WHODjiboutiDeadline: Sep 18The World Health Organization (WHO) Philippines seeks a qualified institutional partner to provide technical assistance for two complementary workstreams: (1) an implementation gap analysis of the WHO Mental Health Gap Action Programme (mhGAP); and (2) a country-level assessment of mental health and climate change in the Philippines. Mental health conditions remain a major public health concern globally and in the Philippines. The Philippine National Survey on Mental Health and Well-being (NSMHW) 2021 found that approximately one in seven Filipino adults experienced at least one mental health problem during their lifetime. This highlights the continuing need to strengthen access to quality, integrated, and people-centred mental health services, while generating evidence to inform policies and programmes that respond to emerging and evolving mental health challenges. WHO Philippines continues to support the Department of Health (DOH) in strengthening mental health systems through evidence-informed policies, programmes, and service delivery. A key component of this effort is the implementation of the WHO Mental Health Gap Action Programme (mhGAP), which aims to integrate evidence-based mental health services into primary health care. Since its introduction in the Philippines in 2014, mhGAP has been widely adopted and integrated into national mental health initiatives. However, implementation varies across settings due to differences in workforce capacity, governance, availability of medicines, referral mechanisms, financing and monitoring systems. A systematic implementation gap analysis is therefore needed to assess the current status of mhGAP implementation, identify barriers and enabling factors, and generate actionable recommendations to strengthen its scale-up, institutionalization and sustainability within primary health care. Inception Report: The first deliverable will be an inception report that outlines the methodology and planning for the surveys. This report is aimed at establishing a clear framework for survey approaches, data collection, analysis as well as Midline and Endline report structure. Work on this report is set to commence in August 2026, ensuring adequate preparation and planning for the subsequent phases of the project. Regarding the qualitative data collection approach, the contracts should specify a qualitative method applicable to the indicators. The proposed methods may include Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and direct observation during site visits - are deployed in sequence across the three phases of data collection. Data is analysed thematically and triangulated with quantitative findings before results are finalised Moreover, the contractor will establish a comprehensive, verified, and evidence-based data collection that accurately measures employment, local value addition, export market performance, sustainability certification, MSME processing capacity and IAF service improvement across all targeted indicators. 2. Midline Assessment Report: The second deliverable will be a comprehensive mid-term assessment report, which will evaluate the progress and indicators achievement of the project to date. This report is expected to be finalized and submitted in the fourth quarter of 2026. It will include detailed findings, insights, and recommendations that will guide any necessary adjustments to the project's approach. 3. Endline Assessment Report: The final work package involves delivering a project end-term assessment report, expected in the fourth quarter of 2028. This report will conduct an in-depth analysis of the indicators" achievement, impact and effectiveness of the EU-German CAPSAFE intervention throughout the entire execution period. It will synthesize data collected over the course of the project and provide a thorough evaluation of the results achieved, to some extent offering valuable insights for future initiatives.
