Inception Report: The first deliverable will be an inception report that outlines the methodology and planning for the surveys. This report is aimed at establishing a clear framework for survey approaches, data collection, analysis as well as Midline and Endline report structure. Work on this report is set to commence in August 2026, ensuring adequate preparation and planning for the subsequent phases of the project. Regarding the qualitative data collection approach, the contracts should specify a qualitative method applicable to the indicators. The proposed methods may include Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and direct observation during site visits - are deployed in sequence across the three phases of data collection. The specific objectives of this contract are i) to undertake the EMBAL field survey in all EU Member States in 2028 and 2029, and ii) to analyse the collected data. UmweltbundesamtDessau-RoßlauDeadline: Aug 11Die Umweltprobenbank des Bundes (UPB) archiviert seit Mitte der 1990er Jahre systematisch Gewässerproben. Sie nutzt standardisierte Probenahmeprotokolle für limnische Ökosysteme und eine weltweit einzigartige kontinuierliche Kühlkette mit Flüssigstickstoff-lagerung unter −150 °C. Diese Ultra-Tiefkühlung gewährleistet die langfristige Integrität chemischer und molekularer Komponenten, selbst in jahrzehntealten Proben. Zum Analy-sespektrum gehören chemische Untersuchungen bekannter und neu auftretender Schad-stoffe mittels Target-, Non-Target- und wirkungsbasierter Verfahren sowie Omics-Technologien wie Metabarcoding, Metagenomik und Transkriptomik zur Analyse biologi-scher Vielfalt und chemischer Wirkmechanismen. . Gewässer erfüllen zentrale regulierende Funktionen für Stoffkreisläufe, Biodiversität und Nährstoffverfügbarkeit und liefern zugleich materielle und immaterielle Leistungen für menschliche Existenz, Wirtschaft und gesellschaftliche Lebensqualität. Integrierte Ansätze zur gemeinsamen Betrachtung von Umwelt- und Gesundheitsaspekten werden seit den 1970er Jahren diskutiert und waren Teil der Gründungsidee der UPB. Seitdem erfolgt eine systematische Langzeitbeprobung von Ökosystemen und Humankollektiven zur Doku-mentation von Umwelt- und Gesundheitsentwicklungen. . Bislang werden UPB-Umweltdaten jedoch vor allem für Chemikalienmonitoring und regulatorische Fragestellungen genutzt. Ein integrierter Ansatz fehlt weitgehend. Gewässerindikatoren konzentrieren sich derzeit überwiegend auf klassische chemische und biologi-sche Parameter, etwa Konzentrationen einzelner Stoffe. One-Health-Aspekte wie wasser-assoziierte Pathogene, antimikrobielle Resistenzgene oder indirekte Auswirkungen auf die menschliche Gesundheit werden bislang nur begrenzt berücksichtigt, gewinnen jedoch politisch und wissenschaftlich zunehmend an Bedeutung. . One Health Ansätze gewinnen an politischer Bedeutung, um ein Verständnis des Zusammenhangs von Umwelt-, Tier- und menschlicher Gesundheit zu generieren, aber auch für die Vermittlung des Vorsorgegedankens und Maßnahmen in der Umweltpolitik. . Das Projekt entwickelt ein Konzept, um die umfangreichen Gewässerdaten der UPB für eine integrierte Bewertung lebenswerter Gewässer für Mensch und Umwelt – auch im historischen Kontext – nutzbar zu machen. Dabei wird die Komplexität von Ökosystemen berücksichtigt, einschließlich multipler Einflussfaktoren, natürlicher Dynamiken und möglicher alternativer stabiler Zustände. Der Schwerpunkt liegt auf der Entwicklung übergreifender Indikatoren für Gewässergesundheit und One Health. Dafür werden bestehende Indikatoren aus Umwelt-, Natur- und Gesundheitsschutz genutzt und um neue, integrative Indikatoren ergänzt. Die Daten der UPB werden anhand dieser Indikatoren mithilfe von Flächen- und Trendanalysen aus-gewertet. Für die Visualisierung und Kommunikation der Ergebnisse wird ein webbasier-tes Dashboard entwickelt. Das Projekt ermöglicht so eine ganzheitliche Bewertung von Wechselwirkungen zwischen Gewässerökosystemen und menschlicher Gesundheit auf Basis von UPB-Umweltdaten, ohne direkte Verknüpfung mit Humandaten. . Das Projekt ist primär auf UPB-Binnengewässer ausgerichtet, soll aber Modellcharakter für Anwendungen auf Küsten- und terrestrische Systeme der UPB sowie