Since 2023, the WaL Academy Bangkok has supported this collaboration by bringing together government agencies, knowledge institutions, communities, civil society, designers, private sector actors, financiers and international partners around a shared agenda for integrated water management, Nature-based Solutions and climate-resilient urban development. The purpose of the project, its goals, activities, deliverables and requested team composition are outlined in the terms of reference, which is attached as Appendix 1. The content of this ToR document is not final and may be modified by RVO. The indicative budget range for this assignment is set between € 110,000.- and € 120,000.- excluding Dutch VAT* and including any applicable local (foreign) VAT, as well as all other costs and fees. Aug.The objective of this assignment is to support the Ministry of Water Resources in identifying and prioritising technically, environmentally, and economically feasible options for the reuse of drainage water in the Hillah River System and to prepare a concept for two pilot projects that can serve as a demonstration for future replication. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones: Work package 1: Assessment of irrigation practices and drainage-water generation The contractor is responsible for conducting a comprehensive assessment of current irrigation systems and their relationship to drainage-water generation in the Hillah River System. This includes reviewing existing irrigation methods such as surface, sprinkler, and drip irrigation including the (efficient) use of fertilizer; quantifying irrigation efficiency and related drainage-water volumes and qualities; and analysing the institutional management of irrigation operations. The contractor shall perform a scenario analysis comparing current and improved irrigation and fertilizing practices and quantify how increased irrigation efficiency and better use of fertilizer would affect the volume and quality of drainage water. The analysis shall include different scenarios for climate adaptation measures. The results shall be visualised in maps and datasets to be included in the (designed) Information System with the Hillah River Information System (Outcome Indicator). Work package 2: Identification and prioritisation of reuse options and treatment technologies GIZ shall provide the contractor with a baseline assessment identifying feasible end-uses for treated drainage water, including agricultural reuse, aquaculture, industrial applications, landscape irrigation, and groundwater recharge. The baseline assessment will also include a review of relevant international and regional experiences (e.g. Jordan, Egypt, Iran, and FAO"s WaPOR programme) and initial lessons learned applicable to the Iraqi context. The contractor shall build upon and complete the baseline assessment provided by GIZ by validating and further developing the identified drainage water reuse options relevant to the Iraqi context. This includes assessing a range of conventional treatment technologies as well as nature-based solutions (NbS) suitable for high-salinity and contaminated drainage water in arid environments, using a multi-criteria approach that considers technical feasibility, operational requirements, costs, environmental risks, and institutional capacities. Different potential options (managerial, biological, physical, non-physical) should be discussed and presented in an "option report". The contractor shall ensure that MoWR and key institutions are engaged throughout the assessment process as part of a structured capacity development approach. As part of this process, the contractor shall facilitate targeted learning and exchange activities. These include the organisation of a study tour for MoWR to visit relevant international or regional good practices, as well as an international seminar or conference in Baghdad in which international and regional actors present their experiences and discuss their applicability to the Iraqi context. The contractor shall prepare a bilingual publication summarising these experiences and the insights obtained. In addition, the contractor shall design and deliver two training courses in close cooperation with the MoWR Training Center: (i) a foundational training course on treatment technologies for drainage water reuse, covering technical principles, performance, and operational aspects; and (ii) an advanced training course focusing specifically on drainage water reuse concepts and Nature-based Solutions (NbS), including design considerations, applicability in arid environments, and integration into water management planning. The consultant together with the GIZ team will support the MoWR in identifying 2 pilot projects to be implemented in the Hilla River area. Work package 3: Preparation of pilot project concepts Building on the findings of the previous work packages, the contractor shall support the development of a pre-fesibility (PFS) and a definitive feasibility study (DFS) for two pilot demonstration solutions. This task includes together with the GIZ team and the counterpart identifying suitable pilot locations based on hydrological, land-use, and environmental criteria; proposing a treatment and reuse scheme; and estimating costs and requirements, and potential financing options. The contractor shall analyze the financing criteria, eligibility requirements, and procedural steps of BMZ and EU co-financing instruments relevant to the implementation of pilot projects on drainage water reuse. Based on this analysis, the contractor shall develop and assess two distinct pilot project options: - a small-scale pilot project designed to comply with BMZ funding criteria, with an indicative financing volume of up to EUR 1 million (up to feasibility level); and - a larger-scale pilot project designed to comply with EU financing criteria, with an indicative financing volume of up to EUR 25 million (up to pre-feasibility level). It is also set up to start with a condition assessment of existing flaum protection along the river to the sea. The procurement ́s value is estimated to: NOK 2,500,000 excluding VAT. Work package 1 focuses on the elaboration of spatial development plans for Lüderitz, namely the Urban Structure Plan and the Zoning and Town Planning Scheme. An additional objective under this work package is the creation of tools and mechanisms for adherence to these planning documents. The city of Lüderitz currently relies on an Urban Structure Plan developed for 2015 - 2040 which has never been approved and is therefore not legally binding for current developments in Lüderitz. The existing Urban Structure Plan further does not take the developments of the emerging green hydrogen industry, oil and gas developments or other major investments being planned in Lüderitz into account. The new Urban Structure Plan to be developed shall guide a sustainable and inclusive growth of Lüderitz in the upcoming years. The Town Planning Scheme shall be elaborated in parallel with the Urban Structure Plan. Work package 2 