Aug.The objectives of the study: - Stakeholders that could significantly contribute to the achievement of the objectives and/or participate in an industry dialogue are identified. - Labour market demand as well as skills gaps are assessed considering current and future skills needed for the modernisation and development of the railway network in Africa. - The technical, financial, and operational feasibility of one or more sustainable Rail Transport Competence Centres (RCCs) in Africa is assessed including a governance model and conditions for long-term viability and development of a strategic plan considering financial and operations considerations. - Relevant training programs and curricula across all professional qualification levels are developed or modernized. - A strategic plan considering financial and operations considerations has been developed. - Pilot trainings are implemented Work Package 1: Data Collection & Market Analysis: Anticipating and Matching Skills and Jobs in the Railway Sector Consultant shall assess African railway sector: (a) Skills Demand - current/future workforce needs (4-15 years), including job volumes, required skills by qualification level, and necessary training/education; (b) Skills Supply - assess available qualified workforce and analyse current/planned vocational/academic training, mapping existing providers/programs and their capacity/relevance; (c) Skills Gaps - identify geographic, qualification-specific, institutional, and capacity-related gaps, deriving rationale for regional/sub-regional training solutions. The methodology shall be based on ILO"s Working at Sectoral Level: Guide to anticipating and matching skills and jobs, Volume 3 (2016), using desk-based analysis, interviews, focus groups, round tables, surveys, and in-depth case studies. Work Package 2: Pilot training courses about rail transport Following Gap Analysis, pilot trainings (classroom/blended/online) test training models and support stakeholder engagement. They target decision-makers (strategic) and instructors (technical, prioritizing maintenance/asset management). Trainings are universal, tech-independent, with European aspects where relevant and gender-responsive: inclusive outreach, accessible formats, participation targets for underrepresented groups. The contractor shall identify topics; develop compliant technical curriculum (train-the-trainer, study visits, African/European partners); train 20 railway operators (study visit to Europe); create online course on African railway infrastructure/ operation (TUMI platform); evaluate lessons. Work Package 3: Regional Competence Center: Analysis & Modelling The contractor must develop and assess three alternative models for a regional railway training structure in Africa, including regional hubs and online/blended learning. Each model must define institutional setup, governance, curriculum scope, staffing, and CAPEX/OPEX estimates, ensuring inclusive governance, gender balance, and equal access. The contractor will define design assumptions (target groups, qualification levels, geographic scope, accessibility, alignment with AfDB/EU/Germany, language policy, digitalisation), develop three models-(a) centralized independent legal entity, (b) regional hub-and-spoke, (c) existing offers + online academy-each covering institutional setup, functional scope, delivery modes, partnerships, private sector engagement, and technical/institutional/financial/political risks, assess financial viability through a 10-year plan (CAPEX/OPEX, revenue streams, financing mechanisms, cost-effectiveness, scalability, socio-economic benefits), develop training portfolios and curricula for three priority courses (adapted international material), standardized programs/certifications, and trainer/ToT profiles, outline the centre as an innovation space for business exchange, pilot solutions, and project initiation, and conduct a comparative assessment, evaluating models against relevance, effectiveness, sustainability, scalability, and feasibility, conducting SWOT, and recommending the preferred model. Work Package 4: Action Plan & Recommendations for the preferred model This Work Package aims to translate the analytical findings and preferred model(s) into a practical and phased implementation roadmap. The contractor shall prepare an action plan outlining institutional, operational, financial, and governance steps required for implementation and provide clear recommendations for next steps, including preparatory actions, partnerships, and potential financing approaches. Work packages are implemented by key experts and three expert pools that ensure strategic leadership, technical excellence, and operational flexibility. - The Team Leader with international experience with at least 10 years of international management experience and experience in preparing analytical studies in economic policy, TVET or labour market and employment promotion - The Institutional development and Financing with international experience that combines 10 years of professional experience in strategic and organisational development related to operation of training institutions with experience in education and training, working with the private sector and economic and financial assessments. - Pool 1 Senior Experts in the Railway sector with international experience with 2-3 Experts with 10 years of professional experience in the railway sector and provide experience in education and training in railways, in particular technologies such as ETCS and private sector cooperation. - Pool 2 - Short-term experts with national experience with 4-8 experts with 5 years of professional experience in labour market analysis and skills needs assessment. - Pool 3 - Short-term experts in education and training with international experience with 4-8 experts with 5 years of professional experience in education and training.Appui à l'adaptation de la chaîne d'approvisionnement de cacao en Côte d'Ivoire aux défis de durabilité

