JuniThe contract aims to provide support to the Ministry of Environment, Sustainable Development and Northern Region Development as the key institution, along with other relevant national stakeholders, in the preparation of high-quality infrastructure project documentation in the environmental sector, contributing to improved maturity of the Environment and Climate Change Project Pipeline. This support will be aligned with national regulations governing environmental planning and construction, as well as relevant EU standards and sectoral policies. The project will deliver a comprehensive package of preparatory activities, including assessments of project relevance and maturity (gap assessments), preparation of technical documentation (such as feasibility studies and designs), development of tender dossiers, and support in drafting Operation Identification Sheets (OISs) and applications for major projects where applicable. In addition to technical support, the project will provide expert advice and operational assistance to public beneficiaries and operators involved in planned investments. The Directorate shall contribute to the construction of secure, environmentally friendly and available buildings, and that the requirements for buildings are followed. 1.2 The objective of the procurement The contracting authority needs general technical assistance in relation to the building engineering regulations (TEK17), with the exception of provisions regarding climate and energy (chapters 14 and 17). The objective of the procurement is to ensure access to relevant professional competence and capacity for continuous and needs managed assistance within TEK17, including consultancy, professional assessments and quality assurance. 1.3 The extent of the procurement The assignment includes technical assistance within one or several chapters in TEK17, including, but not limited to, the following disciplines: • Safety and construction •Fire • accessibility and usability • humidity, inside climate and health. • other relevant technical requirements in TEK17 The assistance can i.a. include professional assessments and advice, quality assurance and review of documentation, participation in meetings and professional discussions, as well as other technical support in accordance with the contracting authority ́s Needs. A guarantee is not given for the volume. 1.4 Estimated value and maximum value The estimated value of the framework agreement is NOK 1,500,000 excluding VAT. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornThe services to be tendered concern the management and operation of an expert platform to provide advisory services to Ukrainian government institutions responsible for managing the EU accession process. To this aim, the platform pools in three Short-Term Expert Pools (STEP) international and national expertise on the chapters and clusters of the acquis Communautaire most relevant to the rule of law. The relevant expertise which should be provided by the STEPs will focus on the following areas, but is not limited to: EU law as a distinct legal system and European integration in general; - Structure and functioning of Ukraine"s judiciary; - Fundamental rights in the EU and its Member States; - Law enforcement, particularly in relation to organised crime and illicit financial flows; - Anti-corruption measures, including asset recovery and management. Two additional STEPs with translators and interpreters support the work of the experts. The contractor will ensure the platform"s continued functioning and development with the aim to provide the requested expertise in a very short time. For each expert assignment, the contractor will develop Terms of Reference and expert profiles in line with the identified needs of Ukrainian partners as the basis for the identification of suitable experts. The contractor will be responsible for the continuous process of identification, pre-selection contracting, and mobilization of suitable experts with relevant expertise and experience to carry out these assignments. In addition, the service provider will maintain and manage the platform"s community management system, which facilitates cooperation between affiliated experts, including those engaged outside the five STEPs. JuliThe contract aims to provide technical assistance to the National Conveyor Project Management Unit (NCPMU) to strengthen its capacity to manage and oversee the Aqaba–Amman Water Desalination and Conveyance Project (AAWDCP) during construction and commissioning, and to ensure preparedness for the 26-year operation phase under a BOT modality. A multidisciplinary team of embedded experts will deliver daily advisory support within the NCPMU, focusing on institutional strengthening, project management, and stakeholder coordination with the Ministry of Water and Irrigation (MoWI) and other actors. Key tasks include development of SOPs, manuals, workflows and risk registers; on-the-job training and mentoring; support to planning, budgeting, monitoring and reporting; and facilitation of coordination mechanisms, including the AAWDCP task force. The contract will also support the preparation of institutional frameworks and staffing structures for long-term oversight, organisation of study visits, and finalisation of key project and donor-related documentation. This support complements the Independent Engineer and other advisors through continuous, hands-on assistance across technical, financial, legal/PPP, environmental and social, and document management areas.
