Construction management shall be procured in connection with the start of construction work for the expansion of Lillevik RA. A total of 3 construction managers shall be procured, one for the machine contracts M1 and M3, one for the electro and automation contracts E1 and E2 and one for the HVAC contracts V1 and V2. Start up of the construction work for the construction contract B2 is January 2027 and the 3 construction managers shall be in place already then. The duration of the assignments will be in accordance with the length of the relevant contract that shall be provided for construction management. Ålesund kommuneÅlesundÅlesund municipality and Sula municipality cooperate through the project "BLÅ – fjords for the future", to construct a new sewage treatment plant at Kongshaugen (Kvasnes) in Sula municipality. The aims in the project are as follows: Cleaner fjord systemLovlig system for sewage waterBærekraftig system for the futureIt new sewage treatment facility shall be built in rock and have sufficient treatment capacity to handle sewage water that shall be supplied from Sula municipality and Ålesund municipality. The facility is dimensioned for 69,000 person equivalents and it shall be designed as a secondary treatment facility. The new treatment facility shall replace seven existing treatment plants and some interceptors for sludge. The sewage water must therefore be pumped from the existing treatment plant to Kongshaugen via a comprehensive transfer system. The transfer facility will have approx. 34 km sewage pipelines and will contain 25 objects, including approx. 28 km submarine pipelines, 6 km pipelines over land, 3 valve houses/manholes and nine pump stations. The contract work for the construction of the transfer facility will be organised as nine parallel execution contracts. See Part A - General part for a more detailed description of the other contracts. The builder shall now enter into a contract with one contractor for the delivery of machinery and process 3 for the transfer facility (contract E64), as a part of the transfer facility to Kongshaugen reindeer installations. The builder will enter into a contract that builds on the contract standard "NS 8405:2008 Norwegian Building and Construction Contract" for the execution. Tinn kommuneRjukanFrist: 11. Aug.Tinn municipality is in a process to upgrade the sewage treatment facilities in the municipality. Sewage from the urban areas Mårvik, Attrå and Austbygde have gathered for a new treatment facility established in Mårvik. Rjukan treatment facility shall be cleared and a new treatment facility shall be constructed next to the existing (day facility). Tinn municipality now has a total of three treatment facilities. The treatment facility for Rjukan is the largest and receives sewage water from Rjukan village, as well as holiday homes in the Gaustablikk area. The purified sewage water is emitted to the Hydro tunnel, which is brought down to Tinnsjøen. Rjukan RA is a mechanical/chemical treatment facility based on post-deedimentation. This is a rock plant where the treatment process takes place in rock halls. The external building is a building that houses personnel rooms as well as sludge dewatering and unloading to containers. The average purification effect for total phosphor in 2024 was 83.3%. Only 7 out of 12 samples have been assessed to be within the purification requirement of 90%. We see from the Annual Report for Rjukan RA that the plant is unable to fulfil the cleaning result requirement for phosphors in the event of heavy precipitation and snow melting. The purification result for chemical oxygen consumption (KOF) has been complied with. The existing installations have a capacity of 7700pe. With future tourist development and population growth, new treatment facilities must have a capacity of 17,200pe. This as a backdrop also requires that a new treatment facility must have secondary purification. In addition Statsforvalter has issued an order for 70% nitrogen removal with deadline 01.03.2029 and 80% nitrogen removal by deadline 31.12.2030. The installation will be established at Bruflot, east of the centre of Rjukan. The procurement ́s value is estimated to NOK 320,000,000 excluding VAT. Attvin ASÅlesundThe contracting authority would like to use this procurement to enter into a framework agreement with one tenderer. The aim of the contract is to cover the contracting authority ́s need for transport and treatment of hazardous building waste, from Attvin to final treatment at a certified treatment facility, in accordance with the requirement specifications. The aim is also to ensure that hazardous waste is taken care of in such a way that it does not create pollution or damage to humans or animals, or danger to it, and to contribute to an appropriate and reliable system for handling hazardous waste, cf. The Waste Regulations chapter 11. The contract is for: Waste with phthalates (e.g. floor coverings), waste that contains bronched flame retardants, waste containing chlorinated paraffins and for the options waste that includes PUR foam insulation and pressure impregnated and creosoted wood. Comments on the contract: Responsibility for the waste is to be taken over by a tenderer when the waste is charged in the tenderer ́s vehicles. The procurement is for the treatment of various types of hazardous building waste and building waste that cannot be handled together with normal household and commercial waste due to chemical, physical and/or biological qualities. Waste types included in this agreement are in accordance with the price form. Everything that is collected as hazardous waste shall be treated at a certified treatment facility. Emphasis is put on the fact that the hazardous waste in accordance with this agreement shall be directly to the final treatment facility and not the reception facility. Tenderers shall, thus, offer final treatment of the hazardous waste at one/several treatment facilities in accordance with requirements. Fractions other than what is stated may be included in this agreement. The volume of NOK shall not, nevertheless, exceed the maximum amount set for the contract. New waste types in the contract period: If new waste types are added in the contract period, it shall be possible for the customer to enter into this agreement if they do not make up a significant part of the contract. In such cases the same price calculations shall be used for new waste types as for other waste types in this contract. The contracting authority reserves the right, however, to hold a new competition for new waste types during the contract period. Sept.Stord Vatn and Avløp AS (SVA) invites tenderers to a competition for contract M1 Machine and Process Contract for the project Skjersholmane Treatment Facility. New process engineering installations (this contract) shall be dimensioned for a future expected load on 33,000 pe in 2065. The competition will be held in two stages and a prequalification will be held first and thereafter those who become prequalified tenderers are invited to submit tenders. The zoning plan and emissions application are being processing (at Stord municipality and the government administrator respectively). and both are expected to be approved during 2026. The project is divided into the following contracts: • Contract M1 - Interaction for Machine and Process Contract (this contract) • Contract B1 - Building • Contract B2 - Ground work and emission arrangement. This contract (M1) includes project development, engineering design, delivery, assembly, testing, commissioning and optimisation of process and machine devices and the contract (M1) is divided into two phases; Phase 1 is an interaction phase up to a turnkey contract. Avfall Sør ASKRISTIANSAND SFrist: 24. Aug.The Contracting Authority Avfall Sør Husholdning AS is a part of Avfall Sør konsern, which is owned 100% by Kristiansand and Vennesla municipalities in Agder. The company provides waste and sanitation services to all inhabitants in the owner municipalities and serves approx. 