Aug.Under this assignment, the contractor will deliver technical assistance to the PRO-PLANTEURS project to adapt Côte d'Ivoire's cocoa supply chain to economic, regulatory, environmental and social sustainability challenges, assuming responsibility for defined outputs, indicators and milestones. The contractor will establish and manage an expert team, ensure quality assurance and backstopping, administer finances and reporting, contribute inputs for BMZ/MINADER reports as required, and comply with data protection obligations when processing personal data. Under Output 1, the contractor will enable cocoa producers to implement good agricultural practices (GAP) and agroforestry in line with ARS 1000. This includes designing ten agroforestry models for cocoa based on nationally compatible species lists and research, complemented by socio economic and financial analyses; sensitizing 6,000 producers (at least 30% women) on agroforestry; and advising farms to reach at least 5,000 ARS 1000 compliant agroforestry plots. The contractor will train 6,000 producers (?30% women) through Farmer Field Schools on GAP aligned with ARS 1000 and support implementation of individual Cocoa Farm Development Plans (PDCs). In cooperation with cooperatives, the contractor will assist internal inspections and corrective actions to bring 6,000 farms into ARS 1000 compliance. Milestones include submission of ten model packages with analyses within nine months, agroforestry sensitization within 12 months, completion of producer trainings by month nine, PDC support by month 12, and internal inspection support by month 15. The contractor contributes to targets such as 5,000 farms maintaining trees per ARS 1000 and at least 500 women managed farms applying GAP. Under Output 2, the contractor will strengthen cooperative service provision for sustainable, economically viable production. It will test, together with CNRA, harmonized Côte d'Ivoire-Ghana protocols for early detection, monitoring and prevention of cocoa swollen shoot virus via demonstration plots, train staff from 12 cooperatives, CCC delegations and ANADER on these protocols, and support member sensitization. The contractor will establish and professionalize cooperative service units by training teams in agricultural operations (e.g. pruning, weeding), phytosanitary and fertilizer application, tree planting for agroforestry, and eradication of infected trees; and train and coach managers in financial management and governance. It will support digitalization of cooperative operations and accompany internal audits and corrective actions towards ARS 1000 certification in 12 cooperatives. Milestones include completion of protocol testing within nine months, completed trainings by month 12 and continuous sensitization; service team training by month six, business models by month nine, management training by month 12 and coaching by month 15. The contractor contributes to each cooperative implementing two swollen shoot measures and four priority ARS 1000/EUDR measures. Under Output 3, the contractor will reinforce sustainable procurement between cooperatives and buyers by training 12 cooperatives on legal aspects of buyer contracts linked to new sustainable models and providing advisory and coaching for implementation. Support will cover fair remuneration, timely payments, longer contract terms, and incentives for environmental services and agroforestry, including facilitation to prevent or resolve disputes. Milestones include completing training within six months and providing ongoing advisory through contract end. The contractor contributes to four sustainable procurement models being implemented and evaluated by March 2027. Under Output 4, the contractor will strengthen evidence based dialogue among supply chain actors by establishing an independent, project agnostic PRO PLANTEURS digital platform anchored in a selected partner institution. It will provide organizational support for platform management, train dedicated staff, and help develop a strategic plan (including visual identity and communication plan) and a 2028-2030 action plan. Organizational support is due within 12 months, with strategic support continuing to contract end; one independent platform is to be operational by February 2028. Across all outputs, the contractor must mainstream gender equality (ensuring women's participation and targeted support to women managed farms), environment and climate action (deforestation free cocoa, agroforestry expansion, climate smart practices, biodiversity monitoring, water saving technologies, livelihood diversification), conflict/context sensitivity and human rights ("do no harm", grievance mechanisms, inclusive participation). Knowledge management and scaling will be ensured through systematic documentation, contributions to technical exchanges and GIZ networks, and dissemination via the digital platform and dialogue events. Implementation will adhere to predefined expert deployment, travel with CO2 minimising choices and compensation, fixed budgets for materials and workshops, and use of provided offices and logistics, with full cost control and compliance with GIZ rules.Appui à la transition énergétique au Sénégal (PED III)

Aug.In order to support the "Sustainable Energy Programme in Senegal" (PED III) of the Senegalese Ministry of Energy and Oil (MEP), financed by BMZ and implemented by GIZ, a contractor will be hired to support the achievement of some project's objectives and indicators. The aim of PED III is "to support the effective implementation of the Just Energy Transition by the main players in Senegal's public and private sectors at both strategic and operational levels". The project contributes to achieving the objectives of the national energy policy linked to renewable energy (RE) and energy efficiency (EE) for the implementation of the 2030 Agenda SDGs, in particular SDG 7 (access to energy), 8 (decent work and economic growth), 9 (industrialisation) and 13 (combating climate change), as well as German support for achieving the objectives of the Just Energy Transition Partnership (JET-P) signed between Senegal and the G7 in June 2023. The expected results of the project are as follow: 1. The governance and coordination mechanisms for renewable energy and energy efficiency in the context of the JET-P are strengthened. 2. The framework conditions for the integration of renewable energy into the national grid and for private sector participation in RE and EE projects are improved. 3. Public and private stakeholders have strengthened capacities to design and implement inclusive energy transition projects. In order to achieve these results, the contractor will support the implementation of the project through the following activities: The contractor will provide and manage a core team of long-term experts. These experts will contribute directly to the achievement of the indicators and results defined above and will ensure the technical and strategic coherence of the activities implemented under the project. The contractor will also provide and manage a pool of short-term national and international experts who will be mobilised on a demand-driven basis to support specific technical assignments contributing to the achievement of the project"s objectives and indicators.
