Expert Pools for the Global Gateway (GG) Investment Climate Reform (ICR) Facility
Developing and emerging countries face major challenges in transforming their economies along sustainable paths. Investments are central to this transformation and to fostering sustainable economic growth, but attracting high-quality, long-term capital requires a supportive, business-friendly environment. To help close the global EUR13 trillion investment gap by 2040, the EU launched the Global Gateway (GG), aiming to mobilize up to EUR300 billion for sustainable, high-impact projects. The GG strategy includes large-scale infrastructure investments measures, as well as measures that address the investment climate and the general enabling environment for economic growth. The Global Gateway (GG) Investment Climate Reform (ICR) Facility is implemented by GIZ (lead), Expertise France, and SNV. It supports EU partner countries in implementing reforms that unlock private investment and foster sustainable growth. This way, the GG ICR Facility also creates opportunities for the EU Member States" private sector to invest and remain competitive. The GG ICR Facility builds on the successful "ICR Facility 2020-2025", by reinforcing programmatic engagement, boosting private sector involvement, and aligning more closely with GG and Team Europe strategies. Its overall objective is that the investment climate in partner countries is improved ensuring that GG projects generate sustainable growth and jobs. The specific objective is that supported stakeholders design or implement investment climate actions that leverage the impact of GG projects to the general business environment. The Facility targets 50-60% of interventions to contribute directly to gender equality, including reforms to remove barriers for women entrepreneurs and improve their access to markets and finance. The Facility supports partner countries with targeted interventions to implement investment climate reforms and related measures that enable private sector development and sustainable investment, especially in the context of GG projects. Complementing the financing aspects of GG projects, the Facility focuses on improving the business environment and investment climate with public and private stakeholders at local, national, regional, and international levels engaged in trade, regional integration, private sector development, and investment climate reforms. It supports reforms, helping to reduce cross-border trade costs, attract investments, promote inclusive local development, developing and strengthening international value chains as well as improve long-term financing through stronger and more pro-active local financial systems. Ultimate goal is to enhance overall investment so that local economic development and job development take place. Special emphasis is placed on economically empowering women to ensure inclusive growth. Scaling Up Implementation and Institutional Capacity for Energy Management Systems (EnMS) in Pakistan
Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. They will provide technical and administrative support to the EU-cofinanced output "Modernise and Harmonise Ethiopia"s Tax Administration and Customs Management Systems for Private Sector Growth." - Specific Objective 1: Enhance transparent, proactive and accountable domestic tax administration systems in Ethiopia with better understanding and service to private sector operators in critical value chains. - Specific Objective 2: Enhance cross-border trade facilitation through optimized electronic customs management and valuation systems and efficient customs services that leverage digital means. The contractor will support project implementation across six output areas: 1. The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. The contractor will provide analytical, advisory and capacity development services structured around five interlinked work packages. Work Package 1 - Analysis of Current Practice and Legal Frameworks The contractor will analyse cross-border material flows and CE-relevant product streams in ASEAN, identifying key sectors (including electrical and electronic equipment, textiles and plastics) and assessing strengths, weaknesses, barriers and opportunities. A comprehensive review of ASEAN-level agreements and national regulatory frameworks - with a focus on Cambodia, Lao PDR and Viet Nam - will be conducted, including relevant Multilateral Environmental Agreements (e.g. Basel Convention), HS/AHTN classifications and customs procedures. The contractor will identify regulatory gaps, assess harmonisation needs, and develop tailored recommendations to strengthen regional coherence and facilitate circular trade. International best practices will be compiled and adapted to the ASEAN context. Work Package 2 - Capacity Development of ASEAN Bodies Based on the analytical findings, the contractor will design and implement a capacity development strategy for relevant ASEAN Sectoral Bodies (including CCA, ATF-JCC, CCC and CECWG). This includes needs assessments, development of training modules, technical advisory support, and facilitation of policy dialogues. The contractor will support the integration of CE-related provisions into regional trade frameworks, including ATIGA and other RTAs, and assist ASEAN bodies in developing proposals and roadmap elements on trade-related circular economy aspects. Work Package 3 - Capacity Development of National Authorities At national level, with particular focus on Cambodia, Lao PDR and Viet Nam, the contractor will strengthen the capacity of ministries and relevant institutions to develop