The purpose of the Invitation to Tender is to select one (1) economic operator (hereafter “Contractor”) for the component acquisition, delivery, assembly, hardware and software installation and maintenance of an AI-ready EuroHPC machine (“Supercomputer”) to establish an associated “AI Factory” and that will be owned by the EuroHPC JU. The EuroHPC JU will conclude one contract with the successful tenderer in order to acquire, deliver, install and maintain the High-End Supercomputer hosted by the respective Hosting Entity. Therefore, the prospective Contractors should have proven experience of acquiring, delivering, installing and maintaining Supercomputers in similar environments as the ones required in this procurement procedure. The solutions to be procured are expected to outperform existing solutions regarding several of the following aspects: • Performance/TCO; • Programmability and usability; • Versatility; • System stability; • Power and energy efficiency; • Computing density.

Aug.Within the context of the installation and operation of the “JU Pioneer for Innovative and Transformative Exascale Research” (JUPITER) supercomputer and the “JUPITER AI Factory” (JAIF), the Jülich Supercomputing Centre (JSC) at Forschungszentrum Jülich (FZJ) envisions to extend the existing Exascale infrastructure, which targets massive scale HPC simulation and Artificial Intelligence (AI) training, with experimental hardware and software focusing on AI inference workloads. The “JUPITER Advanced Research Vehicle for Inference Services” (JARVIS) is tightly integrated with JUPITER and will allow to experiment with hardware and software for AI inference, to support the competitiveness of current and future AI workloads in Europe and to support sovereignty. With this procurement, JSC targets to purchase a heterogeneous system that must be integrated into an existing cloud infrastructure. The system shall provide multiple different purpose optimized components, e.g. • addressing the loading and querying of frontier AI models in a large tightly coupled compute pod with high-speed low-latency interconnect, • providing resources ensuring Confidential Computing (CC), • using an Ethernet compatible interconnect between the different nodes/partitions of the system, • fostering European technology and supply chains, wherever possible[ET1.1]. Aug.Supply, Delivery and Installation of Inventory Management System (IMS) and Hardware Equipment The bidding process is conducted according to the procedures specified in the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website and is open to all bidders from eligible countries, with eligibility extended to include countries eligible for European Investment Bank (EIB) financing which are not Member Countries of CDB. Firms whether applying individually or in the form of a Joint Venture, shall: (a) be legally incorporated or otherwise organised in, and have their principal place of business in an Eligible Country; (b) be more than fifty (50) percent beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an Eligible Country, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined; and (c) shall have no arrangement and undertake not to make any arrangement whereby the majority of the financial benefits of the contract, i.e. more than fifty (50) percent of the value of the contract, will accrue or be paid to sub-contractors or sub-consultants that are not from an Eligible Country. Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Qualification requirements include, inter alia: • The vendor shall have specialized experience and application products targeting Inventory Management System (IMS) for health products (medicines & medical consumables) or equivalent health products. At least 5 years of experience in managing Inventory Management System for health products or similar products in the Caribbean or similar environments. • Bidder shall submit audited financial statements for three (3) years (2022 to 2024). If audited financial statements are not required under the laws of the bidder’s country, the bidder may submit other evidence of financial capacity for the same period, such as certified financial statements, tax returns, or bank statements. For a joint venture, this requirement shall be met by each member. • The Bidder shall demonstrate that it has successfully completed at least two (2) contracts within the last five years prior to bid submission deadline. • The Bidder shall furnish documentary evidence to demonstrate that the IMS it offers meet the following usage requirements: Procurement Module, Full prescription management (Dispensing Module), Stores Control Module, Requirements for Issuing & Receiving modules, Business Intelligence, Finance, E-Commerce, User Operational and Access Control, System Compatibility, Linkage to other health facilities, Data Security including Disaster Recovery and ability to integrate to E-Health System. • Bidders shall provide four (4) CV for key staff to show their qualification and experience. Staff include Project Manager / System Configuration Specialist (Team Lead), Information Technology Expert (Solution Architect & Training Lead) and two Support Trainers.
