Research on introduction of a new model for service development (MTU) in the police.
The Norwegian Police Directorate announces a competition for a research assignment in connection with the introduction of a new model for service development (MTU) in the police force. The model for service development involves new ways of working for the entire organisation. The implementation will involve changes in work forms, interaction, management and decision making. To ensure learning, quality and adjustment during the process, before new practices are allowed to join the organisation, the National Police Agency wants a research environment to carry out action research, or other type of follow-up research where researchers collaborate closely with the business, parallel to the implementation. The assignment shall support a structured and systematic learning process. The overall objective of the assignment is to support the implementation of the model through continual learning and to create an understanding of any change needs. The research shall contribute to concretising the goal achievement of the MTU and giving an independent assessment of whether this strengthens the police ́s ability to solve the social mission. Procurement of 3 young dogs for a search dog - the Police
The police need three young dogs for search dogs for delivery by 12 June 2026. The need can be met with green search developed dogs. The tender offer with the best overall score will win the competition and a contract will be awarded for delivery. The suitability test will be carried out as agreed in weeks 25-26/2026 at the Police Education Centre in Kongsvinger. Tenderers with a large number of relevant and available dogs can, upon agreement, have their tests assessed at the tenderer. This will be particularly assessed against the Contracting Authority's need for each procurement. Search dogs have education in responding and highlighting the different types of odour pictures in different environments. In the search dogs category, dogs are trained to search for, for example, but not limited to drugs, flammable fluids, explosives, blood, semen, currency, weapons, buried corpses and corpses. The dogs must be able to work in different types of environments such as, among other things, inside, outside, height, darkness, movable surfaces and dark surfaces and dark surfaces. The search dog shall tolerate the mental stress this can cause. The current breeds are mainly based on retriever breeds and spaniel breeds. Breeds with genetic traits that involve congenital defence ability and sharpness are not considered relevant. Parallel framework agreements for the purchase of crushed stone masses
VAV needs different rocks to fill buried ditches when excavating leaks in the pipe network and new pipes at installations. VAV has a continual need for large quantities of crushed rock masses for this work. The agency will therefore enter into parallel framework agreements with several tenderers so that the agency ́s needs are fully covered. VAV will enter into parallel framework agreements with up to 4 (four) tenderers, depending on how many tenders are received. The agency has an increasing need for crushed rock masses. The maximum value of the framework agreement is NOK 40,000,000 excluding VAT for the entire contract period. The estimate was made based on historical figures and the expected future use in accordance with the Contracting Authority's best judgement. The specific call-offs depend on the department ́s changing need in the contract period. Emphasis is put on the fact that the contract does not carry any purchasing obligation for VAV. Procurement of consultancy services for the execution of waste analyses.
PURPOSE AND SCOPE The contracting authority shall enter into a framework agreement with a tenderer for consultancy services for planning, implementing and preparing a report for waste analyses. In accordance with the Waste Regulation chapter 10a, REG is obligated to ensure the sorting and material recovery of several waste types. In order to substantiate the sorting requirements, as well as quality requirements and the necessary costs for the collection and waste management in the manufacturer responsibility schemes, it is decisive to have an overview of the composition of the waste in REG ́s different waste streams. There can also be a need for waste analyses or other surveys in order to increase knowledge on the composition of bulky waste, household like business waste or to measure the effect of campaigns etc. The contract has an estimated value of NOK 6 million. ABOUT THE MARKET DIALOGUE The contracting authority, NORCE Research AS, is in its early phase mapping the market for Security Operations Center (SOC), with the intention of a possible procurement in 2026/27. The objective of this Request for Information (RFI) is to obtain insight into the market's tenders and development, including how SOC services are designed, provided and priced. The contracting authority would also like input on how appropriate requirements, award criteria, contract terms and commercial models can be designed in a future competition. The received information can be used as a decision basis and as a support in the further work on procurement strategy and design of the tender documentation. The contracting authority would like open and reflected input from the market. All questions are not expected to be answered in full, and tenderers are encouraged to respond to the topics they find most relevant. Supplementary inputs, experiences, considerations and proposals – also beyond the stated questions – will be received with interest. The contracting authority is particularly interested in identifying developments, solution alternatives, innovation and other conditions in the market that it can be challenging to uncover through traditional information acquisition. Prequalification: Ground work and construction of a transformer building as well as the establishment of cable trenches - Haugaland Næringspark
This procurement is for a turnkey contract for ground work and the construction of a new transformer station in Haugaland Næringspark. The project aims to ensure energy supply to the business park and facilitate planned industrial development in the area. In the long term the measure will also strengthen the security of supplies in Haugalandet and enable the connection of energy production from Tysvær wind power plant. The transformer station is planned to be erected with one station building and five transformer cells. This contract is for the ground work, as well as the construction of the station building and two of five transformer cells. The transformer station shall be certified in accordance with BREEAM-NOR v.6.0. The tenderer will be responsible for ensuring that the transformer station achieves BREEAM certification.In addition to the transformer station, the contract includes the establishment of a ground cable connection from the transformer station to the end mast (M22) on the aerial high voltage line connection between Klovning transformer station and Haugaland Næringspark, as well as cable trenches between Statnett ́s transformer station at Gismarvik and up to the station in Haugaland Næringspark etc., the Contracting Authority will choose at least two of the qualified tenderers to submit a tender, provided that there are a sufficient number of qualified tenderers. There is no upper limit for the number of qualified tenderers who can be invited to submit a tender, and the contracting authority reserves the right to invite a selection or all of them. Any selection of tenderers who are invited to submit tenders will be made based on the selection criteria in the competition description point 3.5. After the tenders are received, the contracting authority plans to carry out negotiations with the tenderers. Any negotiations may be carried out in several rounds of negotiations, where the contracting authority reserves the right to reduce the number of tenders to be negotiated. A first reduction of the number of tenders can occur already before the negotiations, cf. the Utilities Regulations § 19-12 (4). Any reductions in the number of tenders will be made on the basis of the award criteria. The Contracting Authority is also subject to awarding the contract without negotiations. The present tender will contribute to Output 1 of the project MoVe Senegal. Within this output a Steering Committee for Active Mobility will be supported, a strategy for walking and cycling will be prepared and action plans for the improvement of active mobility in the Dakar Metropolitan Region will be developed. The contractor is expected to conduct background research and collect data on Walking and Cycling in the Dakar Metropolitan Region to assess the current state of cycling & walking in Dakar and identify key challenges and opportunities. Based on a status quo analysis the contractor will develop a Walking and a Cycling Strategy for the Dakar Metropolitan Region. Both strategies shall be developed in an iterative process based on stakeholder consultation. The Walking and the Cycling Strategy are foreseen as separate strategies and actions for cycling and walking as they require different approaches and infrastructure. Nevertheless, the strategies shall be consistent and developed in a coordinated manner. Finally, the contractor will prepare 5 Action Plans to improve active mobility in the Dakar Metropolitan region. The action plans shall tentatively cover the topics of Access to public transport, Safe school zones, Gender Action Plan for Active Mobility, Road Safety Action Plan and Parking Management.