and adapt national requirements related to CE and trade. Activities include national gap assessments, advisory services on regulatory reforms, peer learning among AMS, facilitation of inter-ministerial coordination, and support for impact assessments and policy formulation. The objective is to develop concrete proposals for improved regulatory frameworks and national requirements. Work Package 4 - Private Sector Engagement and Public-Private Dialogue The contractor will support business associations and companies, especially women-led enterprises, to strengthen their engagement in policy processes and develop circular business models with cross-border relevance. Capacity building, matchmaking, regional exchanges and facilitation of public-private dialogues will enable the formulation of private sector recommendations for improved regulatory environments. The contractor will also support cross-border peer learning among businesses in selected ASEAN Member States. Work Package 5 - Customs Cooperation and Green Customs Technical assistance will be provided to customs authorities to enhance control and facilitation of CE-related goods and environmentally sensitive shipments. The contractor will conduct customs capacity needs assessments, deliver targeted training (including on MEAs, green customs, HS classification, and digital risk management tools), and develop recommendations to improve national customs practices and regional alignment. Particular attention will be given to Cambodia, Lao PDR and Viet Nam, while facilitating ASEAN-wide peer exchange. 81323050-Transforming agribusinesses to improve the employment situation in the Kurdistan Region of Iraq
EPSI seeks to commission external technical expertise to contribute to Output 3 ("Fit for Business") of the project: "The technical and financial capacities of refugees, IDPs and people from the host communities to set up, expand or reactivate MSMEs have been enhanced." Output 3 focuses on strengthening the technical, managerial, and financial capacities of MSMEs through structured training, coaching and mentoring, access to financial support, and market linkages. Entrepreneurs are supported to establish or expand their businesses, improve productivity and incomes, and create employment opportunities. In parallel, local Business Development Service (BDS) providers are capacitated to sustainably deliver high-quality services to MSMEs. In all measures under Output 3, the different realities of IDPs, refugees and returnees-particularly women and persons with disabilities-are taken into account. In addition, the acquisition of professional skills relevant to environmental protection, climate action and climate-smart agriculture is prioritised in the output. Objective and Scope of the Assignment The objective of this assignment is to build the capacity of 70 existing agribusiness SMEs to expand their operations, improve working conditions and incomes, and contribute to employment creation in underserved areas of the Kurdistan Region of Iraq (KRI). The contractor shall plan and implement one full SME Loop cycle (GIZ methodology) for 70 agribusiness SMEs, in close cooperation with one competitively selected local BDS provider, which will be capacitated to independently deliver training and coaching services. The assignment will be implemented in Soran Administration (Erbil Governorate) and Garmyan Independent Administration (Sulaimaniyah Governorate). Scope of Services and Work Packages The assignment consists of four interlinked Work Packages (WP1-WP4), all under the responsibility of the contractor and contributing to the achievement of EPSI"s Output 3. WP1: Selection and Capacity Building of Local BDS Provider The contractor shall competitively select and capacitate one local BDS provider to deliver the SME Loop methodology. This includes the development of a transparent selection process, support to establish an implementation team, and delivery of Training of Trainers and Training of Coaches, ensuring readiness to implement WP2 and WP3. WP2: Training and Coaching of Agribusiness SMEs The contractor shall support the BDS provider to deliver SME Loop classroom trainings and structured coaching to 70 selected agribusiness SMEs. This includes adaptation of training modules to the agribusiness and climate-smart context, inclusive SME selection, delivery of trainings and coaching cycles, and systematic monitoring of SME progress and performance. WP3: Financial Support to Agribusiness SMEs The contractor shall provide technical support for the provision of financial support to 34 high-performing agribusiness SMEs that successfully complete WP2 and demonstrate competitive, market-relevant business models. This includes technical support during the grant application and selection process, as well as monitoring of grant utilisation and business investment outcomes in line with project requirements. WP4: Peer Learning, Youth Linkages and Market Networking The contractor shall facilitate peer learning, employment linkages, and market access to translate capacity development and financial support into sustainable outcomes. This includes cross-governorate peer learning among agribusiness SMEs, linking youth (students and graduates of agriculture-related disciplines) to SMEs for internships and employment, strengthening private-sector and market linkages, and documenting lessons learned and good practices. For the implementation fo these work packages, fo these work packages, the tenderer shall provide: - Two key experts responsible for overall technical leadership, coordination, and quality assurance; - One expert