The delivery includes street lighting control cabinet in accordance with the requirement specifications, including connection of customer delivered equipment/control units, necessary documentation, engineer support in engineering design work, as well as service, alterations and maintenance as needed. The framework agreement shall cover Lyse Lux AS ́ continuous need for street lighting control cabinet in the contract period. Call-offs will occur as needed and the contracting authority is not obliged to procure a specific volume. The procurement will be carried out as an open tender contest in accordance with the public procurement regulations parts I and III.

The agreement shall assist Norad's work with internal control, internal audit and performance management occurring in accordance with the law and regulations, best practice, relevant standards and frameworks for internal audits, as well as applicable instructions. The contract shall also provide access to external competence and a larger professional environment. The internal audit will report directly to Norad's Director and is an independent administration. The scope of work follows Norad's area of responsibility and comprises the entire entity, including assignments performed by external entities. Audits will be selected for risk based and carried out within risk management, performance management and internal control. Six to eight audits are planned annually, in addition to ad hoc assignments. The contract can also include internal control assistance. The internal audit will be responsible for the receipt and handling of signals, carried out by internal employees. The notification function is not included in the contract. The internal audit uses a systematic method to assist the Director in ensuring that Norad is operated in accordance with the management principles for government entities, cf. the governmental financial management regulations. The Directorate ́s risk picture is the basis for the choice of audits, which are determined in the annual audit plan approved by the Director. The internal audit is in dialogue with the organisation and, when needed, provides advice and guidance for performance management, internal control and risk management. There is a need for expertise for audits, consultancy assignments and support with the development and implementation of internal control, as well as the need for the audit plan, annual report and strategic guidance. The assignments will vary in nature, extent and complexity. Consultants must be able to work independently. Tenderers shall offer the assignment manager partner, team manager (operative coordinator) and multi-disciplinary delivery team with experience from internal audits and strategic consulting. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. Within the scope of this tender, TTG intends to procure Control System components including, but not limited to, bay control units, station control units, interface devices, and related auxiliary equipment. A central focus of the procurement is the use of the communication protocol IEC 60870‑5‑104 (IEC 104) for the exchange of control, status and measurement data between the substation level and higher‑level control systems. The devices shall support typical substation automation functions, reliable IEC 104 communication, and seamless integration into existing station control concepts in accordance with applicable technical standards. The subject of this tender is the supply of Control Systems hardware, including IEDs and associated components, as well as related documentation and services necessary for commissioning and integration into TTG’s substations. The framework agreement shall enable TTG to call off devices on demand over the contract term for new installations, refurbishments, and replacement purposes. Parallel to the hardware framework agreement, TTG intends to conclude a separate service contract covering the maintenance of the devices and the maintenance of embedded software, including corrective and preventive measures as well as software updates and upgrades, in accordance with the contractual provisions. Due to increasing requirements regarding system availability and redundancy, the procurement procedure is structured into two lots, which will be awarded separately. The lot structure is intended to ensure supply security, operational resilience and redundancy of the Control Systems deployed within TTG’s transmission grid. Therefore, only Control Systems and equipment that comply with TTG’s Operational Technology security requirements may be offered (OT security and IT security requirements).
