This public procurement competition relates to Tenancy Sustainment Services/Housing Support Service to cover the Northern and Southern Divisions of Cork County Council. The overall objective of Tenancy Sustainment Services/Housing Support Service is to provide support to households that are homeless, or at risk of becoming homeless, in order to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This will involve home visits by the Tenancy Sustainment Service/Housing Support Service Project Workers whose role will be to support households and signpost and facilitate access to mainstream services. The Tenancy Sustainment/Housing Support services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services.

The CRU requires that the tenderer will manage all aspects of the contract or subcontract certain aspects if required. Although the teams cover different areas, there is significant complementarity in the work required to be carried out by the teams which require consultancy support. For example, connections workstream activity (policy, frameworks etc) applies to each of the electricity interconnection, connections, offshore, and emerging regulatory frameworks teams within the division. As such the Decarbonisation Division is seeking expert energy consultancy support as there is a significant amount of relativity and overlap between the work items across the Division which would not readily lend to the appointment of multiple consultants. Focus Ireland is one of the largest housing and homeless organisations in Ireland providing services for people who are homeless or at risk of homelessness. The charity was founded by Sr Stanislaus Kennedy as a result of research into the needs of homeless women in Dublin. Focus Ireland works with people who are homeless or at risk of losing their homes. Their main areas of operation include Dublin, Cork, Limerick, Kilkenny, Sligo, Kildare, Carlow, Tipperary, Wexford, Waterford and Clare. The Contracting Authority now wishes to seek that are suitable for development / completion for social housing. This expression of interest is the first stage in a competitive procedure with negotiation. This stage of the process will consist of an assessment of the suitability of applicants to participate in the process. Those applicants who are deemed suitable will then be invited to participate in the negotiation stage of the process. It is the intention of Focus Housing Association to acquire the freehold interest of completed developments. Under this contract, the service provider undertakes to provide the individual—who has complex and specialised support needs—with services and accommodation in a facility operated by the provider, in accordance with the Act on Social Services of Municipalities, No. 40/1991, the Act on Services for People with Disabilities with Long-Term Support Needs, No. 38/2018, and on the basis of the judgment of the Court of Appeals of 10th of February 2023, in case No. 831/2022. The judgment stipulates that the individual’s security supervision shall be such that he is permitted, in consultation with the Chief Physician of the Forensic Psychiatry Department of Landspítali National University Hospital, to reside in an appropriate housing arrangement where he shall be guaranteed the services to which he is entitled under Act No. 38/2018. This appropriate housing is specifically chosen in consultation of the Chief Physician in context of the judgment of the Court of Appeals.
