The Pensions Authority is looking to procure an XBRL-based data recording and reporting system to support the Pensions Authority’s role as National Competent Authority (NCA) of pension schemes. The solution will enable standardised collection, validation, analysis and onward submission of data to meet (a) pensions reporting under the EU Directive on Institutions for Occupational Retirement Provision (IORP) II, specifically Article 35(5) of Regulation (EU) No 1094/2010 and the Decision of the Board of Supervisors on EIOPA’s regular information requests regarding provision of occupational pensions information (EIOPA-BoS-23-030) legal requirements, and (b) Digital Operations Resilience Act (DORA), Regulation (EU) No 2022/2554 compliance for Registers of Information (RoI) reporting in XBRL-CSV. Proposed Go Live date October 2026.

The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations §7-9, fifth paragraph. The justification for this is that the procurement concerns the procurement of digital services where the nature of the procurement means that the contracting authority has been cut off from affecting climate and environment, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act §7, and concluded that apprentices are not required in this procurement as this is considered disproportionate. This is an ERP delivery where large parts of the contract are connected to costs and the hire of shooting debris from external parties.
