The Danish Royal Embassy, Kenya wishes to engage a consultant to support the formulation of the second phase of the Inclusive Refugee Response Programme (IRRP), by facilitating a participatory process that aligns Alliance members (the Grundfos Foundation, the LEGO Foundation and the Novo Nordisk Foundation)’, government stakeholders’ and other key actors around a coherent strategic programme for 2027-2030. The formulation process will define priorities, approaches and implementation arrangements, based on analysis of context and stakeholder inputs, across Ethiopia, Kenya, Uganda and across four sectors – Education, Health, Water and Self-Reliance, in accordance with MFA Aid Management Guidelines (AMG) and in alignment with the strategies and priorities of the Alliance members. Overall, the process will entail three in-country (Ethiopia, Kenya, Uganda) and multi-sectoral analysis (health, education, water, self-reliance); close engagement with the Alliance members; development of a complete programme package as per MFA AMG; and revisions through appraisal and expert panel review of the programme documentation. The Consultant will also carry out other relevant tasks aimed at ensuring an effective formulation process, such as facilitating discussions and meetings. The objective of the formulation is to produce a complete draft and final IRRP-II package, including the overall programme document, required annexes and underlying project documents, in accordance with the Danish MFA Aid Management Guidelines (AMG). The programme documentation will need to be developed in line with Denmark’s Strategy for Development Cooperation “A Changing World: Partnerships in Development” and the strategic and programme priorities of the three philanthropic foundations of the Alliance.

Part of this effort concerns the simplification of the procurement process of key consultancy services relating to development cooperation. Consultancy contracts are currently procured individually by the case worker responsible for the programme or project. Case workers are MFA staff from MFA services at home in Copenhagen and abroad. In the procurement of individual contracts, they are responsible for the choice of procurement modality, the planning, preparation and management of the tender and contracting process. This process is often lengthy, and can have implications on programme and project timelines. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. Ministry of Foreign AffairsCopenhagenThe Fund for African-Danish Relations through mutual ExChange of Culture and the Arts (ARCH) is Denmark’s initiative to strengthen equitable, long-term cultural partnerships with countries in Africa where Denmark is represented through an Embassy or a Consulate General, or in special cases, in other African countries where projects may be considered to be of particular importance. It is a four-year program anchored in Denmark’s Development Policy Strategy “A Changing World – Partnerships in Development” and its “Africa’s Century” strategy. ARCH is implemented through a dedicated Fund Manager (FM). The FM will be responsible for day-to-day implementation and must ensure full compliance with MFA’s principles and requirements for results-based management and financial accountability, as defined in the Aid Management Guidelines (AMG) for bilateral programmes and projects and Financial Management Guidelines (FMG). The contract period runs from August 2026 to December 2030. ARCH positions culture and the arts as a development end in itself based on the intrinsic value of culture for societies, communities and individuals and its ability to foster mutual understanding and appreciation for a diversity of cultural expressions and cultural heritage. This includes improving enterprises" capacities to sustainably implement iCF schemes, increasing awareness among farmers and enterprises on the opportunities and requirements of iCF, and applying the GIZ methodology for inclusive contract farming. Additional support will include facilitating business-to-business (B2B) and business-to-consumer (B2C) linkages, strengthening partnerships with export promotion organizations such as the Import Promotion Desk (IPD), and supporting enterprises to better meet domestic and export market requirements related to quality, traceability, and compliance. The tender is structured around three interlinked work packages: Work Package 1: Agribusiness Onboarding and Strategy Development This work package focuses on the identification, onboarding, diagnostic assessment, and strategic planning support for participating agribusinesses. The contractor will develop comprehensive enterprise selection criteria to identify suitable enterprises for participation in the programme based on sector and market assessments. Following selection, the contractor will organize onboarding and kick-off sessions to align expectations, provide programme information, and formalize participation through commitments and non-disclosure agreements. The contractor will then conduct detailed enterprise diagnostic assessments covering areas such as statutory compliance, operational processes, stakeholder relations, market access, procurement systems, financial management, and infrastructure needs. Using these findings, enterprise-specific diagnostic reports and tailored business reform strategies will be developed. These strategies will identify key bottlenecks and define implementation roadmaps to strengthen enterprise competitiveness, internal systems, inclusivity, sustainability, and scalability. Work Package 2: Implementation Based on the approved business reform strategies, the contractor will provide bundled business development support tailored to the needs of each enterprise. This includes strategic-level support such as strengthening procurement systems, business process re-engineering and digitalization, product development, market access, and access to finance. Operational-level support will address day-to-day management issues, including accounting and bookkeeping, compliance with taxation, labour and environmental regulations, and human resource development. The contractor will strengthen the technical capacities of participating enterprises to sustainably implement iCF schemes, facilitate awareness raising among farmers and enterprises, and apply the GIZ iCF methodology and relevant country experiences. The contractor will also support enterprises in developing innovative services, technologies, and production methods that improve productivity, traceability, quality assurance, and climate resilience. Work Package 3: Monitoring, Evaluation and Reporting The contractor will establish a monitoring and evaluation (M&E) system aligned with the overall project M&E framework in close coordination with GIZ. The system will support monitoring of implementation progress, assessment of enterprise performance, and tracking of project indicators and outcomes.
