TenneT TSO GmbHTenneT is a leading European transmission system operator responsible for the safe and reliable transmission of electrical energy over long distances. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is to replace the central Phasor Data Concentrator (PDC) at TenneT TSO GmbH (TTG) with a new system supporting PDC functionality, data storage, offline WAMS applications, trend monitoring WAMS applications, and data exchange with external PDCs. The implementation is planned for approximately Q3/2026. TTG’s new concept for PDC and WAMS applications includes in particular the following scope of services: a) Provision of a central PDC to collect and aggregate data streams from at least 400 PMUs and to store this data in a local data storage system. The central PDC shall be capable of forwarding real‑time data to additional clients. b) Provision of a C37.118‑2 client with WAMS applications and long‑term data storage. The client shall receive aggregated data from the central PDC as well as from additional PDCs, store the data in a long‑term database, and make it available for WAMS analysis applications. c) Provision of additional PDCs and WAMS applications for testing and training purposes. The subject of this tender is the procurement of central PDC systems, WAMS applications, user interfaces, laboratory PDCs, and a data historian for TenneT TSO GmbH (TTG) as part of the ENTSO‑E interconnected power system. TenneT TSO GmbH is certified according to ISO 27001. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. Within the scope of this tender, TTG intends to procure Control System components including, but not limited to, bay control units, station control units, interface devices, and related auxiliary equipment. A central focus of the procurement is the use of the communication protocol IEC 60870‑5‑104 (IEC 104) for the exchange of control, status and measurement data between the substation level and higher‑level control systems. The devices shall support typical substation automation functions, reliable IEC 104 communication, and seamless integration into existing station control concepts in accordance with applicable technical standards. The subject of this tender is the supply of Control Systems hardware, including IEDs and associated components, as well as related documentation and services necessary for commissioning and integration into TTG’s substations. The framework agreement shall enable TTG to call off devices on demand over the contract term for new installations, refurbishments, and replacement purposes. Parallel to the hardware framework agreement, TTG intends to conclude a separate service contract covering the maintenance of the devices and the maintenance of embedded software, including corrective and preventive measures as well as software updates and upgrades, in accordance with the contractual provisions. Due to increasing requirements regarding system availability and redundancy, the procurement procedure is structured into two lots, which will be awarded separately. The lot structure is intended to ensure supply security, operational resilience and redundancy of the Control Systems deployed within TTG’s transmission grid. TenneT TSO GmbH is certified according to ISO 27001. Therefore, only Control Systems and equipment that comply with TTG’s Operational Technology security requirements may be offered (OT security and IT security requirements).
