TUS is seeking to establish two Multi-Operator Framework Agreements (MOFAs) with suitable electrical works contractors. The procurement process is structured in two Lots. Each Lot is a standalone competition where up to 6 single applicants will be selected and appointed. The purpose of these multi-operator framework agreements is to establish a structured and efficient mechanism through which TUS can procure and deliver a range of General electrical Works projects/ contracts over a four-year period from the commencement date of each framework. Lot 1 - Multi Operator Framework Agreements of Electrical Works Contractors for Electrical Works in TUS Midlands €200,000 – €2 million. Lot 2 - Multi Operator Framework Agreements of Electrical Works Contractors for Electrical Works in TUS Midwest €200,000 – €2 million.

Modern Methods of Construction (MMC) Specialist(s) - including but not limited to Volumetric Housing Units; Panelised (Timber Frame, Light Gauge Steel Frame, Precast Concrete Panels and Structurally-Insulated Panels); Insulated Concrete formwork. The framework will have an overall estimated value of €250 million, and it is intended that seven contractors will be appointed. The framework is for Contractor-Designed projects, with PW-CF2 to be used as the form of public works contract. The following consultancy services will also be required as part of the Contractor’s Design Team: • Designer – Architectural Services (Contractor Design Specialist), including PSDP • Designer – Civil and Structural Engineering Services (Contractor Design Specialist) • Designer – Mechanical and Electrical Services (Contractor Design Specialist) The initial project comprises the construction of 45 No. social housing units on a Design and Build basis using Modern Methods of Construction (MMC) at Broomfield West (Phase B), Midleton, Co. Cork. The accommodation comprises: • 10 No. 1-bed apartments • 8 No. 2-bed apartments • 3 No. two-storey 4-bed semi-detached houses • 8 No. 2-bed terrace houses • 16 No. 3-bed terrace houses The works will also include associated mechanical and electrical services installations, together with associated site development and external works. A set of Part 8 Planning Drawings accompanies this Suitability Assessment Questionnaire for illustration purposes. There is no guarantee of any subsequent contracts under the framework. However, any additional projects arising during the term of the framework will be awarded by way of mini-competition, with tenders assessed on the basis of cost and quality. Additional information regarding the scope of the framework and the initial contract will be provided at Stage 2 of the process. The LDA was established in September 2018 and is a key Irish Government land management initiative. The Government has committed to providing the LDA with equity capital of up to €8.75 billion to facilitate large scale delivery of housing. Our core objectives are to: • Coordinate appropriate State lands throughout the country for regeneration and development, opening up key sites for housing delivery. • Driving strategic land assembly, working with both public and private sector land owners; • Contributing towards the delivery of affordable housing; and • Become a leading influencer of housing and land management, through research and innovation DESCRIPTION OF THE FRAMEWORK: -- The framework is intended to cover site investigations works related to Geotechnical and Geoenvironmental specialties. The framework will be utilised to engage contractors to undertake intrusive site investigation works specified by the project engineer. Examples of the intrusive investigations include; • Trial Pits to 3m • Boreholes to 15m • Rotary Cores to 20m • Geotechnical Lab tests • Geoenvironmental Lab Tests The framework will be utilised for LDA Projects throughout Ireland. The sites will vary in size and complexity. Projects will be focused on residential use, with a variety of high-density developments and low-density developments. The development sites may be Greenfields or brownfields sites. The framework members will be expected to undertake the intrusive site investigations works on site and produce the accompanying reporting. They will be expected to have suitably qualified and experienced resources in Geotechnical and Environmental disciplines. Examples of the required reporting include; • Geotechnical o Factual Ground Investigation Report o Interpretative Ground Investigation Report • Geoenvironmental o Waste Classification Report o Geoenvironmental Soil Classification Drawings o GQRA It is anticipated that the framework will have a duration of four (4) years with an estimated value of four (4) million euros total. This figure is indicative only, as there is no guaranteed expenditure under the Framework Agreement.
