The model for service development involves new ways of working for the entire organisation. The implementation will involve changes in work forms, interaction, management and decision making. To ensure learning, quality and adjustment during the process, before new practices are allowed to join the organisation, the National Police Agency wants a research environment to carry out action research, or other type of follow-up research where researchers collaborate closely with the business, parallel to the implementation. The assignment shall support a structured and systematic learning process. The overall objective of the assignment is to support the implementation of the model through continual learning and to create an understanding of any change needs. The research shall contribute to concretising the goal achievement of the MTU and giving an independent assessment of whether this strengthens the police ́s ability to solve the social mission. Politiets fellestjenesterOSLOThe police need three young dogs for search dogs for delivery by 12 June 2026. The need can be met with green search developed dogs. The tender offer with the best overall score will win the competition and a contract will be awarded for delivery. The suitability test will be carried out as agreed in weeks 25-26/2026 at the Police Education Centre in Kongsvinger. Tenderers with a large number of relevant and available dogs can, upon agreement, have their tests assessed at the tenderer. This will be particularly assessed against the Contracting Authority's need for each procurement. Search dogs have education in responding and highlighting the different types of odour pictures in different environments. In the search dogs category, dogs are trained to search for, for example, but not limited to drugs, flammable fluids, explosives, blood, semen, currency, weapons, buried corpses and corpses. The dogs must be able to work in different types of environments such as, among other things, inside, outside, height, darkness, movable surfaces and dark surfaces and dark surfaces. The search dog shall tolerate the mental stress this can cause. The current breeds are mainly based on retriever breeds and spaniel breeds. Breeds with genetic traits that involve congenital defence ability and sharpness are not considered relevant. The project aims to ensure energy supply to the business park and facilitate planned industrial development in the area. In the long term the measure will also strengthen the security of supplies in Haugalandet and enable the connection of energy production from Tysvær wind power plant. The transformer station is planned to be erected with one station building and five transformer cells. This contract is for the ground work, as well as the construction of the station building and two of five transformer cells. The transformer station shall be certified in accordance with BREEAM-NOR v.6.0. The tenderer will be responsible for ensuring that the transformer station achieves BREEAM certification.In addition to the transformer station, the contract includes the establishment of a ground cable connection from the transformer station to the end mast (M22) on the aerial high voltage line connection between Klovning transformer station and Haugaland Næringspark, as well as cable trenches between Statnett ́s transformer station at Gismarvik and up to the station in Haugaland Næringspark etc., the Contracting Authority will choose at least two of the qualified tenderers to submit a tender, provided that there are a sufficient number of qualified tenderers. There is no upper limit for the number of qualified tenderers who can be invited to submit a tender, and the contracting authority reserves the right to invite a selection or all of them. Any selection of tenderers who are invited to submit tenders will be made based on the selection criteria in the competition description point 3.5. After the tenders are received, the contracting authority plans to carry out negotiations with the tenderers. Any negotiations may be carried out in several rounds of negotiations, where the contracting authority reserves the right to reduce the number of tenders to be negotiated. A first reduction of the number of tenders can occur already before the negotiations, cf. the Utilities Regulations § 19-12 (4). Any reductions in the number of tenders will be made on the basis of the award criteria. The Contracting Authority is also subject to awarding the contract without negotiations. Tenderers are thus encouraged to submit a good and competitive first tender. Emphasis is put on the fact that this is only a general description of the procurement.
