The decision making and facilitation of adoption of measures will be done by the respective stakeholder committees that are set-up as a formalized structure for the basin/ district management. The contractor shall technically support GIZ project team to bring in the European experiences towards facilitating adoption and implementation of ten selected measures. 81322848 - Development of sustainable financial instruments in Senegal
To fulfil the objective of this tender, there are four work packages (WP) that are structured according to the different instruments and tools that should be supported in the financial sector in Senegal. WP1 aims to support the readiness for a green bond issuance of up to two financial institutions (FTs). It includes supporting the FIs based on their demands and capacities, reviewing Senegal"s 2023 Sustainable Finance Framework, leading sensitization workshops, setting up work plans, ensure alignment with the regional and national green bond framework and taxonomy, identifying eligible projects, developing investor engagement strategies, and implementing capacity-building measures. The second WP aims to develop financial models for specific sectors and economic activities that are relevant in FI"s portfolio. It will support one bank in screening its project portfolio, selecting promising ideas, and developing financial models for three sectors such as eco-smart agriculture, energy efficiency, or improved water treatment. Tasks include setting up a work plan, defining eligibility criteria, conducting market research, adapting due diligence processes, designing loan products, and implementing capacity-building measures. WP3 focuses on strengthening the inclusion of ESG elements in the M&E System of the FIs. The scope of this work package will be to clarifying strategy, overall objectives and support with the drawing up of a model action plan for M&E system development and technical notes on Green Finance that can be applied to a multiplicity of Fis. Tasks include establishing a working group, designing ESG report structures, supporting the adaptation of action plans, overseeing input from member FIs, and implementing capacity-building activities. Lastly, WP4 addresses the lack of procedures to manage ESG portfolio risks in Senegal"s FIs. It involves selecting one advanced FI as a model case and developing a toolkit for assessing and managing environmental and climate-related portfolio risks. Tasks include setting up an in-house work group, analyzing the existing risk framework, developing a ESG risk model, supporting outline of compliance measures, and implementing capacity-building measures. All activities are tailored to the needs and demands for the financial sector partners. Thus, the tender also includes a potential extension of services on green and blue bonds and flexibility in the implementation is expected. All activities are to be conducted in close cooperation with the main implementing partners the financial institutions and the GIZ project team, as well as the political partner Ministry of Finance (MFB). GIZ is implementing the technical cooperation project ProCircular between 2025 and 2027 and will launch the ProEficiencia project in 2026 in Peru. ProCircular aims to enhance the adoption of resource-efficient and climate-friendly circular economy practices among companies in the manufacturing and commerce sectors across selected value chains. In parallel, ProEficiencia focuses on promoting the integrated use of carbon-neutral technologies in the same sectors, in support of Peru"s Nationally Determined Contributions (NDCs). Both projects target groups: - Companies with a significant environmental footprint and potential for circular and low-emission innovation; - Technical and managerial staff from public institutions (e.g., PRODUCE, MVCS, MINAM, regional governments); - Business support entities such as Centres for Productive Innovation and Technology Transfer (CITEs), Chambers of Commerce, and specialised technical service providers; - Women-led enterprises and stakeholders, particularly in underrepresented value chains and regions. The contractor will support the implementation of the following working packages: For ProCircular, the working package and main activities are: Work Package 1: Scaling up good practices in circular economy business models with a value chain and gender approach. This package aims to strengthen the enabling conditions so that successful circular economy practices can be adopted, replicated and scaled up at territorial and business levels. There is a particular focus on encouraging the participation of women and regional stakeholders. 1.1 Awareness campaign on circular business models and gender equality. 1.2 Partnerships for knowledge transfer on circular economy and gender equality. 1.3 Strengthening CITEs, chambers of commerce, and regional actors in circular economy implementation 1.4 Organising exchange visits and study tours on circular economy For ProEficiencia, the working packages and main activities are: Work Package 2: Strengthening inter-institutional and intergovernmental coordination mechanisms. This package aims to strengthen the coordination mechanisms between institutions and governments to promote carbon-neutral technologies and practices within the manufacturing sector's value chains and domestic trade. 2.1 Strengthening national and regional coordination mechanisms to promote the use of carbon-neutral technologies throughout value chains 2.2 Creating and harmonising regulatory, technical, and promotional instruments that support the adoption of carbon-neutral technologies, with a focus on gender and territorial inclusion Work Package 3: Strengthening the knowledge of key actors in the productive ecosystem and promoting experience exchange. Given the urgent need to scale up circularity and decarbonisation, consultancy services should be delivered flexible, in a coordinated and results-oriented manner, ensuring synergies with existing platforms and other donor-funded initiatives. 81319268-Cooperative and Short-Term Trainings and Capacity Building Measures in Ethiopia