für weitere Gewässer haben. Die entwickelten Gewässerindikatoren schaffen eine wissenschaftlich fundierte Grundlage für Umwelt- und Gesundheitspolitik auf nationaler und europäischer Ebene. Gewässerdaten können so als multifunktionale Ressource, beispielsweise zur Frühwarnung (RKI, ECDC), zur Risikobewertung (BfR, EFSA, ECHA), zur Umwelt- und Ökosystembewertung (UBA, EEA, ETC) und für Forschung an den Schnittstellen der Umweltbeobachtung mit den Chemikaliengesetzen (PARC) genutzt werden. Landesamt für Umweltschutz Sachsen-AnhaltHalle (Saale)Los 1 - Suche nach Vorkommen der Haselmaus und Einrichtung eines Monitoring-gebietes am nördlichen Harzrand/Atlantische Biogeographische Region 3.1 Untersuchungsgebiet Los 1 Aus der Atlantischen Biogeographischen Region innerhalb Sachsen-Anhalts liegen fast keine aktuellen Nachweise der Haselmaus vor. Zwei eingerichtete Monitoringgebiete im Nordharzvorland (Huy sowie Fallsteingebiet) haben trotz intensiver gezielter Untersuchungen langjährig keine Nachweise erbracht. Letzte Nachweise der vergangenen Jahre stammen vom Nordharzrand. Für die gezielte Suche nach Vorkommen der Haselmaus wurde daher ein Suchraum am Nordharzrand ausgewählt. Der Suchraum ist in Anlage 2a kartographisch grob abgegrenzt. Untersuchungen zum Vorkommen der Haselmaus sind in geeigneten Lebensräumen innerhalb des Suchraums durchzuführen. 3.2 Geländeuntersuchungen Für die Nachweissuche sind innerhalb des Suchraums anhand älterer Nachweise oder anhand der aktuellen Habitatausstattung Teilgebiete auszuwählen, in denen repräsentativ/stichprobenartig in optimal erscheinenden Habitaten die o.g. Methoden zur Anwendung kommen. Die Teilgebietsauswahl obliegt dem AN und ist vor Beginn der Geländearbeiten mit dem AG abzustimmen. Aufgrund der üblichen Bestandsentwicklung mit einem Maximum im Spätsommer/Frühherbst soll die Nachweissuche schwerpunktmäßig in diesem Zeitraum stattfinden. Der AN führt eine Suche nach Nachweisen im Gelände durch. Dabei sind Standard-Nachweismethoden anzuwenden: • Suche nach Fraßspuren (Nüsse) • Einsatz von Tuben (diese müssen eine Prüfung/Ansprache von Nestern ermöglichen) • Einsatz von Spurtunneln • Kontrolle von Nistkästen (i.d.R. vorhandene Kästen, z.B. Vogelnistkästen) • Einsatz von modifizierten Wildkameras • Suche nach freihängenden Nestern Für die Anwendung von Tuben und/oder Nistkästen bzw. Wildkameras sind die ausgewählten Untersuchungsflächen zu Beginn der Untersuchungen einzurichten. Die Nachweise sind auf geeignete Weise so zu dokumentieren, dass ggf. eine Verifizierung durch externe Experten möglich ist (Nüsse aufbewahren, Fotos etc.). Negativnachweise sind unter Nennung der angewandten Methoden zu dokumentieren. Die Habitatausstattung der untersuchten Bereiche ist beispielhaft fotografisch zu dokumentieren. Zum Zweck der Kalkulation gilt folgende Rahmenangabe: • Es sind 10 Teilgebiete, die jeweils nicht kleiner als 20 ha sein sollen, auszuwählen und gezielt zu untersuchen. Der zeitliche Aufwand für die Nachweissuche soll ungefähr einen Umfang von 4 Tagen innerhalb eines Teilgebietes im Gesamtbearbeitungszeitraum umfassen. 3.3 Auswahl geeigneter Standorte für ein Monitoringgebiet Sofern innerhalb des Suchraums aktuelle Haselmausvorkommen nachweisbar sind, erarbeitet der AN einen Vorschlag für die Lage eines neu einzurichtenden Monitoringgebietes gemäß den Vorgaben für das FFH-Stichprobenmonitoring von Bund und Land und stimmt diesen einvernehmlich mit dem AG ab. Neben dem Haselmausvorkommen sind pragmatische Gegebenheiten wie Kooperationsbereitschaft des Flächeneigners, Geländegegebenheiten u.a. zu berücksichtigen. 3.4 Einrichtung eines neuen Monitoringgebietes Sofern ein Vorschlag für die Neueinrichtung eines Monitoringgebietes möglich ist, ist dieses Gebiet gemäß den Vorgaben für das FFH-Stichprobenmonitoring von Bund und Land im Gelände einzurichten. Die Einrichtung des Monitoringgebietes umfasst die Ausbringung von speziell für die Haselmaus konzipierten Nistkästen. Es sind 60 Kästen jeweils im Abstand von ca. 50 m aufzuhängen. Eine kompakte Form des Monitoringgebietes soll angestrebt werden, kann jedoch nach Geländegegebenheiten modifiziert werden (vgl. bestehende Monitoringgebiete, www.tierartenmonitoring-sachsen-anhalt.de).