55,500 residential units with dunk sanitation, 5,000 residential units with buried systems and 3,700 cabin subscribers. In addition, the company operates three recycling stations and a large waste facility at Støleheia with various treatment activities such as sorting, composting, tiling and depositing. Avfall Sør Husholdning AS is the contracting authority for this competition. Read more about Avfall Sør at: www.avfallsor.no Background Avfall Sør Husholdning AS is currently collecting food and bio waste from households in the owner municipalities. The waste is transported to Støleheia, where it is composted in a separate facility. The finished compost is to be refined to soil products that are traded for various purpose. From 1 September the new supplier will take over the collection of household waste on behalf of the contracting authority. The collection routes are thus altered and the collection frequency for food and bio-waste is changed from weekly to collection every two weeks. The change is a part of Avfall Sør ́s work with increasing the sorting of food and bio waste. Analyses show that there are still significant amounts of food waste in the residue waste, and the aim is to move a greater share of this to the bio-waste scheme. At the same time, garden and park waste makes up a significant part of the total amount of bio-waste. In 2025, this fraction accounted for about 20 percent of the total tonnage. Avfall Sør also handles municipal commercial waste on behalf of the owner municipalities. This waste flow is mainly equivalent to composition and quality as bio-waste from households, but normally contains a lower portion of garden and park waste. The new manure products regulation, which came into force in 2025, sets strict requirements for businesses that produce natural fertiliser products of organic origin. Amongst other things, the requirements for quality assurance, documentation, traceability, internal control and product responsibility have been strengthened. Fulfilment of these requirements would require considerable investments in infrastructure, process installations, quality systems and further development of the composting facility. After a combined assessment of investment needs, operational finances, regulation requirements and future treatment systems, Avfall Sør Husholdning AS has therefore decided to discontinue separate composting of bio waste. Instead, the collection, transport and treatment of the bio-waste will be outsourced so that the waste can be treated at an external facility with the necessary capacity and competence to meet the current requirements. This solution is considered the most cost efficient and robust in the long term, while ensuring that bio-waste is treated in accordance with current regulations and can be utilised as a valuable circular resource. Description of the assignment The contracting authority needs a robust and environmentally responsible system for handling bio-waste (food and garden/park), from households and business customers. The procurement shall ensure continuity in the receipt, transport and treatment of waste, and contribute to the waste being used as a resource through material recovery and/or energy recovery. The aim of the procurement is to establish a contract with a tenderer who can safeguard the entire value chain from collection at the contracting authority ́s waste facility at Støleheia, until final treatment. The system shall support the contracting authority ́s work on sustainable waste management in the region around Kristiansand and contribute to predictable operation in the contract period. The procurement is particularly important in order to ensure sufficient treatment capacity, stable logistics and a system that fulfils the current environmental requirements as well as requirements for proper handling of the bio waste. The contracting authority may also receive and process bio-waste from both households and commercial customers on behalf of other municipalities in the region around us. These volumes will then be able to flow to this contract and are taken into consideration in the competition ́s value limitations. The contract will be valid for 1 year, with an option for the contracting authority to extend the contract for 1 year at a time for up to 3 years, so that the maximum total contract period is 4 years.Purchase of treatment plant for BIR Ressurs - Mjelstad landfill
BIR ASBergenFrist: 04. Sept.BIR Resource Dep. Mjelstad (referred to as BIR) shall, in connection with the expansion of the landfill site, procure a new treatment facility forige water that occurs as a result of precipitation hitting and going through the landfill. BIR shall ensure that the area and building is established where the treatment plant shall be constructed. Tenderers of the treatment plant must be responsible for the complete delivery of treatment facilities with all the accompanying equipment that is necessary for operation, as well as assembly, commissioning and training. This is further described in the tender documentation. It is important for BIR to get sufficient information about the treatment facility to facilitate with the correct dimensioned building. BIR shall procure the pumps that shall deliver ladder water to the treatment facility and from the pump sump after the treatment plant to the recipient. It is important that BIR receives information about the interface and sets the dimensions of the treatment plant as the basis for pump capacity. As described later in KG, the landfill does not have a buffer basin and the treatment plant must be able to handle frequent changes in flow into the treatment facility based on a water level in the pump sump. Flow meters in and out of the treatment facility, in addition to flow meters on pump pipelines out to the recipient, must be delivered by the tenderer. The pump intake shall increase the signal from the treatment plant and the treatment plant shall adjust automatically to the level meters in the sump. BIR ensures that pumps are delivered in a pump sump that is controlled by a frequency transformer. The pumps will therefore communicate with the treatment plant ́s PLC, which shall be delivered by the tenderer. Further information on pumps and pump sump can be offered by BIR on request.
