Das Technology Development Programme (TDP) ist eine vor-kommerzielle Beschaffung (PCP), die innovative Marktakteure in einem offenen, transparenten und wettbewerblichen Prozess herausfordert, neue Lösungen für technologisch anspruchsvolle mittel- bis langfristige Herausforderungen im öffentlichen Interesse zu entwickeln. Der Call 2025 umfasst sechs Aktionen. Jede Aktion wird über direkte Verträge mit drei Stufen umgesetzt. Nach der Ausschreibungsphase werden Verträge für Stufe 1 an einen oder mehrere Auftragnehmer vergeben. Nur erfolgreiche Teilnehmer einer Stufe dürfen zur nächsten Stufe fortschreiten, sofern der Preis innerhalb der Höchstgrenze bleibt.

Key recommendations from the OECD, SME Taskforce and the Department of Enterprise, Trade and Employment “White Paper on Enterprise 2030” were made to address this, including the development of a single offering and programme that would support companies in a holistic way to build the capability and capacity to meet the key requirements at each stage of the their export journey.
