Samaritans Ireland is implementing its strategic plan “Tackling Suicide Together” (2022–2027, extended to 2029), which aims to contribute to a reduction in suicide through increased awareness and access to emotional support services. Despite strong brand trust and operational scale, the organisation has identified a gap in spontaneous brand awareness, particularly among adults aged 18–34. There is also evidence of public misunderstanding regarding the scope of services provided. This procurement is being conducted under the Light Touch Regime applicable to social and other specific services pursuant to the European Union (Award of Public Authority Contracts) Regulations 2016 (S.I. No. 284/2016), as amended, and the relevant provisions of Directive 2014/24/EU. The procurement is being conducted using the Open Procedure and is subject to the applicable requirements and principles of equal treatment, non-discrimination, transparency, proportionality and competition. The NTPF may specify service volumes and implementation arrangements through Call-Off Contracts awarded in accordance with the Framework Agreement and the procurement documents. The NTPF wishes to appoint Healthcare Provider(s) for each of the Lots indicated below.