The focus of both long-term cooperative training and short-term demand-oriented training measures would be on green, digital and social transformation and entrepreneurial skills with active involvement of the companies. The work packages are as follows, and details are available in the ToR. WP 1: Establishment of regional and sectoral implementation plans and coordination mechanisms, reflecting cooperation between public and private sector The aim of WP1 is to engage with all relevant stakeholders/actors from the public and private sector, to set up an implementation structure for all activities within this consultancy. In implementation of city administrations/regions, the (re)establishment of platforms coordinating the CT and short-term training programme implementation shall be facilitated by the contractor. If suitable, existing forums/platforms shall be used. The contractor is responsible for organising regular exchanges. The contractor shall secure the engagement of at least 30 influential large companies (champions) to ensure effective implementation of cooperative training and selection of job seekers as well as informally employed people for short-term qualification measures / trainings. WP 2: (Re)-design and developing cooperative training implementation packages in selected economic sectors Based on the selected job profiles/occupations and levels, the contractor shall support MoLS, Regional TVT bureaus, ECCSA, sectorial associations, companies and other relevant public and private stakeholders/actors to (re)design and develop Cooperative Training Programmes to TVT college trainees. The Programmes shall significantly contribute to the increased employability of trainees with an in-company training time of at least 70 %. The aim is to define training programmes, covering all relevant aspects from A to Z by incorporating green, digital and social transformation, and entrepreneurial skills for successful training, instead of focusing only on one aspect of a programme. The training programmes should utilise available resources, skills, and knowledge to an optimum. It is crucial that the designed and developed programmes are mainstreamed and serve a broad group of trainees and companies. In addition to that, the contractor shall carry out a rapid skills gap analysis and set a baseline by identifying the capacity building needs at partner TVT institutions/colleges and companies" level to facilitate the delivery of CT programmes (considering the needs on gender sensitive and inclusive teaching practices). WP 3: Implementation of cooperative training measures in selected economic sectors The aim of this work package is for at least 300 trainees (of which 150 women and 20 Persons with Disabilities) to benefit and complete the developed programmes in the cooperative training modalities, where the learning takes place in TVET colleges and the partner companies. An allocation of the total target among the selected sectors will be discussed at the beginning of the consultancy. While all relevant stakeholders need to be engaged in the implementation, trainees" allotment depends on the selected training fields/sectors and will be agreed upon at a later stage. WP 4: (Re)-design and developing labour market oriented short-term trainings materials in selected economic sectors Work package 4 aims to design and develop training materials to provide a range of skills and knowledge gaps based short term training for job seekers and informally employed people, that improves employment prospects. The contractor is expected to focus on the design and development of compressive training packages employment-oriented qualification measures. At least one measure shall be developed for each one of the target groups, namely job seekers and informally self-employed workers, women and persons with disabilities. The focus of the thematic area remains on green, digital and social transformation, entrepreneurial skills including digital entrepreneurship. The number of each target group shall be identified at the beginning of the programme in collaboration with partners and stakeholders. WP 5: Implementation of labour market oriented short-term training measures in selected economic sectors Roll-out and implementation of at least four employment qualification measures (short-term training). As mentioned above, the four chosen measures must be implemented together with a partner institution and private sector to ensure sustainability. These partner institutions shall be able to take up the training at the end of the project. To this end, the contractor should not only consider governmental institutions but also private sectors, e.g. private training providers, companies and associations or chambers. 7000001904 - Consultancy to implement output 2: The access of refugees and host communities to sustainable energy services has improved (Energy Component)
Services under Output 2 aim to increase electricity access, promote modern cooking solutions, facilitate productive-use of energy (PUE) applications, strengthen private-sector participation, and enhance local technical and institutional capacities. A significant share of the implementation activities will be concentrated in Dadaab. All interventions will be coordinated with DRS, county governments in Garissa and Turkana, relevant energy agencies, local authorities, private enterprises, and development partners. A critical input will be a comprehensive market needs assessment, conducted by a separate contractor prior to Output 2 activities. This assessment will form the evidence base for all interventions, providing detailed understanding of household and enterprise energy demand, supply chain capacities, consumer preferences, affordability, and barriers to private-sector engagement. It will include surveys, focus groups, and key informant interviews across refugee and host communities in Dadaab, Kakuma, and Kalobeyei. The assessment will map electricity, improved