Description of the scope of works Targeted technical advisory shall be provided, particularly in the upstream phases of infrastructure project development. This includes the design and deployment of tailored sectoral infrastructure packages that address project-specific needs in close collaboration with the responsible AUDA-NEPAD and GIZ technical teams. Infrastructure project preparation To be provided is early-stage project technical advisory to advance selected energy and non-energy projects with the aim of readying projects for full feasibility studies. For energy, the focus is on sustainable energy projects including (variable) renewable energy and transmission. For other sectors, the focus sub-sectors for these projects are ICT, industrialisation (e.g., industrial parks), transboundary water and/or transportation projects as selected by institutions responsible for regional corridor management (in the Central Corridor and North-South Corridor). Tasks include: - Conduct rapid assessments and document review, prepare project profile, readiness diagnostics and confirm that the projects are at a stage for further TA. - Define tailored SDM support packages for each project. - Develop SDM deployment workplans with milestones and roles. - Review enabling policy and regulatory frameworks - Conduct pre-feasibility assessments (technical, land, permitting, market review, commercial viability, financial modelling, etc.) - Supporting engagement with national institutions, regional economic communities (RECs), power pools, and utilities - Identify gaps in projects and propose early-stage interventions. - Undertaking technical studies, as required, e.g., technology selection assessment, grid integration and evacuation concept, preliminary energy yield and deliverability, constructability and CAPEX, and early permitting and land status. - Identify potential institutions that have an interest in the project(s) and align project preparation efforts with their requirements. These institutions should primarily be African or European actors To enhance the effectiveness, efficiency, and credibility of the SDM mechanism in advancing energy projects, an SDM-level review of the applicable processes will be conducted, for energy projects. Based on a sample of energy projects, the review includes: - Review the SDM energy project portfolio by development stage, technology types, geography, and SOPs - Assess project progression rates - Identify common points of delay, redesign, or attrition. - Assess alignment of SDM outputs with: DFI requirement, investor expectations, and regional and continental energy priorities. - Identify gaps affecting investor confidence and bankability: - Collate proposed updates/refinements to the SDM SOPs as proposed by these actors for implementation by AUDA-NEPAD. Market sounding and financing sector engagements Structured, targeted engagements between project sponsors and financing institutions - multilateral, bilateral, commercial, and development finance actors - shall be facilitated to improve alignment between early-stage project design and funder expectations, and to accelerate project bankability under AUDA-NEPAD"s SDM framework. Tasks include: - Developing a structured marketing sounding framework tailored to the AUDA-NEPAD SDM. - Segmenting financiers by mandate, geographic focus, and risk appetite. - Preparing targeted outreach lists and engagement protocols. - Organising structured market sounding sessions/ "deal rooms" (virtual or in-person). - Facilitating thematic panels, bilateral exchanges, and matchmaking sessions. - Coordinate a market sounding event to be held in Europe, working closely with the Africa-EU Energy Partnership (AEEP), AUDA-NEPAD and/or GIZ, as relevant. - Support project sponsors in preparing funder-aligned pitch decks. - Develop feedback templates to capture funder insights on project readiness, gaps, and interest. - Coordinate post-event follow-ups with interested financiers. - Develop guidance notes and toolkits for future SDM engagements. Capacity development Capacity development support on technical advisory for infrastructure projects is to be provided. Capacity development is targeted at technical advisors of AUDA-NEPAD, and CCTTFA/ SADC/ Member State representatives responsible for corridors development. The scheme replaces the previous purchasing scheme. The procurement scheme shall include municipal buildings and residences at the contracting authority, including schools, nurseries, residential and activity centres, nursing and old people ́s homes, swimming and sports centres, office buildings, arts centres, municipal rental housing, health centres etc. Invitations to submit tenders under the scheme will mainly apply to minor investment and maintenance projects, based on the at any given time applicable action and financial plan, and will mainly be carried out as execution contracts or builder-developed turnkey contracts. SUMIT Project - Provision of Digital Products
