Die TDP Call 2025 besteht aus sechs Aktionen. Jede Aktion wird durch direkte Verträge in drei Stufen umgesetzt. Nach der Ausschreibung wird ein Direktvertrag für Stufe 1 vergeben. Nur Auftragnehmer, die eine Stufe erfolgreich abgeschlossen haben und deren Preis innerhalb der Höchstgrenzen liegt, können zur nächsten Stufe übergehen.
