and exchanges between the tourism industry and training providers (linking public and private stakeholders). The main emphasis of this service contract is on component 2 Training and Employment, which includes conducting a market survey, adapting and developing curricula, preparing TVET centres (equipped by the partner), sensitising local communities about training and employment opportunities for women in the tourism sector (registration and facilitation and application process), advising hotel partner companies on gender-sensitive/gender-transformative HR practices, providing capacity building for teachers and trainers, conducting short courses, reviewing training and curricula, organising work placements (internships) and organising job fairs. The final component 3 Regional and international exchanges: organising study and training visits for TVET staff (and/or students) from TZ to KE and possibly vice versa to facilitate regional exchanges; development of a knowledge product that assesses the impact of the partnership, captures beneficiary stories and presents a scalable, replicable solution for potential replication; development of a communication strategy and presentation of lessons learned in international tourism fora. The contributions of the two partners complement each other. The TUI Care Foundation, part of the TUI Group, brings expertise in the tourism industry, market access, a network of hotels and existing implementation structures in Kenya and Tanzania. WE4D offers long-standing expertise in employment promotion and experience in contributing to the green transformation through skills and private sector development.