cookstoves, alternative fuels, and PUE supply chains, identifying strengths, bottlenecks, and gaps. Affordability, willingness to pay, and regulatory frameworks will be analyzed. Gender and inclusion factors, including barriers faced by women and persons with disabilities, as well as cultural and household dynamics, will inform the design, targeting, and sequencing of all Output 2 interventions. Building on this evidence, Output 2 will support a Results-Based Reimbursement (RBR) mechanism to incentivize private-sector investment, linking payments to results such as household and enterprise connections, cookstove deployment, and PUE installations. The mechanism will involve stakeholder consultations, eligibility criteria emphasizing women- and youth-led enterprises, competitive selection, capacity-building, monitoring, verification, phased disbursement, and risk management strategies. Linkages to commercial financiers will promote long-term sustainability. Services also include enterprise development and technical support for businesses engaged in electricity provision, cookstove production, alternative fuel distribution, and PUE technologies. Support covers installation, operation, and maintenance of solar systems and mini-grids; technical guidance for cookstove production, efficiency testing, and quality assurance; alternative fuel production; and adoption of PUE technologies. Business advisory services include market analysis, supply chain optimization, financial management, strategic planning, formalization support, and access to financing. Result-based and technical support will be provided to scalable energy solutions, including the design, implementation and operation of a pilot 50 kW solar-hybrid mini-grid in Dadaab, solar-powered water pumps, cold storage units, and institutional cooking systems. PUE interventions will support livelihoods through solar-powered milling, refrigeration, welding, irrigation, and ICT services. Clean cooking and alternative fuel services will expand access via local production, distribution networks, and behavior change campaigns, prioritizing women"s participation and reducing exposure to indoor air pollution. Coordination with national and county authorities, DRS, energy agencies, development partners, and private-sector actors will ensure alignment with policy frameworks and complementarity with existing programs. Lessons learned from regional initiatives such as ProSEET, EnDev, WIDU.africa, and EMPOWER will be incorporated. A robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system will track household and enterprise energy access, adoption of clean cooking technologies, use of PUE equipment, and participation of women, youth, and persons with disabilities. Community feedback mechanisms, baseline, midline, and endline evaluations, and adaptive management processes will ensure accountability, evidence-based adjustments, and continuous learning. By 2028, Output 2 is expected to expand energy access to approximately 90,113 refugees and 60,076 host community members, including at least 75,095 women. Enterprises in sustainable energy supply chains are projected to grow from 139 to 151 in Kakuma and 22 to 32 in Dadaab, with at least 30% women-led or owned. Adoption of PUE technologies, improved cooking solutions, and alternative fuels will contribute to income generation, employment creation, and environmental protection. Sustainability is central to Output 2, combining evidence-based market interventions, technical support, infrastructure development, PUE promotion, clean cooking, gender inclusion, and rigorous MEAL processes to ensure long-term, self-sustaining energy markets. The services deliver a neutral, evidence-based, and coordinated set of interventions to transform energy access in Kenya"s refugee-hosting regions. Technical Assistance for Improved Subnational Service Delivery and Decentralisation Reform Cambodia
The contractor shall provide flexible, demand-driven technical assistance services to support the implementation of the programme "Improved Service Delivery for Citizens in Cambodia II (ISD II)" during the project´s implementation period. Services will be delivered through the mobilisation and management of predominantly short-term national and international experts as well as one senior international long-term advisor. Assignments will be agreed with GIZ under a defined mobilisation procedure and aligned with the programme"s annual operational planning. The scope of services is structured along the following indicative work packages aligned to the output structure of ISD II: WP1.1 - OWSO Service Innovations Provision of technical advisory services to assess, modernise and introduce innovations in One Window Service Office (OWSO) service delivery processes. This includes process diagnostics, development and piloting of digital and administrative innovations (e.g. workflow optimisation, digital tools, mobile services), change management support, and documentation of lessons learned for scaling. WP1.2 - Service Improvement Planning and Demonstration Projects Advisory support to selected Districts and Municipalities (DMs) for the development, endorsement and implementation of participatory, evidence-based and climate-sensitive service improvement plans in selected sectors (e.g. waste management, irrigation, social services). This includes design and implementation support for demonstration measures and documentation of results for replication. WP2.1 - Organisational and HR Strengthening Technical and process advisory services to strengthen organisational structures, internal processes, leadership and human resource management of selected DMs. This includes organisational diagnostics, implementation of improvement measures, gender-responsive HR approaches, and support to women"s leadership. WP2.2 - Planning and Budgeting Strengthening Advisory support to improve planning and budgeting systems of DMs, including participatory and climate-sensitive investment planning, alignment between medium-term and annual budgets, and