This procurement covers the design, construction and delivery of two identical training vessels, with an option for two additional vessels (1+1) , to the Norwegian Armed Forces. The vessels shall be used for education and training in military practical navigation, in order to ensure that the required competence of future navigators in the Royal Norwegian Navy is maintained and further developed. The training concept is based on a recurring cycle of theoretical instruction, simulator training and practical navigation. The main teaching platform is the navigation system, which must be as close to identical as possible in the simulator and on board the vessels. In this context, the training vessels serve as a platform for bringing the navigation system to sea. The vessels shall be modern, reliable and representative of current standards, with primary emphasis on safe navigation, energy-efficient operation and pedagogical suitability. The vessels shall be built in accordance with civil (DNV) class. They shall be serially built, with a high degree of standardised civil components and subsystems, in order to ensure effective competition and keep operating costs at a low level. Each vessel shall have a length of less than 24 metres, be capable of achieving a minimum speed of 18 knobs, and have a total installed engine power of less than 750 kW. The vessels shall be delivered fully equipped, including navigation systems and sensors, as well as the necessary support and documentation package for operation and maintenance.

The procurement will be conducted as a negotiated procedure with prior pre qualification of candidates. A non exclusive framework agreement will be awarded to a single supplier, with an initial term of three years and an option for an additional four years, for a total potential duration of seven years. The estimated contract value is NOK 385 million, with an overall ceiling of NOK 710 million. The agreement covers the complete scope of supply and is not divided into lots. The procedure is organised as a two stage process, where this pre qualification constitutes stage 1. Only suppliers that meet the pre qualification requirements will be granted access to the tender stage (stage 2). The aims in the project are as follows: Cleaner fjord systemLovlig system for sewage waterBærekraftig system for the futureIt new sewage treatment facility shall be built in rock and have sufficient treatment capacity to handle sewage water that shall be supplied from Sula municipality and Ålesund municipality. The facility is dimensioned for 69,000 person equivalents and it shall be designed as a secondary treatment facility. The new treatment facility shall replace seven existing treatment plants and some interceptors for sludge. The sewage water must therefore be pumped from the existing treatment plant to Kongshaugen via a comprehensive transfer system. The transfer facility will have approx. 34 km sewage pipelines and will contain 25 objects, including approx. 28 km submarine pipelines, 6 km pipelines over land, 3 valve houses/manholes and nine pump stations. The contract work for the construction of the transfer facility will be organised as nine parallel execution contracts. See Part A - General part for a more detailed description of the other contracts. The builder shall now enter into a contract with one contractor for the delivery of machinery and process 3 for the transfer facility (contract E64), as a part of the transfer facility to Kongshaugen reindeer installations. The builder will enter into a contract that builds on the contract standard "NS 8405:2008 Norwegian Building and Construction Contract" for the execution. This material is located within the confines of the West and East piers of Howth harbour in four main zones known as: * the fishing basin between West and Middle Piers * the channel which provides access from sea * the outer swing mooring area to the north of the inner break water * the inner Marina basin which is adjacent to the public slipway and channel It is proposed that this material is treated and stabilised using a pumped liquid mixing method in a location on the Middle Pier and pumped to a location to the West of the West Pier where it is to be used as the core infill of a new reclaimed multi use land area. In order to minimise delays and to give potential tenderers the best opportunity to tender for the overall project, the Department of Agriculture, Food and the Marine are undertaking a pre-qualification process to assess the suitability of prospective tenderers for the main construction and dredging contract relating to the Howth FHC Dredging works. The Department are proposing to prequalify the top 6 ranked applicants, with a minimum number of 3.
