Hemsedal municipality would like to enter into an ongoing service contract with one tenderer for carrying out winter operations and maintenance on municipal roads and open spaces. The contract period is 4 years, starting 17 September 2026. The contracting authority has a unilateral option to extend the contract on verbatim terms for 2+2 years, so that the maximum contract length is 8 years. Winter maintenance means snow clearing, gritting, snow blowing, snow and ice planing, clearing road junctions and car parks etc. Tenderers shall themselves keep all equipment and material that is necessary for the execution of winter maintenance in accordance with the competition documents. The objective of the procurement is to ensure a safe and accessible municipal road network throughout the winter season. OFA IKSGJERSTADGjerstad municipality shall enter into framework agreements for winter maintenance on municipal roads. The framework agreement is for the hire of tractors and possibly other machines with drivers for snow clearing and clearing municipal roads/open spaces. Winter operations mainly comprise routine operational assignments, stand-by assignments and reports to the contracting authority. The term operational assignments includes snow clearing and gritting of roads, car parks and foot paths/pavements etc. It is the tenderer ́s responsibility to ensure that winter maintenance is carried out in accordance with the current service level (self-call-out) in accordance with the current requirements. Apprentices: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7 and concluded that there is no requirement for apprentices in this procurement as the contract ́s main element does not include work where it is relevant to use labour with vocational or craft certificates, cf. the apprentice regulations § 6 (3).
