PEACETIME is a cross-border research project and will include work in Donegal, but respondents to this tender competition are bidding for delivery of work in the Derry GP Federation area only. This tender competition is being managed by the Derry GP Federation, who are a partner in the PEACETIME project. A contract between the Derry GP Federation and the tenderer(s) will be finalised ahead of formal go ahead for the delivery of the project. Service Providers are requested to submit a tender, only if they are confident that they have the requisite experience and expertise as outlined in the project documentation, commencing as soon as is practicable after award of contract. ABAKUS ASENGERDALPurpose and scope Elverum municipality intends to enter into a framework agreement for temporary staff services within municipal health and care services. The contract includes, among other things: Doctors for use in institutions/nursing homes, health centres, family doctor's offices and emergency doctor surgeries. Nurse emergency doctor surgery Nurses and health care workers for use in institutions/nursing homes, home based services and the emergency doctor surgery. The objective of the procurement is to ensure reliable operation of the municipality ́s statutory health and care services by covering the need for qualified personnel in connection with absence and capacity challenges. The contract shall contribute to the municipality always having access to available and competent temporary staff who can carry out the assignments in accordance with applicable requirements for quality, patient safety and professional prudence. The framework agreement shall be able to be used by all relevant entities within the health and welfare sector in the municipality that have a need for external temporary staff. The need for temporary staff services will vary and can occur both in connection with planned leave, such as holidays and leave and for unforeseen events or increased activity. The assignments can be both shorter and longer and the need will typically be greatest during holiday periods, public holidays and weekends. The tenderer is required to have sufficient capacity and access to qualified personnel to be able to cover the contracting authority ́s needs when this occurs. The delivery shall be of high quality and it shall fulfil the current requirements in legislation and agreements, including working environment legislation and relevant tariff provisions. Tenderers shall actively use their competence and experience to ensure good execution of the delivery and contribute to achieving the objective of the framework agreement. Call-off mechanism The following call-off mechanisms will be used when ordering the framework agreement: If there is a need for temporary staff(s) contacted first supplier A. If tenderer A cannot deliver within the deadline stated in the order, the request goes to supplier B on the same terms. If supplier B is unable to deliver, the enquiry will go to supplier C. It is a prerequisite that supplier A has the capacity to deliver in most cases, especially when it comes to planned call-offs. If a tenderer is not able to deliver, it is obligated to state this, without undue delay. ABAKUS ASENGERDALBackground Vågå municipality shall establish a framework agreement for staffing services within health and care in order to ensure stable and reliable operation in the municipality ́s services. The need concerns both planned absences, such as holidays and leave, and unforeseen absences, such as sick leave and extraordinary events. The municipality needs quick access to competent health personnel, especially in periods with high loads such as summer holidays, weekends and holidays. It is important that the hired personnel can be put in without unnecessarily start-up time and that the tenderer has sufficient capacity to cover both short-term and longer assignments. The procurement will also be carried out as the municipality ́s current agreement expires and the municipality needs a temporary system until Vågå municipality enters a joint procurement in Nord-Gudbrandsdalen. The framework agreement shall, therefore, ensure continuity in the services until a new joint contract is established. The municipality emphasises that the delivery is of high quality and that the tenderer contributes to serious and reliable manpower systems in accordance with the current rules and tariff conditions. Description of the assignment The procurement concerns a framework agreement for the delivery of temporary staff services to Vågå municipality ́s activities in health and care. The framework agreement shall cover the municipality ́s need for the hire of qualified health personnel for both planned and acute absences. The delivery mainly includes nurses and health workers, or equivalent personnel, for assignments of varying scope and length. There is a particular need for available personnel during the summer holiday period, at weekends and holidays, as well as for nurses who can be put on short notice. The municipality needs a tenderer with good access to relevant temporary staff and with routines that ensure effective orders, close follow-up and quick management of deviations or needs for change of personnel. Tenderers must be able to provide personnel with the necessary documentation and qualifications so that the assignment can start quickly and responsibly. The estimated annual amount under the framework agreement is approx. NOK 11,000,000 excluding VAT. The estimate is based on historical consumption and the expected need, and it does not involve any purchasing obligation. The framework agreement shall be valid until 23.11.2027. The municipalities have a high proportion of non-Western immigrants and refugees among the population. NAV Fredrikstad and NAV Sarpsborg perceive that the existing measures are not sufficient for success well enough with work inclusion for this group. The offices are therefore working together on an innovative procurement with the aim of finding new initiatives that can contribute to the work including of non-Western immigrants with low education and language level. About the event Fredrikstad and Sarpsborg municipalities invite tenderers to a dialogue conference at Lisleby Samfunnshus, Monday 15 September 2025, 09:00-12:00. The target groups for the dialogue conference are suppliers, consortiums, nonprofit organisations or others who want to develop a comprehensive and innovative methodology for working including non-Western immigrants with low education and language level. NAV would like to explore new measures to increase the work inclusion with input and ideas from different perspectives than those that would like to form the basis for procurements of labour market measures. Suppliers who have worked on similar problems or have ideas they would like to try out are in the target group for this market dialogue.
