Ziel der Vergabe ist es, einen Dienstleistungspartner zu finden, der in der Lage ist, die qualitativen Anforderungen des UKD kombiniert mit den maximal möglichen wirtschaftlichen Effekten zu erfüllen. Die Leistungserbringung wird hierbei in Form von Service-Level-Agreement (SLA) definiert. In den SLA wird das Ergebnis bzw. der zu prüfende Leistungsinhalt konkret beschrieben. Auf Basis der SLA und eines transparent zu gestaltenden Kontrollsystems werden die Ergebnisse geprüft und bewertet. Die Abweichungen werden anhand ihrer Bedeutung gewichtet und in einem Punktesystem so erfasst, dass gravierende Abweichungen von der vereinbarten Leistung (vereinbarte Leistung = 100%) zu einem anteiligen Rechnungsabschlag führen.