The SUMIT (Substance Use and Mental Health Interventions using Digital Technology) Project is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB). The SUMIT Project will jointly develop, implement and evaluate a digitally enabled approach to enhance and inform the transformation of services within a test bed environment for 1,500 beneficiaries, adding value through three interrelated activities. 1. Collaborate with 4 local demonstrator sites in Northern Ireland (NI), the border counties of the Republic of Ireland (ROI) and Scotland (SCO) to deliver a comprehensive skills development programme for 500 staff and facilitate good practice and knowledge exchange through a Community of Practice to enable implementation of digital products. 2. Co-design, develop and implement 3 digital products for people to confidently use digital devices and products to access support and improve health and wellbeing. 3. Undertake cross-border research and project evaluation to robustly evidence ‘what works,’ and apply learning throughout the project to inform service delivery, organisational change and policy development to reduce inequalities and foster resilient health and social care systems. The procurement is structured into three distinct but interrelated lots: • Lot 1 – Self-Directed Help: Digital tools enabling individuals to access information, guidance and support independently, including anonymous access where appropriate. • Lot 2 – Personalised Journey: Solutions supporting ongoing recovery and wellbeing through personalised tracking, goal-setting, service navigation and peer interaction. • Lot 3 – Service User Database: Capabilities to support person-held records and controlled data sharing across services, reducing duplication and enabling continuity of care. A key objective of the contract is to deliver outcome-based digital solutions, rather than prescriptive technical systems. Bidders are therefore required to demonstrate how their solutions achieve defined user and service outcomes, including improved access to support services, sustained user engagement, increased digital inclusion, and enhanced service insight through data and analytics. This Pre Market Consultation (PMC) is to announce a market consultation exercise relating to the procurement of interested parties for SDCC’s ‘Beyond County Hall Innovation Fund’, which proposes initial funding of €250,000 for pilot new smart projects that respond to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre. As part of our support for smart city development, and embracing new and emerging technologies, and in seeking to establish a ‘smart’ district in Tallaght, this fund seeks to support stakeholders in utilising innovation and new technologies to develop new or better solutions that will improve local quality of life. The services to be provided in the context of this call for tenders support the scaling up of Energy Management Systems (EnMS) in municipal organisations in Pakistan, with a particular focus on water supply and sanitation companies. The consultancy services will focus on strengthening the implementation and institutional capacity for EnMS in close cooperation with partner municipal organisations and relevant national and provincial government agencies and departments. These consultancy services will be delivered from the start of the contract until 29.02.2028. The assignment comprises of hands-on technical assistance and continuous advisory support to enable municipal management and energy teams of up to 6 partner municipal organisations to establish, operate, and continuously improve EnMS processes aligned with ISO 50001 principles. This includes support for establishing energy baselines of each partner organisation, regular monitoring and review of the established energy performance indicators (EnPI), corrective action planning, and systematic energy performance improvement. In addition, the consultancy will support partner organisations in the identification, prioritisation, and implementation of energy efficiency (EE) measures within water supply and sanitation infrastructure. This includes the development of technical EE recommendations and advisory support for their implementation. The consultancy will further assist in the preparation of bankable EE project proposals and business cases, including the technical and financial analyses required to mobilise financing for priority EE and EnM investments. To ensure long-term institutionalisation, the consultancy will develop recommendations for organisational development measures to mainstream EnMS within municipal structures. This includes strengthening internal roles and responsibilities, coordination mechanisms, and the integration of EnMS into planning, budgeting, and procurement processes. Advisory support will also be provided for the design and introduction of organisational EE incentive mechanisms to promote energy-efficient behaviour and align staff performance with energy and cost reduction objectives. Capacity development and knowledge exchange form a core component of the assignment. The aim is to ensure that, by the end of the project, municipal experts, managers, and decision-makers are equipped in terms of technical capacities to mainstream EnMS independently within Pakistan"s water supply and sanitation services. This objective remains central to all capacity development measures implemented under the assignment. Based on a structured capacity needs assessment and a corresponding capacity development strategy, the consultancy will develop relevant knowledge products and implement tailored capacity development activities, including trainings, workshops, and knowledge exchange activities, among others. These