The procurement comprises the following two separate contracts: Procurement of four three axled two chamber vehicles Procurement of 1 three axle one chamber vehicle with cranes For both lots, tenders shall be submitted for a 5 year service and repair agreement on the chassis, with an option for an extension for 1+1 year. Sub-contract 1 also includes a voluntary option for the procurement of up to 6 three axled, two-chamber sanitation vehicles within 12 months of ordering the vehicles in the main delivery. There is an option for both sub-contracts to enter into a service agreement for additions. Tenders can be submitted for sub-contract 1 and/or sub-contract 2. Tenders can be submitted for several years to establish a filling station for biogas in rir ́s vicinity, but as a publication of this competition this is uncertain due to a lack of investment decision among the biogas supplier. Due to a public decision on cars, the buyer cannot wait much longer for such clarification, but reserves the right to cancel this competition if a positive investment decision from the biogas supplier occurs before the award letter for this competition is issued.

The vehicles shall be biogas driven. The contracting authority is Sirkula, GLØR, Horizon and HRA. The need is within the framework agreement period, estimated to be 6-8 2-chamber compressor vehicles and 4-6 compressor vehicles with cranes. The procurement ́s value is estimated to: NOK 70,000,000 excluding VAT. The maximum value for the entire contract period, including any options and expected price rise: NOK 100,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. The ordering of the vehicle(s) will be made individually by each company. See the price form and the needs description for further information. The Public Procurement Regulations § 7-9, the fourth section will be used in this procurement. The main performance of the procurement is vehicles, of which the largest environmental impact is in possible emissions resulting from fossile fuel. In this procurement, vehicles with biogas based operations shall be procured. This gives a better effect on climate and the environment than using fuel technology as the award criteria, as there is a risk that suppliers would otherwise deliver fuel technology with major emissions. The contracting authority has assessed the procurement against the apprentice regulations, c.f. the Procurement Act § 7 and concluded that apprentices are not required in this procurement as the procurement is a procurement, cf. the apprentice regulations § 4.Intention notice - C1 refuse collection vehicles IRMAT
Interkommunalt Renovasjonsselskap i Midt- og Aust-Telemark ASNotoddenIRMAT AS intends to accept that Steco AS shall enter into the existing contract for the delivery of a C1 refuse collection vehicle, signed after an open tender contest announced in accordance with the procurement regulation part III 25.11.25. With Doffin-ID2025-117913.The background is that the original contract party, Steco Miljø AS, was registered dissolved 13.04.2026, in accordance with the Bankruptcy Act. The contracting authority has assessed that the terms for supplier changes in accordance with the procurement regulations § 28-1, the first section, letter e, are fulfilled. Emphasis has been put on the following in the assessment: Steco AS continues to a considerable degree the activity that was previously run by Steco Miljø AS. Central employees and key persons with responsibility for engineering design, assembly, documentation and follow-up of equivalent deliveries have been continued to Steco AS. Steco AS has documented access to the necessary competence, personnel and organisational resources to fulfil the contract. The contracting authority has assessed that Steco AS fulfils the original qualification requirements that were set in the competition. No significant changes are made to the content, scope, price or other central terms of the contract. The contracting authority does not have any basis for the change of supplier occurring in order to bypass the procurement regulations. The contracting authority has emphasised that only one tender was received in the original competition. Based on this, the contracting authority ́s assessment is that the change of supplier can be implemented in accordance with the procurement regulations § 28-1 first, section letter e, without implementation of a new competition. The vehicles shall be the same and shall be delivered in accordance with the current regulations and follow the NS11060-2019 unless otherwise specified in this description. The three vehicles shall be used by MIB as operative crew vehicles on stand-by. The vehicles shall be able to transport crew and necessary input equipment to events in MIB ́s area of responsibility, and at the same time support efforts with an integrated water tank and fire pump (including foam system) as part of the vehicle ́s extinguishing system.