development and application of practical planning and budgeting tools. WP3.1 - National Participation and Social Accountability Frameworks Provision of technical and strategic advisory services to national partner institutions (e.g. NCDD-S, Ministry of Interior) to strengthen legal, regulatory and institutional frameworks for participation and accountability at DM level. This includes analysis of existing mechanisms, development of reform proposals, and facilitation of consultations. WP3.2 - DM-Level Participation and Accountability Operational advisory support to DMs and relevant stakeholders to strengthen the application of participation and accountability mechanisms in service delivery and planning processes. This may include methodological support to civil society organisations and piloting of integrated accountability workflows, including digital formats where appropriate. WP4.1 - Peer-Learning Networks Technical and process advisory services to establish and institutionalise intra- and inter-provincial peer-learning networks among DMs. This includes design and facilitation of exchange formats, documentation of good practices, and development of scaling products. WP4.2 - Institutionalised Training and E-Learning Support to training institutions (e.g. National School of Local Administration - NASLA) to develop, pilot and institutionalise structured, needs-based training and e-learning formats aligned with lessons generated under ISD II. WP5.1 - Strategic and Legal Reform Advice (NP-2) Provision of technical advice to national partner institutions (e.g. NCDD-S, Ministry of Interior, Ministry of Economy and Finance) on selected implementation issues related to decentralization reform, including fiscal decentralization, non-tax revenues, and regulatory or policy adjustments. WP5.2 - Multi-Level Dialogue and Policy Uptake Technical and procedural support to structure and facilitate multi-level dialogue processes between subnational and national stakeholders. This includes systematisation of evidence from implementation, development of policy briefs and proposals, and documentation of follow-up actions. WP0 - Project Implementation Support (Cross-Cutting) Provision of cross-cutting support services to ensure effective implementation of ISD II. This includes i) Support to the operationalisation of monitoring and evaluation systems; ii) Facilitation and moderation of workshops and coordination meetings; iii) Organisational development and team support measures; iv) Quality assurance and support to results-based reporting; v) Flexible and timely mobilisation and management of short-term experts. To be provided are strategic, technical, and operational support to strengthen electromobility deployment in Mexico. The approach combines regulatory development, infrastructure planning, institutional coordination, and knowledge transfer, ensuring a coherent and scalable transition toward low-emission mobility systems. The activities will be structured under three core work packages: Work Package 1: Policy, Regulation and Technical Standards for Electromobility This work package focuses on establishing a coherent and harmonized regulatory framework to enable large-scale adoption of electromobility in Mexico. It aims to develop a National Roadmap for E-Mobility Standards and Regulations, serving as a strategic reference for federal and subnational authorities. - Development of a national regulatory framework aligned with international best practices - Definition of technical standards for charging infrastructure, vehicles, and system interoperability - Establishment of "EV-ready" requirements for buildings and urban infrastructure - Development of operational, safety, and maintenance standards for electric fleets - Definition of battery lifecycle management, including second-life and recycling protocols - Design of interinstitutional governance mechanisms for regulatory coordination This work package will result in a comprehensive White Paper consolidating regulatory recommendations, technical standards, and implementation pathways. 7000001904 - Consultancy to implement output 2: The access of refugees and host communities to sustainable energy services has improved (Energy Component)
Services under Output 2 aim to increase electricity access, promote modern cooking solutions, facilitate productive-use of energy (PUE) applications, strengthen private-sector participation, and enhance local technical and institutional capacities. A significant share of the implementation activities will be concentrated in Dadaab. All interventions will be coordinated with DRS, county governments in Garissa and Turkana, relevant energy agencies, local authorities, private enterprises, and development partners. A critical input will be a comprehensive market needs assessment, conducted by a separate contractor prior to Output 2 activities. This assessment will form the evidence base for all interventions, providing detailed understanding of household and enterprise energy demand, supply chain capacities, consumer preferences, affordability, and barriers to private-sector engagement. It will include surveys, focus groups, and key informant interviews across refugee and host communities in Dadaab, Kakuma, and Kalobeyei. The assessment will map electricity, improved cookstoves, alternative fuels, and PUE supply chains, identifying strengths, bottlenecks, and gaps. Affordability, willingness to pay, and regulatory frameworks will be analyzed. Gender and inclusion factors, including barriers faced by women and persons with disabilities, as well as cultural and household dynamics, will inform the design, targeting, and sequencing of all Output 2 interventions. Building on this evidence, Output 2 will support a Results-Based Reimbursement (RBR) mechanism to incentivize private-sector investment, linking payments to results such as household and enterprise connections, cookstove deployment, and PUE installations. The mechanism will involve stakeholder consultations, eligibility criteria emphasizing