measures will strengthen competencies in EnMS implementation, energy data management and analysis, EnPI-based decision-making, EE intervention design, monitoring and verification, and the institutional embedding of EnM within municipal governance processes. To support scaling and dissemination of results and international and national best municipal EnM best practices, the consultancy will organise a national conference on municipal EnM as a platform for knowledge exchange and dialogue among sector stakeholders. Furthermore, advisory inputs will be provided to contribute to an enabling framework for EnMS, including recommendations for policy and institutional support measures at national and provincial levels. Lastly, the consultancy will implement a hands-on training programme for recently graduated women engineers in the field of EnM and EnMS to strengthen their technical competencies and promote their participation in Pakistan"s energy sector by enhancing their employability. Scaling Up Implementation and Institutional Capacity for Energy Management Systems (EnMS) in Pakistan
The services to be provided in the context of this call for tenders support the scaling up of Energy Management Systems (EnMS) in municipal organisations in Pakistan, with a particular focus on water supply and sanitation companies. The consultancy services will focus on strengthening the implementation and institutional capacity for EnMS in close cooperation with partner municipal organisations and relevant national and provincial government agencies and departments. These consultancy services will be delivered from the start of the contract until 29.02.2028. The assignment comprises of hands-on technical assistance and continuous advisory support to enable municipal management and energy teams of up to 6 partner municipal organisations to establish, operate, and continuously improve EnMS processes aligned with ISO 50001 principles. This includes support for establishing energy baselines of each partner organisation, regular monitoring and review of the established energy performance indicators (EnPI), corrective action planning, and systematic energy performance improvement. In addition, the consultancy will support partner organisations in the identification, prioritisation, and implementation of energy efficiency (EE) measures within water supply and sanitation infrastructure. This includes the development of technical EE recommendations and advisory support for their implementation. The consultancy will further assist in the preparation of bankable EE project proposals and business cases, including the technical and financial analyses required to mobilise financing for priority EE and EnM investments. To ensure long-term institutionalisation, the consultancy will develop recommendations for organisational development measures to mainstream EnMS within municipal structures. This includes strengthening internal roles and responsibilities, coordination mechanisms, and the integration of EnMS into planning, budgeting, and procurement processes. Advisory support will also be provided for the design and introduction of organisational EE incentive mechanisms to promote energy-efficient behaviour and align staff performance with energy and cost reduction objectives. Capacity development and knowledge exchange form a core component of the assignment. The aim is to ensure that, by the end of the project, municipal experts, managers, and decision-makers are equipped in terms of technical capacities to mainstream EnMS independently within Pakistan"s water supply and sanitation services. This objective remains central to all capacity development measures implemented under the assignment. Based on a structured capacity needs assessment and a corresponding capacity development strategy, the consultancy will develop relevant knowledge products and implement tailored capacity development activities, including trainings, workshops, and knowledge exchange activities, among others. These measures will strengthen competencies in EnMS implementation, energy data management and analysis, EnPI-based decision-making, EE intervention design, monitoring and verification, and the institutional embedding of EnM within municipal governance processes. To support scaling and dissemination of results and international and national best municipal EnM best practices, the consultancy will organise a national conference on municipal EnM as a platform for knowledge exchange and dialogue among sector stakeholders. Furthermore, advisory inputs will be provided to contribute to an enabling framework for EnMS, including recommendations for policy and institutional support measures at national and provincial levels. Lastly, the consultancy will implement a hands-on training programme for recently graduated women engineers in the field of EnM and EnMS to strengthen their technical competencies and promote their participation in Pakistan"s energy sector by enhancing their employability. The working packages listed are indicative and may be adapted in response to partner needs and evolving framework conditions. The contractor is expected to provide flexible, demand-driven advisory services within the defined scope of expertise and to ensure regular reporting and structured coordination with the project throughout contract implementation.
