Zentrale Beschaffungsstelle des Landes Rheinland-Pfalz (ZBL) im Landesbetrieb Mobilität Rheinland-PfalzKoblenzSeit dem 01.01.2009 begleiten Fachkräfte aus Integrationsfachdiensten (IFD) Schülerinnen und Schüler (SuS) mit Behinderungen beim Übergang von der Schule in den Beruf (ÜSB). Mittlerweile ist das Angebot von IFD-ÜSB verstetigt, erstmalig für den Zeitraum 2009 - 2014. Ziele und Inhalte, Zielgruppe, beteiligte Akteure und Rahmen-bedingungen des Angebots IFD-ÜSB sind in einem Konzept aufgeführt, das in den vergangenen Zeiträumen an geänderte Anforderungen angepasst und ergänzt wurde. Auf Grundlage des so entstandenen Konzepts "Berufsorientierungsmaßnahmen (BOM) für Schülerinnen und Schüler mit Behinderung in Rheinland-Pfalz - IFD-ÜSB/BOM" (Juni 2014) und des nachfolgenden Konzepts in 2018 erfolgte im April 2019 eine Kooperationsvereinbarung zwischen dem damaligen Ministerium für Soziales, Arbeit, Gesundheit und Demografie (MSAGD) Rheinland-Pfalz, dem Ministerium für Bildung (BM) Rheinland-Pfalz und der Regionaldirektion Rheinland-Pfalz-Saarland der Bundesagentur für Arbeit (RD RPS der BA). Mit einer aktualisierten Kooperationsvereinbarung im Oktober 2022 wurde das jetzige Konzept "Vorbereitung und Begleitung des Übergangs in den Beruf für Schülerinnen und Schüler mit Behinderungen in Rheinland-Pfalz - Eine gemeinsame Aufgabe von Agenturen für Arbeiter, Integrationsfachdiensten und Schulen (IFD/ÜSB)", welches Im Schuljahr 2022/2023 startete, untermauert. Aktuell bestehen Beauftragungen der IFD-ÜSB durch das Land Rheinland-Pfalz, vertreten durch die Präsidentin des Landesamtes für Soziales, Jugend und Versorgung (LSJV), bis 31.08.2028. Es ist beabsichtigt, die Leistungen des IFD-Angebotes ÜSB ab dem 01.09.2028 fortzusetzen. Dazu soll voraussichtlich im ersten Halbjahr 2028 ein gesondertes Ausschreibungsverfahren erfolgen. Zur Implementierung des Konzeptes und Mitwirkung bei der Steuerung der praxisnahen Umsetzung in den Schuljahren erfolgte bereits seit 2014 durch das LSJV als Auftraggeber eine Beauftragung zur wissenschaftlichen Begleitung und Evaluierung durch ein unabhängiges Institut. Diese Beauftragung wurde in Bezug auf die erforderlichen konzeptionellen Änderungen, Ergänzungen und Mitwirkungen erweitert und im Rahmen des Vergabeverfahrens "Wissenschaftliche Begleitung, Forschung, Evaluation und Entwicklung des Bereichs Übergang-Schule-Beruf (IDF-ÜSB) als Auftrag der Integrationsfachdienste " / Z.20-120 im Jahr 2019 erneut ausgeschrieben. Dieser Vertrag endet am 31.07.2026. Beim hier vorliegenden Vergabeverfahren handelt es sich um die Folgeausschreibung. Die Leistungen und Ergebnisse dieser wissenschaftlichen Begleitung und Evaluation unterstützen das ÜSB-Konzept wesentlich im Hinblick auf die Steuerung und Umsetzung. Niedersächsische KultusministeriumHannoverDeadline: Aug 05Für das Niedersächsische Kultusministerium soll eine Dienstleistung zur fachlich-wissenschaftlichen und technischen Vorbereitung und Umsetzung der bundesweiten Vergleichsarbeiten VERA-3 und VERA-8 zum Schuljahr 2026/2027 vergeben werden. Ziel der Vergabe der Durchführung des Projekts VERA-3 und VERA-8 ist die Vorbereitung, Umsetzung und Auswertung von Online-Testungen in den Fächern Deutsch und Mathematik, ggf. Englisch im Rahmen der bundesweiten Vergleichsarbeiten. Gleichzeitig wird den Schulen optional für alle Fächer eine papierbasierte Durchführung der Vergleichs-arbeiten angeboten, sofern sie diese Form der Testung vorziehen. Inception Report: The first deliverable will be an inception report that outlines the methodology and planning for the surveys. This report is aimed at establishing a clear framework for survey approaches, data collection, analysis as well as Midline and Endline report structure. Work on this report is set to commence in August 2026, ensuring adequate preparation and planning for the subsequent phases of the project. Regarding the qualitative data collection approach, the contracts should specify a qualitative method applicable to the indicators. Endline Assessment Report: The final work package involves delivering a project end-term assessment report, expected in the fourth quarter of 2028.