pool with international expertise providing specialised technical expertise; and - One expert pool with national expertise providing coaching and field-level support. The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP. In order to ensure the effective implementation of integrated management approaches for protected areas with diverse ecosystems, the project requires comprehensive technical expertise, innovative solutions, and alignment with global best practices. Given the complexity of protected area management - including conservation finance for protect areas, digital approaches to capacity building and biodiversity monitoring, forest carbon, ecosystem restoration, and community-based tourism - the project demands highly specialised knowledge that often extends beyond domestic expertise and resources. Services to be provided in the above-mentioned fields shall be in line with international standards and best practices. Required are technical assistance, facilitate capacity building, and introduce international standards and methodologies in protected area management. Required is further a profound understanding of the Vietnamese context and actors in the biodiversity conservation sector to match international best practices to local needs and systems. Contribution is needed to achieving the outcome and three outputs (outputs 1, 3, and 4) of the project Management and Protection of Protected Areas with Diverse Ecosystems in Viet Nam (MEPA) through delivering on selected indicators and task packages as well as full responsibilty for delivering on one output (output 2) as described in key tasks below. WP 1 on Output 1: The objective of this output is to improve the knowledge base among the responsible authorities on regulatory and technical aspects of integrated protected area management. - Studies for informing advancing policy instruments for the integrated management of protected areas in Viet Nam - Develop, standardise, and digitalise training curriculum on conservation finance WP2 on Output 2: The objective of this output is to strengthen protected area management boards" capacities for financial planning and management as well as to mobilise additional investment for biodiversity conservation. - Analysis of the current financial capacity, gaps and needs of the three pilot PAs in responding to their management and protection tasks and responsibilities. This will include the review and analysis of all available fundings and the efficiency in use of current financial resources applying the Protected Area Financing Self-Assessment (PAFSAT). - Develop sustainable financing "models" through plans and roadmaps for three pilot PAs including identifying potential additional sources of finance for the PA management and protection and how to mobilise/access it. A focus lies on private sector cooperation. - Coaching, training and facilitated expert exchanges during the entire assessment, planning and model implementation. This may include but is not limited to theory and practice of financial management, accounting, monitoring and reporting; fund raising, application writing and negotiation. Capacity building measures are based on PA"s needs and PA specific training plans are to be developed and implemented. - Prepare contents for the self-learning training curriculum on sustainable financing to incorporate into the digitalized training modules of the project. - Standardise reporting and accounting systems according to the requirements and regulations of donors/investors for the pilot protected area. Equip each pilot PA with an up-to-date accounting software if necessary. - Monitor and evaluate the financial management capacity as well as progress in resource mobilisation of each pilot PA by the project end to see the impact. Output 2 is outsourced in its entirety, that is the complete responsibility for delivery of results. A a comprehensive concept note is to be developped for agreement with GIZ, VNFOREST and 3 PAs. WP3 on Output 3: The objective of this output is to advance ecosystem restoration including the halting and reversing ecosystem degradation or unsustainable resource use in protected areas. This should be achieved through participatory, multi-stakeholder and cross-sectoral approaches. - Carry out study on ecosystem degradation risk / deforestation risk - Develop and test an approach for using digital tools (drones, remote sensing) for forest carbon assessment of a prevalent eco-system in the PA - Conduct eligibility and (pre-)feasibility study for a potential forest carbon project - Standardize carbon stock assessment method for the prevalent eco-system in the PA as an input to the national forest MRV. - Develop road map with options for financing to advance digital approaches to PA management WP4 on Output 4: The objective if this output is to improve the professional capacities of the administration and residents of selected protected areas for the planning and implementation of community-based, socially and environmentally compatible tourism. - Summarise good practices internationally on socially and environmentally responsible community-based tourism - Develop approach for assessing social and environmental compatibility of tourist development in PAs in Viet Nam - Assess existing trainings material and trainings on community-based tourism conducted against international best practice For the implementation of these tasks, core experts for a large part will need to deliver the services in country. The majority of work in the expert pools can be performed from their home bases; individual trips to or in Vietnam are necessary.