women- and youth-led enterprises, competitive selection, capacity-building, monitoring, verification, phased disbursement, and risk management strategies. Linkages to commercial financiers will promote long-term sustainability. Services also include enterprise development and technical support for businesses engaged in electricity provision, cookstove production, alternative fuel distribution, and PUE technologies. Support covers installation, operation, and maintenance of solar systems and mini-grids; technical guidance for cookstove production, efficiency testing, and quality assurance; alternative fuel production; and adoption of PUE technologies. Business advisory services include market analysis, supply chain optimization, financial management, strategic planning, formalization support, and access to financing. Result-based and technical support will be provided to scalable energy solutions, including the design, implementation and operation of a pilot 50 kW solar-hybrid mini-grid in Dadaab, solar-powered water pumps, cold storage units, and institutional cooking systems. PUE interventions will support livelihoods through solar-powered milling, refrigeration, welding, irrigation, and ICT services. Clean cooking and alternative fuel services will expand access via local production, distribution networks, and behavior change campaigns, prioritizing women"s participation and reducing exposure to indoor air pollution. Coordination with national and county authorities, DRS, energy agencies, development partners, and private-sector actors will ensure alignment with policy frameworks and complementarity with existing programs. Lessons learned from regional initiatives such as ProSEET, EnDev, WIDU.africa, and EMPOWER will be incorporated. A robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system will track household and enterprise energy access, adoption of clean cooking technologies, use of PUE equipment, and participation of women, youth, and persons with disabilities. Community feedback mechanisms, baseline, midline, and endline evaluations, and adaptive management processes will ensure accountability, evidence-based adjustments, and continuous learning. By 2028, Output 2 is expected to expand energy access to approximately 90,113 refugees and 60,076 host community members, including at least 75,095 women. Enterprises in sustainable energy supply chains are projected to grow from 139 to 151 in Kakuma and 22 to 32 in Dadaab, with at least 30% women-led or owned. Adoption of PUE technologies, improved cooking solutions, and alternative fuels will contribute to income generation, employment creation, and environmental protection. Sustainability is central to Output 2, combining evidence-based market interventions, technical support, infrastructure development, PUE promotion, clean cooking, gender inclusion, and rigorous MEAL processes to ensure long-term, self-sustaining energy markets. The services deliver a neutral, evidence-based, and coordinated set of interventions to transform energy access in Kenya"s refugee-hosting regions. 10006175 - Advancing Regional Circular Economy in Indonesia
The contractor will be responsible for the implementation of Output 4: "The technical capacities of provincial and municipal administrations to plan and report on measures in waste management and circular economy have been strengthened", and achieving the Module Objective Indicator 3 and Output Indicators 4.1 and 4.2 by implementing the activities, producing the deliverables and fulfilling corresponding milestones as defined within these Terms of Reference. The overall objective of the tendered services is to provide high-quality technical advisory and capacity development support for the implementation of the project "InCircular: Promoting a Circular Economy in Indonesia". The service provided by the contractor will support the implementation of circular economy principles through enhancing waste data collection and transfer, improving local governance and financing, EPR implementation, by conducting capacity building, material flow analysis, stakeholder engagement and dialogue, guiding the improvement of regional circular economy implementation, as well as the establishment of EPR pilots in pilot provinces. In addition, the contractor will provide ongoing technical support on waste management to project municipalities. By fostering multi-stakeholder collaboration and institutional engagement and capacity, the contractor will help establish the conditions necessary for a transition towards more circular and inclusive economy in Indonesia. For the preparation of the delivery of Output 4, GIZ has already started implementation in a preparatory phase preparing provincial stakeholder mapping and analysis, preliminary packaging waste and residual waste flow analysis and a cities selection in close coordination with national and provincial partners. During project preparation it was anticipated that activities for Output 4 will be conducted in East Java and potentially in Bali. Expected Outcomes Public and private sector stakeholders in selected pilot municipalities in project provinces will be better equipped to independently plan, implement, and report data on waste management, as well as respond to governance prerequisite requirements for implementing circular economy initiatives and EPR schemes. Main outcomes of the contract are aligned with the following project indicators and are the following: 1. Output indicator 4.1: 10 partner municipalities in the pilot provinces of East Java and Bali have shared digitalised data on recycling of packaging waste based on uniform standards with the national level (by 12/2028). 2. Output indicator 4.2: 12 project proposals are developed by partner municipalities on expanding existing waste treatment plants in East Java and Bali to enable them to produce RDF (by 12/2028). 3. Module objective indicator 3: 1 implemented approach by public and private actors to improve the collection and recycling of packaging in the East Java and Bali (by 06/2028).
