Please take note that this tender replaces CFT 7882756 advertised on 10/04/2026. CFT 7882756 has been cancelled due to a technical error. Atlantic Technological University (ATU) wishes to procure a suitably qualified consultant to develop a Wildfire Management Plan for Glenveagh National Park, Co Donegal. This project is being delivered under the PEAT+ project and is funded by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB). The plan will be developed in collaboration with numerous stakeholders including, National Parks and Wildlife Service (NPWS), Donegal County Council Fire Service, Coillte, Ulster Wildlife, ATU (Donegal campus), Crichton Carbon Centre Scotland, local community groups, neighbouring landowners and farmers, and other stakeholder interests. The appointed consultant will be required to prepare a landscape scale wildfire management plan, that delivers appropriate protection for Glenveagh National Park (approx. 16,000ha) including its natural heritage, built heritage, property and people. This tender is advertised under the Open Accelerated procedure in order to comply with required project funding deadlines.

BACKGROUNDThe Rwanda Environment Management Authority (REMA), in partnership with the United Nations Development Programme (UNDP) through the Biodiversity Finance Initiative (BIOFIN II), is implementing interventions aimed at mobilizing innovative finance solutions to address biodiversity financing gaps and promote the conservation and sustainable use of ecosystems.In line with Rwandas National Biodiversity Strategy and Action Plan (NBSAP 2025–2030), particularly Target 19 on biodiversity finance mobilization, BIOFIN II seeks to establish sustainable financing mechanisms that leverage private sector investment and market-based instruments for biodiversity conservation.Between 4–14 May 2026, REMA and UNDP conducted a field assessment in Nyabihu, Musanze, Burera, Nyagatare, Kayonza, Rwamagana, Ngoma, Kirehe, and Bugesera Districts to identify wetlands and green spaces with strong potential for sustainable business investments. The Shannon Upper and Lower River Basin (‘Shannon’) CFRAM Study Area included Nenagh as an Area for Further Assessment (AFA) and identified that a flood relief scheme for the community would be appropriate to be further developed for implementation.