focusses on the nearby settlement of Aus. The main objectives of this work package are the elaboration of a Spatial Development Framework and the support in preparing the application for township status of the settlement. The settlement of Aus currently uses a layout plan. The contractor shall aim to develop an additional integrated planning document to provide strategic and spatial guidance to the local authority for the development of the settlement. Although Aus does currently not legally require a structure plan, it is recommended to develop a spatial development framework, either as a stand-alone document or integrated in a Regional Structure Plan. The Spatial Development Framework should serve as a strategic spatial plan addressing the town"s social, economic, and environmental development in an integrated and forward-looking manner to guide land use decisions, infrastructure investment, and a sustainable transformation of Aus. Under the same work package, the contractor shall further support the preparation of documents for the township application for the settlement. The IIKharas Regional Council (KRC) is planning to request MURD to upgrade the settlement of Aus to township status to enhance self-governance and responsiveness to developments. The process requires layout plans, a feasibility study, and a request by the regional council to the Ministry of Urban and Rural Development with justification. The main task will be the drafting of a feasibility study to determine whether Aus can sustain itself as an independent town. Under work package 3, the contractor shall develop strategies and policies that are important for the inclusive urban transformation of Lüderitz and Aus. Strategies for gender-responsive urban development shall be elaborated for both locations. The design of public spaces (outdoor and indoor) and urban structures significantly influence many aspects of our lives, such as working, playing, mobility patterns and leisure activities. Needs of women, and also youth, are often underrepresented in urban design. In addition to the structural marginalization of women, girls and other marginalized groups, further reasons for this issue include the lack or absence of user data and the insufficient representation and active participation of women and marginalized groups in planning and construction processes. The contractor shall therefore support the introduction of a gender-responsive urban development approach. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. The 4th work package shall strengthen environmental protection and adaptation to climate change through planning processes and promotion of instruments that strengthen adherence to elaborated plans and strategies. The planned urban developments in Lüderitz and Aus will significantly impact the natural environment, which is known for its high biodiversity and endemic plant species. The marine ecosystem hosts a rich variety of fish, birds, and mammals. The current waste management system in Lüderitz is insufficient, leading to contamination of terrestrial and marine landscapes. Industrial developments could further degrade surrounding ecosystems if not managed carefully. Adaptation to climate change is not yet sufficiently considered in urban development processes. Based on the work of the contractor, the GIZ ILA project aims to support local governments in mitigating negative effects on the environment and adapt to climate change through planning and promotion of adherence to established planning documents. The assignment is intend to strengthen the holistic implementation of Tanzania"s National Human-Wildlife Conflict Management Strategy through coordinated action at national, district, and village levels. The contractor will contribute to improved governance, planning, and operational capacity for human-wildlife conflict management, with a strong emphasis on participatory approaches, gender sensitivity, and sustainability. A core task of the contractor will be to support land-use planning processes at district and village level. This includes facilitating the development of one district framework land-use plan and 15 village land-use plans, as well as the corresponding Community Action Plans. The contractor will organize and facilitate technical consultations, community meetings, field visits, mapping exercises, and validation workshops, and will support the formal approval and documentation of all planning outputs. The contractor shall provide capacity development and institutional support to key public actors responsible for human-wildlife conflict management. This includes technical advice for the Ministry of Natural Resources and Tourism and subordinate institutions, particularly on coordination mechanisms, strategy implementation, monitoring, and the use of data and spatial information for decision-making, especially on the land use planning aspects. The contractor is expected to contribute to the strengthening of intersectoral cooperation between wildlife authorities, district administrations, and other relevant sectors, and to support the development of more effective and sustainable organizational arrangements. The contractor shall also contribute to the documentation and analysis of activities and results, including inputs for monitoring and reporting. The contractor shall further support community-level resilience and conflict mitigation measures. This involves assisting village communities in the implementation of HWC-related measures identified through land-use and community action planning, including locally adapted preventive measures, livelihood-supporting activities, and measures that enhance the ability of communities to mitigate, and cope with damage and losses caused by wildlife. The contractor shall ensure that these measures are planned and implemented in a participatory and gender-sensitive manner. In addition, the contractor shall strengthen awareness-raising and environmental education activities. This includes the conceptual, organizational and operational support for the revitalization of environmental clubs (Malihai Clubs) in schools and colleges, the development of training materials and curricula, and the piloting of club activities in selected locations. The contractor shall also support the outreach programs of relevant institutions, including the development of communication concepts, training events, and materials for intermediaries such as teachers, farmers and local stakeholders. Throughout the assignment, the contractor shall ensure effective project management, coordination, reporting, and knowledge management. Deliverables shall include reports of workshops and training sessions, minutes of technical meetings, approved planning documents, CAP and LUP documentation, progress reports, and technical contributions to project monitoring. The contractor shall work in close collaboration with GIZ, partner institutions, and local stakeholders, and shall comply with requirements related to safeguarding, data protection, conflict sensitivity, and gender mainstreaming.
