The management, operation, maintenance and development of technical facilities in relation to the televising and distribution of Oireachtas parliamentary proceedings and the Oireachtas TV channel. As the services in question fall within the categorisation of Chapter I of Title III to Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014 on public procurement and repealing Directive 2004/18/EC, the Contracting Authority is free to choose any award procedure on condition that it observes the principles of equal treatment and transparency at all times. The Contracting Authority is therefore employing a Single Stage Tendering Procedure involving Negotiation in order to award this contract. Houses of the Oireachtas ServiceDeadline: Aug 06The Houses of the Oireachtas Commission (hereinafter referred to as the “Contracting Authority”) wishes to engage in a Pre-Market Consultation (PMC) exercise in relation to the provision, implementation, and support of a Time and Attendance solution and associated services. The Contracting Authority is responsible for the running of the Houses of the Oireachtas, or Irish Parliament (Dáil Éireann, Seanad Éireann and Oireachtas Committees), and acts as governing body of the Houses of the Oireachtas Service (“the Service”). The Service is the public service body that provides parliamentary administration services to the Houses of the Oireachtas on behalf of the Contracting Authority. The Service provides advice and support services to the Commission, the Houses and their Committees, to Members of the Houses (i.e. TDs and Senators - the elected representatives, hereinafter collectively referred to as “Members”) and to the Members political staff / employees. There are 7 Contracting Authority locations, with 30 clocking terminals spread throughout these locations. All locations have strict access and security requirements. This procurement is conducted in accordance with the provisions of Directive 2014/24/EU as implemented in Ireland by the European Union (Award of Public Authority Contracts) Regulations 2016 (S.I. No. 284 of 2016), and specifically under the Light Touch Regime (LTR) applicable to certain social and other specific services.
