Hamar municipality is conducting school swimming for primary and secondary schools in Ankerskogen swimming pool. On that occasion Hamar municipality needs buses to and from some of the schools. The school swimming will be organised to 2nd, 3rd, 4th, 6th, 8th and 10th years. The other school grades shall not have school swimming and are therefore not included in the tender. Students at Rollsløkken school should only have a bus to Ankerskogen swimming pool. The school swimming has a limit of up to approx. 30 pupils per trip + up to 3 adult companions, so that one normal bus per class per time will be carried out. Haugesund KommuneHAUGESUNDHaugesund municipality shall enter into contracts for transport services. Three sub-contracts shall be signed, including one ongoing service contract and two framework agreements. A contract shall be signed with one tenderer per sub-contract, but one tenderer can submit tenders for one or several of the sub-contracts and can be awarded several sub-contracts. The sub-contracts include the following: Sub-contract A: Ongoing service agreement for driving pupils in connection with regular school transport of pupils with dangerous school roads. This includes i.a. driving pupils to and from schools during the entire school year, with the exception of holidays, holidays etc. Sub-contract B: Framework agreement for transporting taxis and maxitaxi for various municipal assignments. This includes i.a. driving of users connected to the municipality ́s day centre, residential and welfare centres, driving employees in assignments, as well as driving older users. Sub-contract C: Framework agreement for transporting buses and mini buses for excursions and trips. This includes i.a. driving pupils, nursery children, municipal users, municipal employees etc. in minibuses and buses. The framework agreements and the ongoing service agreement will have a duration of two years. Most of the service will be transport of pupils to and from all pupils, as well as transport of pupils to and from school camps. In addition the service will include general transport of groups to different purposes. The procurement ́s value is estimated to: NOK 8,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 40,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. APPRENTICE: The contracting authority has assessed the procurement against the Public Procurement Act § 5h and concluded that there is no requirement for apprentices in this procurement as it is considered disproportionate, cf. §5h (4) as it is seen as disproportionately for the content, extent of the work and the following reasons: * There is a need for specialised competence that an apprentice cannot be expected to hold. We point out that the driver must be over 21 years old and have driver's rights in class D1, D1E, D or DE for passenger transport. * The works are normally carried out by only one person. We point out that there is normally only one driver on buses, and with the use of an apprentice it is presumed that the tenderer has an additional driver to follow up the apprentice. * The work assignments are not considered suitable for apprentices due to the nature of the work and requirements for health, safety and the environment.
