Research Ireland sucht einen Lieferanten für eine unabhängige Wirkungsevaluierung des NCF. Ziel ist es, die strategische Planung und Entscheidungen über die künftige Bereitstellung von Forschungsförderung mit gesellschaftlicher Wirkung in Irland zu informieren und zu stärken. Der Auftrag umfasst die Konzeption, Planung und Durchführung der Evaluierung. Bieten sollten eine Reihe von Methoden berücksichtigen, darunter quasi-experimentelle Techniken und theoriebasierte Evaluierungen (z.B. Prozessverfolgung, Beitraganalyse), sowie ein Kontrafaktikal. Die Datenerhebung erfolgt mit der Research Ireland Challenge Team, ausgewählten geförderten Challenge Teams, gesellschaftlichen Impact Champions und wichtigen Interessengruppen einschließlich Politikern. Datenquellen sind Monitoring-Daten, Verwaltungs- und Umfragedaten sowie qualitative Erkenntnisse aus Interviews, Fallstudien und Dokumentenanalysen.
